Code review (high effort, recall-biased: 8 angles, deduped, not independently verified). 10 findings, most severe first; each is an inline comment on the line it names. Checked against architecture.md @ faccc370, crates/rcache/src/remote.rs (index sources, materialize, fetch_verified), crates/mfile/src/lib.rs (IndexSourceMode), the epic's stories (transcribed byte-for-byte, confirmed), the spec template, and AGENTS.md.
- PKV-013's
planespolicy can markindex_bundle/provenance_envelopeoptional; PKV-001, PKV-009 and Security invariant 1 make their absence unconditionally exit 6. Internal contradiction. - PKV-001/PKV-018 assume one signed index per registry pin; the
autoreader unions sideload closures and falls back to the byte-copy snapshot and the unsigned rootindex.shisha. The spec never says which object the bundle covers or what verification does on a fallback or a merged sideload entry. - PKV-013's envelope window check needs
finishedOnfrom inside the payload, but PKV-008 decodes the statement only after both signatures verify and PKV-005 selects keys by validity before verifying. The order is circular as written. - PKV-002's
if and only ifcosign equivalence is falsified by PKV-013's validity windows, which cosign does not model. - PKV-011's unverified notice line precedes a payload the architecture sends to stdout for piping; no stream is named.
.intoto.jsonlis "one envelope per line" but nothing says which line(s) are verified when there is more than one.tier: noneis used as a dependency marker on PKV-015, PKV-019 and PKV-011's SBOM sub-bullet; the template reserves it for unobservable behaviour.- PKV-014/PKV-017 name
-p buildbottests that live in the private producer repo; the lint run with--repo-rootcan never resolve them, so the spec can never reach shipped by its own rule. - PKV-020 mandates a daily CI job and a test that reads a workflow file, but

provenance --verifyomits theartifact bundlecheck that PKV-013/016 can make required (also raised by minimal-foundry, unanswered).
Below the cap: materialize today retries a hash mismatch (is_transient, remote.rs) and PKV-018 does not say whether a retried-then-matching fetch is an acceptance or a refusal; and PKV-003 / PKV-013's sub-bullet cite issue numbers inside requirement bodies, which no sibling spec on main does.

There was a problem hiding this comment.
[1] Planes policy contradicts the unconditional fail-closed rules. planes may name index_bundle and provenance_envelope as optional (only the monotonic tighten rule constrains a later version; a first version or a --trusted-root file may set either optional). But PKV-001's sub-bullet says an absent index bundle exits 6 index: no bundle unconditionally, PKV-009 says an absent envelope exits 6 provenance: none unconditionally (its EARS text has no required(provenance) guard, only the property does), and Security invariant 1 says an artifact is accepted only against an index whose bundle verified. PKV-012's property meanwhile permits absent for any optional plane. Failure: a private-registry root with index_bundle = optional — PKV-001 says exit 6, PKV-012 says exit 0, invariant 1 says never accept. Suggest restricting the policy to artifact_bundle (and future planes), or stating that index_bundle is always required and PKV-009 is guarded by the policy.
There was a problem hiding this comment.
Taken, in 7194ab6. The planes policy now covers artifact_bundle and any plane a later format adds; the index bundle and the provenance envelope are always required and no root, vendored or --trusted-root, can mark them optional. PKV-009's property drops the required(provenance) guard, and PKV-012's property says absent is only ever an optional plane outside {index, artifact, provenance}. Security invariant 1 is now consistent with both.

