chore: moved box provider api specs to minimal - #2667
Adds docs/specs/31-spec-box-provider/ — the Box Provider requirements spec
(BPA v0.1, 90 requirements), its requirement index, and the inventory of what
"provider" means in this repo's source today.
Moved from gominimal/arch, where it was staged during review, per ruling 2 of
the owner review on arch#45: arch keeps one spec tree and holds the contract;
the requirements spec belongs where the tooling and the implementation are.
Concretely — spec-lint, docs/specs/TEMPLATE.md, and the provider-conformance suite every verify: line names all already live here,
as do its siblings (28-spec-box-cli, 29-spec-box-local-first), and the
providers it specifies are minvmd's and minimald's to serve.
The architecture of record stays in arch: Box Provider API v0.12 and the
normative box-provider.proto, now side by side there. This spec's arch: frontmatter and all its outbound links point at them as absolute URLs.
Lands with arch#45, which carries the matching API v0.12 and removes docs/ from that repo. Merging this first is harmless — the links resolve
either way — but the two describe one surface.
What the spec commits this repo to, for reviewers deciding whether the scope is
right:
three well-known local providers, served by the daemons rather than the
client: minvmd serves local-minvmd (P2 dynamic), minimald serves local
and local-box (P1 static), each over its own socket
min becomes an ordinary caller of those sockets, so one client code path
covers local and remote
un-enrolled is the default shape for both local styles, with the socket's
file mode as the authentication (BPA-094, BPA-095)
a provider-conformance suite that must pass against each local provider
over a socket, not a linked harness
Follow-on work this creates here, not in this PR: the daemon-side listeners,
the conformance suite itself, and the CLI spec's share of two arch#45 rulings
(min host rm's confirmation for a host with running boxes, and --arch on min host create). Consistent with c2d65e3 and 1137804, which already
applied the same naming ruling to BOX.

Testing
Docs only — no code paths touched, so no cargo runs apply. spec-lint will
run on this PR, since it touches docs/specs/**.
Verified locally
8000
with a script over the three files:
90 requirements in the spec, 90 rows in the index, no orphans either way,
and every row's section column matching the spec's heading
every requirement carries tier: and verify:
no undefined link references; all 10 link definitions and all 10 box-provider.proto links resolve as absolute gominimal/arch URLs

Merge Risk: Moderate · previous review 24fb8
This documentation-only change defines the Box Provider API requirements. Several requirements still contradict each other or leave behavior undefined: the provider-information fields for unauthenticated callers, the confidentiality invariant, and which local hosts an un-enrolled caller sees. Fix these before the spec is used as the implementation baseline.

A Box Provider is the contract between a client and the Box Hosts it can reach. Neither the contract nor any provider exists. In the shipped client "provider" is a flag choosing between two local daemon backends — `minimald` on the host, or `minimald` in a microVM — which the client drives directly over that daemon's own SSH RPCs. There is no surface in between, so there is nothing a client could point at a machine it does not own.
This spec defines that surface. It states the contract as requirements, each naming an observable and the check that settles it, and it carries the gRPC and protobuf definition those requirements are written against. The architecture of record designs the contract and sketches the wire, deferring the field-level definition to the first implementation; this is that definition, taken from the sketch and kept compatible with it. What it adds beyond the sketch is folded back into that document at v0.12, so the two agree field for field rather than diverging from the day this one merged.
It also specifies the refactor that puts the client's local reach behind the surface, so that the three **well-known local providers** — `local-minvmd`, `local` and `local-box` — serve the API rather than being special cases beside it. "Well-known" is built-in endpoint knowledge, not an in-process implementation: **minvmd serves `local-minvmd`** over its Unix socket, since it already owns VM lifecycle, and **minimald serves `local` and `local-box`** over its own socket as a P1 provider reporting on itself — one implementation for both. `min` reaches all three exactly as it reaches a remote provider. The daemon RPCs behind the operations the API defines become provider-internal, as they must, but inside the daemons rather than inside the client. What "provider" means in the source today, and what that refactor starts from, is inventoried in [existing-provider-surface.md](existing-provider-surface.md).