| - **PKV-018** WHERE verification is enabled in the client configuration THE SYSTEM SHALL verify, before a remote artifact is accepted at materialization, the index bundle once per registry pin and that artifact's hash, provenance envelope and, under PKV-016's policy, its artifact bundle, and SHALL refuse the artifact with the verify error class on any failure. |
There was a problem hiding this comment.
[2] "The index bundle once per registry pin" does not match how the reader builds the index. IndexSourceMode::Auto (default; crates/mfile/src/lib.rs) and new_any_auto_chain (crates/rcache/src/remote.rs) load the upstream's <commit>.closure.shisha, fall back to the byte-copy <commit>.shisha, then to the mutable root index.shisha (neither fallback is the sealed, bundled object), and then union each sideload link's closure into the same in-memory index. PKV-001 and this requirement never say: (a) which object the bundle covers (the epic says .closure.shisha); (b) that under verification a fallback to the snapshot or root is refused / reported as index: no bundle rather than silently used; (c) what index_verified(pin(a)) means for an entry that came from a sideload closure — a customer sideload has no production-identity bundle, so under the default required plane every project with a sideload fails, and if the merge is left as today an unverified sideload entry passes as verified. Failure: [upstream] pinned, one sideload without a bundle, verification on → either every materialize exits 6 or a sideload artifact is accepted with no signature behind its index entry. The requirement needs a per-source rule (verify each link's bundle, or restrict verification to the upstream closure and mark sideload entries unverified).
There was a problem hiding this comment.
Taken, in 7194ab6, as two PKV-001 sub-bullets. (a) The bundle covers <commit>.closure.shisha; (b) under verification neither the byte-copy <commit>.shisha nor the mutable root index.shisha is read (neither is sealed or bundled), the result is index: no bundle; (c) a unioned index is verified per link: each sideload closure's bundle against that source's trust root (--trusted-root per source, vendored root for the upstream), and every entry from a link without a verified bundle is marked unverified, which min pkg verify reports as index: source not verified and PKV-018 refuses. Tests named in -p rcache, where new_any_auto_chain lives.

There was a problem hiding this comment.
[3] Circular ordering between key selection and statement decoding. This sub-bullet excludes a KMS key whose window does not cover the envelope's build time, defined (line 44) as the statement's runDetails.metadata.finishedOn, i.e. a field inside the base64 payload. PKV-005 says the key is chosen "by algorithm and validity" before verifying, and PKV-008 says the statement is decoded only WHEN both required signatures verify. An implementer cannot satisfy all three in that order: either the unverified payload is parsed to read finishedOn and steer key choice (an attacker-controlled input selecting the key), or the window check cannot run. Suggest stating the order explicitly: verify against every key of the algorithm, then reject when the verifying key's window does not cover the now-signed finishedOn (report as provenance: key window).
There was a problem hiding this comment.
Taken, in 7194ab6. PKV-005 now says: try every trust-root key of the signature's algorithm, never trust keyid alone, and check a key's window only after that key verified, so nothing in the payload is read before a signature over it verified. PKV-013's sub-bullet states the order explicitly: verified → read the time the signature covers (signing time for bundles, finishedOn for envelopes) → a key whose window does not cover it counts as not verified, reported as provenance: key window / index: key window when no other key satisfies the role. The property carries the ordering (t(sig) read only after verifies(k, sig)).

There was a problem hiding this comment.
[4] The if and only if with stock cosign is false by construction once PKV-013 has a second identity. cosign verify-blob --bundle --certificate-identity … --certificate-oidc-issuer … has no notion of the trust root's valid_from/valid_to; after a rotation, a bundle signed by the retired identity after its valid_to is rejected by min (PKV-001 sub-bullet, index: signer not trusted) and accepted by cosign when given that identity. The T1 property accept_min(b) == accept_cosign(b) over the live corpus therefore fails the day the second entry lands. Make it one-directional (accept_min(b) ⇒ accept_cosign(b, identity(b))) or scope the equivalence to bundles whose identity is inside its window.
There was a problem hiding this comment.
Taken, in 7194ab6. PKV-002 is now one-directional (accept_min(b) ⇒ accept_cosign(b, identity(b))) with the equivalence restricted to bundles whose matched identity's window covers the signing time; the text says the window is min's check alone.

There was a problem hiding this comment.
[5] The unverified notice must not share the payload's stream. The architecture's command tree marks pkg sbom|provenance|build-log as "payload to stdout" and its worked example pipes min pkg sbom my-app1 --verify > sbom.json. "Print the payload preceded by one line stating it is unverified" with no stream named will be read as stdout, and then min pkg provenance gcc | jq . breaks on the first line. State that the notice goes to stderr (and, for --json, that it is not part of the document).
[10] provenance --verify runs "the index, artifact and provenance checks" and omits artifact bundle. PKV-013 lets the trust root mark artifact_bundle required and PKV-016 then makes its absence fail, yet this path prints the statement without ever running that check, contradicting "only after every required check passes". Say "the checks PKV-012 requires" instead of enumerating three. (minimal-foundry raised this at 0.60; still unanswered.)
There was a problem hiding this comment.
Taken, in 7194ab6, both parts. PKV-011: the payload goes to stdout in both modes; the unverified notice goes to stderr and is not part of a --json document, so min pkg provenance gcc | jq . works. And --verify now runs "every check PKV-012 requires, the artifact bundle under PKV-016's policy included" instead of enumerating three.

There was a problem hiding this comment.
[6] Multi-envelope files have no defined semantics. The file is parsed "one envelope per line", but PKV-006/PKV-008 speak of the envelope and the statement. With two or more lines (the attested-cosigner signature in Non-goals is a producer change on the same file; an SBOM attestation or a second predicateType is the obvious next line) nothing says whether every line must verify, any one, or the first. "All" makes PKV-008's predicateType == SLSA Provenance v1 assertion fail on a benign second attestation; "first" leaves an appended line unchecked and gives an attacker who can append a way to ship an unverified statement beside a valid one. Name the rule (e.g. exactly one envelope whose statement is SLSA Provenance v1 must verify; others are ignored / rejected).
There was a problem hiding this comment.
Taken, in 7194ab6, as a PKV-004 sub-bullet: every envelope's signatures are verified, the envelopes whose statement decodes as SLSA Provenance v1 are selected, and exactly one such envelope must verify; none → provenance: none, more than one → provenance: ambiguous; other predicateTypes are reported in detail and never used by the check. Property: an appended envelope that does not verify changes nothing.

[7] tier: none used as a dependency marker. The template: "tier: none / verify: none, <reason and issue link> is for a behaviour that genuinely cannot be observed — not for one whose code is unwritten". PKV-015's behaviour (fetch a root from a configured URL, verify a meta-key signature, refuse a lower version, cache, vendored root as floor) is fully observable with a fixture URL and a test meta-key; only the production values wait on the arch ruling, which is already in Open questions. Same for PKV-019 (line 174: default-on unless a config line, min doctor reports off — a plain T0 test) and PKV-011's SBOM sub-bullet (line 122). Each should carry a real tier and named test, with the pending values as the WHERE guard; the ruling stays in Open questions.

There was a problem hiding this comment.
[8] cargo nextest run -p buildbot … names a test in another (private) repository. There is no buildbot crate in this workspace (31 crates, AGENTS.md crate map), and the template's STATUS rule says a spec is shipped only when "the lint, run with --repo-root, resolves every verify: and proof: line" — a line that can only resolve in build-servers can never resolve here, so the spec can never reach shipped by its own definition. PKV-017 (line 155) has the same shape and is moreover a producer-side behaviour (build-servers is THE SYSTEM there). Suggest: PKV-014 keeps a local test over the vendored file (schema, append-only, version) and the cross-repo equality test moves to Non-goals with its destination; PKV-017 becomes a Non-goal pointing at the producer, with PKV-016 as the consumer-side requirement. Also, Open question 3 names the verify crate only; buildbot is unexplained.
There was a problem hiding this comment.
Taken, in 7194ab6. PKV-014 now binds what this workspace can test: the vendored root parses, entries are append-only across releases (only closed with valid_to), version never decreases (-p verify). PKV-017 is now the consumer-side rule (accept the artifact bundle only if its statement bytes equal the KMS envelope's, artifact bundle: statement differs otherwise, -p verify); producing the bundle, the bundled map state and the policy-equality test are listed in Non-goals as the producer's. No verify: line names another repository, and Open question 3 says so.

[9] A daily CI job and a docs_commands_match_ci_workflow test in -p verify imply a new workflow file here. AGENTS.md (included by CLAUDE.md): ".github/workflows/ is frozen and CODEOWNER-gated. Do not edit it. Extend CI coverage through convention-discovered tests, scripts/, and the justfile". The epic's acceptance criterion places the job beside build-servers' existing verify-signing workflow; the spec should say where the job lives (build-servers, or a scripts/ + justfile recipe that the nightly-tests lane discovers by convention) rather than leave the implementer to edit a frozen directory.
There was a problem hiding this comment.
Taken, in 7194ab6. PKV-020 ships the commands as a scripts/ entry with a justfile recipe the nightly lane discovers by convention (.github/workflows/ frozen, per AGENTS.md); the daily run against the registry head lives beside verify-signing in build-servers, listed in Non-goals. Test renamed docs_commands_match_scripts.