Scope full provider-information fields to authenticated requests.
For an enrolled provider, an unauthenticated provider-information request may return only the public discovery subset. The unqualified WHEN a caller requests provider information requirements still require fields such as capabilities, host mode, page size, gateways, BEP endpoints, and on-demand limits on that same request. This can make the response unsatisfiable. BPA-001 is not conflicting because the conformance profile is explicitly part of the public subset. Scope the remaining fields to authenticated/full-information requests, or define separate request semantics.

- IF a Box Host's confinement admits any destination outside that host's infrastructure set THEN THE SYSTEM SHALL report that host's egress-pin state as site-widened rather than pinned.
- IF a Box Host's platform cannot confine its egress THEN THE SYSTEM SHALL report that host's egress-pin state as advisory or as absent, and never as pinned.
Align the egress_pin value for widened confinement.
BPA-034 reports a widened confinement as site-widened. Its conformance test name uses the same term. The Design reasoning paragraphs at lines 666 and 670 instead say pinned_site. A conformance test and an implementation can follow different string literals for the same state. Pick one value and use it in BPA-034, the Design reasoning, and the conformance test name.
The canonical value cannot be checked in this checkout. box-provider.proto is in gominimal/arch, and no copy exists here. Confirm the value against that proto before editing. Line 82 also says none where BPA-034 says absent. Apply the same check to that term.

Make the confidentiality invariant conditional on the deployment where it holds.
The invariant at line 723 says the system shall keep credentialed and TLS traffic unreadable to the provider, with no condition. Its not claimed line at 728 says that where a Box Host's Box Egress Proxy is node-local, the invariant "does not hold at all" for that host's credentialed traffic. The same bullet therefore states a guarantee and denies it for one deployment. The security considerations template asks for invariants stated as universals so that T1–T3 can consume them. A universal that its own exception contradicts cannot be consumed as written.
Add the deployment condition to the invariant headline. The not claimed exceptions stay in place. The condition also covers un-enrolled hosts, which line 726 excludes from the certificate mechanism.

Two client paths stay outside that condition by design, and neither is a failure of it: **creating and reaching a box**, which is direct to the Box Host and never through the provider ([non-goals](#non-goals); [Box Provider API §1][bpapi]), and **`min host stop`**, which manages a local daemon's own process rather than a provider-managed host ([§1][bpapi], v0.12).
**First slice:** one well-known local provider — `local`, static, served by minimald — serving the read surface over one binding: provider information, limits and usage, and the two host-read endpoints, paged, returning the error model's codes, and authenticated the way its un-enrolled default is — by the socket rather than by a token (BPA-094, BPA-095). The client reads its local hosts through that path instead of the daemon. No host creation, no watching, no lifecycle, and no second provider.

Keep the first slice consistent with the provider topology.
The first slice says local is “served by minimald”. Elsewhere, the specification says min composes local in-process and only local-box is served whole by the parent minimald. This wording can direct implementation toward the wrong endpoint model. State that min composes local and that minimald serves each host socket, or revise the topology statements together.

Make BPA-068 observable and verifiable.
BPA-068 requires identical refusal timing, and its child requires the provider to avoid an existence lookup. The Design reasoning states that no test can prove the absence of this timing side channel. The named T0 test can only sample for correlation. Replace the exact-timing claim with a measurable bound, or keep the no-lookup rule in Design reasoning and make the requirement use an observable refusal contract.

Update BPA-068 in the provider specification to replace the unprovable exact
timing-equivalence claim with an observable refusal contract or a measurable
timing bound. Keep the requirement that refusal does not consult Box Host
existence only if it is stated as a design constraint rather than a test
claiming to prove absence of lookup; align the verification entries with the
chosen contract.

Scope BPA-024 token delivery to token-based enrollment.
BPA-024 has no token-based-enrollment condition in its parent clause, and its nested delivery requirement unconditionally requires an enrollment token. The design reasoning defines attested enrollment as tokenless, so attested providers cannot satisfy BPA-024 as written. Split the token and key requirements, and condition token storage and delivery on token-based enrollment.