…mal#1697) * docs(specs): add BOX, the local-first box spec from inbox#731 One record, one spec, one grammar for every session and task on a stock install: 146 EARS requirements across the box record and lifecycle, the Box Spec in minimal.toml and its deterministic expansion, the min box grammar with one-release aliases, memory admission, and the un-enrolled local provider. T1 property tests on expansion, type constraints and names; T2 Kani harnesses on the record state machine and admission arithmetic; the three local Box Provider API requirements wait on gominimal/arch#45. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): link BOX open questions to gominimal/arch#97–gominimal#100 Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): fix box id entropy, rename events, detach stdout, name lookups Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): split BOX into three siblings and apply review cycle 1 BOX keeps the record, the Box Spec and the grammar (122 requirements, ids stable with gaps). Resources move to 26-spec-box-resources (BRES, 13 requirements, T2 admission harnesses intact) and Box Volumes to 27-spec-box-volumes (BVOL, 8 requirements). The dash goes to an amendment of 07-spec-min-dash-tui, the local Box Provider API waits on gominimal/arch#45, and the test-suite meta-requirements are carried by every tier/verify line. Review cycle 1: resume hooks, the bare `min stop` alias window, the projection field set per Gatehouse 6.3.2, `min box spec self` as a nesting non-goal, the brokered-secret enforcer, the generality claim, stopped-record exit codes, a `detached` event, `min provider list --all` (BOX-147), and the first slice. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): review cycle 2 and fold split cases under their parents Cycle 2 across the three siblings: [machine] and on_oom owned by BRES alone, BRES limits scoped to enforced hosts, volumes keyed by project (arch AT21) with an access mode and a hold that survives stop and resume, the type-noun verb aliases (BOX-148), ram_reserved against a resolved auto ram (BRES-015), and the BRES/gominimal#698 overlap recorded as an open question. BOX: 24 refusal and flag cases that were splits of a parent behaviour are now indented sub-bullets of that parent, tier and verify lines kept; references point at the parent. 99 top-level requirements. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): review cycle 3 across BOX, BRES and BVOL BOX-076 admits BVOL-011's volume items; the min shell ambiguity case sits under BOX-090; parent tier lines precede their sub-bullets; the network non-goal range is corrected. BRES-006 covers an omitted ram, BRES-016 adds the advisory-host creation warning arch requires. BVOL mounts at /volumes/<name> (open question for arch) and BVOL-012 keeps prune off held volumes. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): split the min grammar out of BOX into 28-spec-box-cli BOX now specifies the model only: the record, lifecycle, events, exec operations, the Box Spec and its expansion, and the un-enrolled path, with triggers stated as operations rather than verbs (60 requirements). BCLI carries the min box verb set, type nouns, shortcuts, exec flags, output schemas, exit codes, the one-release alias window, docs, and the host and provider commands (52 requirements), each binding to a BOX operation by id and carrying the BOX id it came from. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): consistency pass across BOX, BCLI, BRES and BVOL Exec client loss scoped to non-PTY, non-detached execs; a stopped box's "exists" mapped onto NET-013/015 with an open question for NET and GWI; min box rename bound (BCLI-058) and the alias table completed, with session destroy mapping to box rm --force so BEP-043 still fires; the stop, rm, prune, cp and events verbs bound to their BOX operations (BCLI-059 to 062); verbs removed from the model's remaining text; task end keyed on lifetime; a running record on daemon restart becomes stopped (BOX-154); detached output capture (BOX-155); legacy mode spellings named; stored exit codes stated; BRES-004's reservation cap takes arch's overcommit-policy value; BVOL's hold and bare-name decisions recorded as the owner's. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): review cycle 5: NET "exists" means running, stored signals NET-013/015 and GWI-005's "exists" now maps to the running state and "destroyed" to leaving it; a stopped box is neither kept running nor answers its name. A signal-ended stop stores the signal and min box wait returns 128 + signal (137 for a record the daemon restart marked stopped). The restart-to-stopped and host-stop-stops-boxes-first choices are recorded as the owner's; the bare-volume-name reason matches the record. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): read NET's destroyed as reaped; stopped names answer NODATA Per NET-128 and the networking design §7.1 a not-running box keeps its name in the zone and answers NODATA; NXDOMAIN starts at reap. Resume and name reuse need NET to register at resume as well as at finalise; the open question asks NET and GWI to confirm. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): answer NXDOMAIN at reap only for the last holder of a name A reused name follows its remaining holder (A if running, NODATA if not); own-address NODATA is put to NET as a question; resume cites BOX-025 and BOX-030. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): refuse resume while a running box holds the name NODATA applies while no running box holds a name; BOX-004's property covers resume; BOX-025 refuses a resume whose name a running box holds and BCLI reports it with exit 2 and a rename hint. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): consistency pass over the box specs, cycle 10 Accepted keys are arch's box.toml plus the additions this spec names; legacy mode spellings canonicalise into the spec and expire with the legacy tables; prune reaps only stopped or exited boxes matching all selectors; NET-015's stop list gains timeout, on_oom end_box and entrypoint return; resume applies to any pty_enabled box; the --network/--ingress overrides are the last expansion layer; provider aliases expire with the rest; secrets render as references in every output mode (BCLI-063); issue citations point at the arch#97/gominimal#98 comments that now carry the items. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): min box spec takes the override flags; volume hold ends on exit min box spec <entry> accepts --network and --ingress through the same last expansion layer as start, so the pre-flight render is what the daemon receives. A volume write hold is kept while a box is stopped and released when it reaches exited or is reaped (owner decision), so a task re-runs at once; resume from exited while another box holds the volume is refused with exit 5 (BVOL-013). Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): overrides in the expansion properties; resume after volume removal The T1 properties for byte-identical and enrolment-invariant expansion range over command-line overrides too. A resumed box whose volume was removed while it was exited gets a fresh volume created and reattached by project and name. The name-conflict check on resume runs before the volume-hold check, so a resume meeting both exits 2. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): order the resume refusals: PTY check, name check, volume hold BVOL-013 applies only to pty_enabled boxes and runs after BOX-030 and BOX-025's name check; BCLI-007 and BCLI-009 cite that order. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): place the unsatisfiable-spec check in the resume refusal order BOX-025 states the full order once (PTY, name, spec, volume hold); BVOL-013 and BCLI cite it. The flat egress keys the arch examples write get one release of hint-and-canonicalise grace (BOX-157). Rename refuses a held or reserved name (BOX-010) and name resolution is per host with a cross-host ambiguity refusal (BOX-005). Volumes drop the read-only mode until object storage lands and the expanded list is deduplicated by name (BVOL-014). OOM kills end the box per on_oom (BRES-017, BRES-018). min shell --new takes a suffixed name (BCLI-065), min session run is a usage error (BCLI-066), the attached exec id goes to stderr and min box show lists live execs (BCLI-067). BCLI-041 and BCLI-050 duplicated the alias table and are removed; BOX-021 drops the no-op stopped selector. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): settle the BRES split with the guest-memory epic BRES owns admission, the memory limit write, its read-only surface and exec-join (BRES-004 to BRES-009); inbox#698 keeps the guest size, swap, the cgroup2 mount and daemon reserve, pressure warnings, the shell banner and the min ls headroom line. Its S3b clamp rule gives way to BRES-004/005's refusal with figures. Closes the two clarification markers that named the overlap. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> * docs(specs): move the resources spec to inbox#698 Resources now belong to gominimal/inbox#698, which will get a fresh BRES spec. PKV-012 and PKV-011 name --json. The architecture's machine-output flag is -o json.
The architecture gives one machine-output contract: -o json|jsonl, with a versioned schema ("schema": "min/v1/…"). See Design principles, principle 4. The commands on main use -o json. This requirement adds a second flag for the same function, and its document has no schema field.
Required change: replace --json with -o json in PKV-011 and PKV-012. Add the schema value to the document that PKV-012 defines. The story text comes from the epic, so correct the epic also.

Fixed in e40b96c: PKV-011 and PKV-012 use -o json, and PKV-012's document carries "schema": "min/v1/pkg-verify". The epic's story and its acceptance line are corrected to match.

min pkg verify can exit 0 without the bundle checks that the architecture gives to this command.
The architecture says that pkg verify checks the tarball hash against the verified Cache Index "and the bundles for tarball, SBOM, and provenance (exit 6 on any failure)". See Packages, stacks, oci-archives, registry and Security & Compliance use case 3. The spec has four checks: index, artifact, provenance (the KMS envelope, which the architecture does not name) and artifact bundle. No check reads a tarball bundle or an SBOM bundle. The one bundle check per artifact is optional by default, so an absent bundle gives exit 0.
PKV-018 also extends the host path. D3 and Verifiably Secure, item 4 give the Box Host two steps: verify the index bundle, then compare the tarball hash to the index. PKV-018 adds the KMS envelope as a required check on each pull.
Each choice can be correct, but the spec cannot make it alone. This needs an arch ruling. gominimal/arch#91 item 3 asks the question (which planes a default verification requires), but the spec's Open questions carry only items 1 and 2.
Required change: add item 3 to Open questions. Name the tarball and SBOM bundle checks as deferred in Non-goals, with the reason. Do not claim in Context that the command "reproduces the architecture's four checks" until the ruling is made.
There was a problem hiding this comment.
Agreed that the spec can't make that choice alone. In e40b96c: Context no longer claims the architecture's checks; it names what pkg verify checks and says the tarball and SBOM bundle checks wait. Non-goals defers those two checks, with the reason: no producer publishes them yet (build-servers#185), and the plane set waits on the ruling. Open questions now carries arch#91 item 3 at HIGH, naming both the bundle set and PKV-018 adding the envelope to each pull.

| Checks are named `index`, `artifact`, `provenance`, `artifact bundle`; a failure message is `<check>: <detail>`. A bundle's *signing time* is its RFC 3161 timestamp (Rekor v2 issues no signed entry timestamp, so a v2 bundle without one fails the `index` or `artifact bundle` check); an envelope's *build time* is the statement's `runDetails.metadata.finishedOn`, which the same key signs, so the KMS plane's window check is self-asserted until an external timestamp covers the envelope (gominimal/build-servers#95). The *verify error class* is the failure that `min pkg verify` reports with exit 6, carried unchanged into a run's output when the fetch path raises it. | ||

There was a problem hiding this comment.
The spec does not say how check (d), trust-root freshness, is done.
"What verified means" defines check (d) as "trust-root freshness via Sigstore's TUF-distributed roots". See Verifiably Secure. PKV-001 names "the Sigstore trust-root freshness" and gives no behaviour for it. PKV-013 puts the Fulcio, Rekor log key and TSA material into Minimal's own vendored trust root, and the story for the stock install says that verification works offline. These statements do not agree: a TUF freshness check needs the network, and a vendored copy of the Sigstore material has no freshness check. A stale vendored Rekor key or Fulcio root then stays accepted until the next min release or the PKV-015 fetch.
Required change: state the behaviour. Either min reads Sigstore's TUF root (then say what an offline run does), or the vendored material replaces it. The second option changes check (d) and needs an arch ruling. Add a test for the selected behaviour; no verify: line covers (d) now.
There was a problem hiding this comment.
Fixed in e40b96c with the first option, which keeps check (d) as the architecture states it. The new PKV-021 says min takes the Fulcio, Rekor and TSA keys from Sigstore's TUF-distributed root, bootstrapped by TUF root metadata vendored in the release. Online, it updates under the TUF client rules before verifying. Offline, it uses the last verified metadata while that metadata is unexpired, reporting when it last updated, and it exits 6 with index: sigstore trust root expired once the metadata has expired. PKV-013's root no longer vendors Sigstore's keys, only Minimal's identities, KMS keys and planes. Both paths have verify: lines.

The default flips only once the vendored root ships in a release and the producer's attestation census reads zero on main (gominimal/build-servers#322), an operator gate the verifier never consults; the epic's S12 tracks the flip. |

The verification switch has no scope and no owner, and a registry without bundles has no path.
Three points from the architecture apply:
- Design principles, principle 7: "verification on by default for anything fetched". PKV-019 sets the default for the public registry only.
- Verifiably Secure, item 3 and Package & Registry Maintainer use case 2: a customer registry gets Sigstore bundles only if Minimal hosts its build machinery. A registry without bundles is a permitted configuration. The spec's Generality paragraph says that such a registry does not fit "by design".
- D3: the Box Host fetches and verifies. PKV-018 puts the switch in "the client configuration".
The result: the switch in PKV-018 and PKV-019 is one line. A project that uses the public registry and one private source without bundles gets index: no bundle, or a refusal of each sideload entry (PKV-001). The only remedy in the spec is to turn verification off, and that also removes it for the public registry. PKV-001 gives each source its trust root through --trusted-root, which is a flag of min pkg verify. The pull path in PKV-018 has no way to get a trust root for a source.
Required change: give the switch a scope for each registry source. State where a source's trust root is configured for the pull path. Name the component that owns the switch, and state that a min caller cannot turn off verification on a Box Host that the caller does not administer. Whether a source without bundles is permitted while verification is on for other sources needs an arch ruling.

Fixed in e40b96c. The switch is per registry source now (PKV-018). Each source's switch and its trust root are read from the Box Host's configuration, beside the source's location, so whoever administers the Box Host owns them. A min caller cannot turn verification off on a host it does not administer, and --trusted-root on pkg verify never touches the pull path. PKV-019 defaults every source on, and min doctor reports each source that is off. Turning one source off leaves the public registry verified. The Generality paragraph no longer rules out a registry without bundles. Whether such a source may be configured while others verify is an open question with a proposed answer, and I've asked it on arch#91.

This looks stale, so I haven't reviewed the requirements in detail yet. The last commit was on 2026-09-25, and the branch is 381 commits behind main. Since then, spec 25 has merged on main as telemetry, so this directory number collides with it. The template on main now asks for arch_sha:, and today's linter reports F005 for it. The spec-lint comment on this PR is from the 2026-09-25 run, so it doesn't show that finding. The arch pin (faccc370) is older than the one BOX binds (823f45fa). The epic, inbox#721, is marked routing:deferred and needs-human. arch#91 has had no response since 2026-09-23, and PKV-015 and both HIGH/MEDIUM open questions wait on it. EPOCH (#1305), which PKV-003 builds on, is still an open draft. Norrie's four threads from 2026-10-14 and CodeRabbit's PKV-015 thread from 2026-09-25 have no reply. The R2 sessions to boxes rename doesn't reach this spec, and the arch changes since faccc370 leave the pkg verbs this spec uses and exit codes 4 and 6 as they were. Is this still wanted? If it is, it needs a renumber, the frontmatter bump, and answers on arch#91 and norrie's threads before a full review.

arch_sha: is missing. TEMPLATE.md on main (since #1760) asks for it after arch:, and the current foundry linter reports F005 on this line. The CI spec-lint comment is from the 2026-09-25 run, from before that rule existed, so it shows only P004. faccc370 is also older than the pin BOX uses (823f45fa) and older than arch head (4d554e41). The arch changes in between rename pkg info to pkg show and pkg init to pkg create, and they leave pkg verify|sbom|provenance|build-log and exit codes 4 and 6 unchanged. Bumping the pin and adding arch_sha: with the same sha should therefore need no edits to the requirements.
There was a problem hiding this comment.
Fixed in e40b96c: the pin is arch head 3dab1097, with arch_sha: quoted as the template has it, and the spec's one arch link uses the same sha. As you said, the commands and exit codes this spec uses are unchanged between the pins.

This sub-bullet puts two EARS forms in one sentence. It opens as a ubiquitous "THE SYSTEM SHALL verify the bundle over the sealed per-commit closure", then adds a "WHILE verification is enabled SHALL neither fall back…" partway through. The linter accepts it, but the state condition only applies to the second half, and the T1 property puts verification_on in front of both. Splitting it into a ubiquitous requirement (which object the bundle covers) and a separate WHILE verification is enabled requirement (no fallback, index: no bundle) would make the requirement match its property.

Split in e40b96c: a ubiquitous requirement that the bundle covers the sealed per-commit closure, with its own property, and a WHILE verification is enabled requirement for no fallback and index: no bundle, whose property carries verification_on.
…elopes, tiers Addresses norrietaylor's review on #1586 and minimal-foundry's PKV-011 finding: [1] index bundle and provenance envelope always required; planes policy covers artifact_bundle and later planes only. [2] the bundle covers <commit>.closure.shisha, no fallback under verification, sideload closures verified per source or marked unverified. [3] verify with every key of the algorithm first, window check on the verifying key, never read the payload before a signature over it verified. [4] cosign equivalence one-directional, two-way inside the window. [5] unverified notice to stderr, stdout is the payload. [6] exactly one SLSA provenance envelope must verify; others ignored, two is ambiguous. [7] PKV-015, PKV-019 and the SBOM line carry T0 tests with the pending values as WHERE guards. [8] no verify: line names another repository; producer-side behaviours (per-artifact bundle, policy equality) move to Non-goals. [9] PKV-020 ships scripts/ + justfile, the daily job lives in build-servers. [10] PKV-011 runs the checks PKV-012 requires. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

…ness, a switch per source From Norrie's and mitodrummer's reviews and the two bot threads: - Renumbered 25 to 30 (25 is TEL on main); pinned the arch commit with `arch_sha:`. - PKV-011/012 use `-o json`, and the document carries `"schema": "min/v1/pkg-verify"`. - Context no longer claims the architecture's full check set: the tarball and SBOM bundle checks are deferred in Non-goals, and which planes a default verification requires is an open question (arch#91 item 3). - Check (d), freshness: the Fulcio, Rekor and TSA keys come from Sigstore's TUF root, bootstrapped by vendored TUF metadata; offline uses the last verified metadata until it expires, then fails closed (PKV-021). PKV-013's root no longer vendors Sigstore's keys. - The verification switch is per registry source, read with the source's trust root from the Box Host's configuration, owned by its administrator (PKV-018/019); a source that publishes no bundles is an open question, with the proposed answer stated. - PKV-001's sub-bullet split into a ubiquitous requirement and a WHILE requirement. - PKV-003 links spec EPOCH as inbox#583; PKV-015 pins the vendored version to the vendored bytes. …its prose does From review: the property only forbade extra fields, so an envelope missing `payload` or `payloadType` satisfied it while the prose rejected it. It is an equality now. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
…metadata is unexpired From review. PKV-018 cached the index-bundle result per pin "for the client's lifetime", and the Box Host lives for months, so PKV-021's expiry check would never run again. The cache now lasts while the Sigstore trust-root metadata it was verified under is unexpired. PKV-021 now sits after PKV-020, in order. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
…igh-water mark's store PKV-008 opened with "WHEN both required signatures verify", but PKV-006 requires only the classical role unless `--require-pq` is given, so without the flag the trigger never fired and the statement checks were unspecified. It now triggers on the envelope's acceptance under PKV-006. PKV-015 relied on a persistent high-water mark without saying where it lives or who writes it. A sub-bullet names the file in the Box Host's state directory, written by the daemon alone under its user, and says what a missing mark means (start at the vendored root) and what a corrupt one does (fail closed naming the file and the remediation, never a silent reset).

Review findings on docs/specs/30-spec-pkg-verify/30-spec-pkg-verify.md (line numbers at the PR head). Most are gaps in the trust model that I think should be settled in the spec before implementation starts.
Blocking
:67: the union-index rule doesn't say which link wins when two links have an entry for the same spec hash. Today the last link wins (crates/rcache/src/remote.rs), so a sideload can override a verified upstream entry. Define the precedence. Verified should beat unverified, or a conflict should be refused.:193with:67: PKV-001 refuses artifacts from entries markedunverified, while PKV-018 accepts them from a source with verification off after a hash-only check, and the tests for each assert opposite outcomes. Reconcile the two.:162: PKV-015 checks a fetched root only by version and digest. It should also require that root v+1 extends the accepted root without removing anything and only tightens planes. Otherwise a root signed with the meta key could reopen a closed signer, or loosen a plane from required to optional.:190: the cached index verdict is invalidated only when the Sigstore TUF metadata expires, not when a newer trust root closes a signer, so a revoked signer stays trusted until then.:88: signatures are capped at 8 per envelope, but the number and size of envelopes in.intoto.jsonlaren't capped. Anyone who can write the bucket object can force a large number of post-quantum signature checks on every pull.:145: a required check reportedabsentgets no defined exit code. Onlyfailmaps to exit 6.:92: one failure gets different messages (provenance: nonevspq signature requiredvskey window), so the tests for each can't all pass. Pick one.:167: the high-water mark is stored and written only by the daemon, somin pkg verifywith no Box Host has no defined behaviour.
Nits
:97: PKV-005 says to try every key of the signature's algorithm, but a DSSE signature doesn't say which algorithm it uses.:47/:23: the declared check names leave outtrust root,sbomandbuild-log, and the first slice says "exits 0 or 6" though exit 4 also exists.- Frontmatter

…run, the required checks The foundry's four points on round 11: an entry from a link with no verified bundle is source-unverified and refused, distinct from an entry from a source with verification off, which is unverified and accepted on its hash, and the sideload-with-verification-off case follows the switch; the daemon alone fetches the published root and advances the high-water mark, and a CLI run takes the root from the daemon or, with none, uses the vendored root and says so; the check set names sbom and build-log, and the required checks are defined once in the preamble, which PKV-011 cites instead of PKV-012.