Update BPA-024 to condition storage of the single-purpose enrollment token on
token-based enrollment while keeping the bootstrap-only candidate WireGuard
private key requirement unconditional. Split the boot-context delivery
requirement so only token delivery is conditional on token-based enrollment and
candidate-key delivery remains unconditional.

The new topology (min composes local and local-minvmd over the per-host sockets; only local-box is served whole by the parent minimald) reads well, and BPA-013 / BPA-040 / BPA-042 follow it. My earlier approval does not carry over, for one thing:
The first slice contradicts the design (31-spec-box-provider.md:29): it still says "local, static, served by minimald", against lines 18 and 22 and BPA-013, and it is what gets built first. (CodeRabbit's L29 thread.)
Smaller:
L651 ("the weaker test an earlier draft of this spec tried to avoid", "was weighed") and ## Change history (L785: a PR number, dates, "as amended") are revision history in the body; Change history is also not a section in the format (S003). Frontmatter lacks arch_sha: (F005). spec-lint is skipped on fork PRs, so the green check did not run; these come from running the foundry linter locally.
The spec cites arch v0.12 and links box-provider.proto on arch main, which 404 until gominimal/arch#45 merges.
CodeRabbit's BPA-024 point (L521) is valid: the delivery child reads as if a token always exists, while the deletion child handles "where no token was minted". L608 (site-widened vs pinned_site) is a cheap consistency fix if the strings still differ. BPA-068 (L415) "take no different time" is not provable; a stated bound would be.

Define the inventory scope for un-enrolled hosts.
BPA-005 requires each listed host to belong to the caller’s tenant. The un-enrolled case has no tenant (Line 86), but the first slice still requires the client to read its local hosts. A provider can return an empty inventory without violating BPA-005 as written. Define the inventory scope for the socket-authorized caller in this case.

Clarify BPA-005’s inventory scope for an un-enrolled caller without a tenant:
define which Box Hosts the socket-authorized caller’s inventory must include,
preserving the requirement that the first slice can return the client’s local
hosts. Ensure the requirement cannot be satisfied by returning an empty
inventory when those hosts are present.

The first slice now matches the design (local composed by the client over the native minimalds' sockets), and the smaller points from my last review are addressed: arch_sha pinned, proto links pinned to the merged gominimal/arch#45, BPA-024's token clause, pinned_site, and BPA-068 as a detectability bound.
Approving on one condition: CodeRabbit's BPA-005 point (L212) is met before merge. BPA-005 scopes the inventory to "the caller's tenant", but an un-enrolled host has no tenant (L86), so a local provider returning an empty inventory conforms. That would make the first slice vacuous. L86 already names the socket's single caller as the scope for Quotas/Usage; give the inventory that same scope, either there or as an un-enrolled clause on BPA-005.
Non-blocking:
Draft history remains in Design reasoning: "the first draft of Success" (L665), "an earlier draft of BPA-089" (L693), "drafted and dropped" (L712).

Summary
Adds
docs/specs/31-spec-box-provider/— the Box Provider requirements spec(BPA v0.1, 90 requirements), its requirement index, and the inventory of what
"provider" means in this repo's source today.
Moved from
gominimal/arch, where it was staged during review, per ruling 2 ofthe owner review on arch#45: arch keeps one spec tree and holds the contract;
the requirements spec belongs where the tooling and the implementation are.
Concretely —
spec-lint,docs/specs/TEMPLATE.md, and theprovider-conformancesuite everyverify:line names all already live here,as do its siblings (28-spec-box-cli, 29-spec-box-local-first), and the
providers it specifies are minvmd's and minimald's to serve.
The architecture of record stays in arch: Box Provider API v0.12 and the
normative
box-provider.proto, now side by side there. This spec'sarch:frontmatter and all its outbound links point at them as absolute URLs.Lands with arch#45, which carries the matching API v0.12 and removes
docs/from that repo. Merging this first is harmless — the links resolveeither way — but the two describe one surface.
What the spec commits this repo to, for reviewers deciding whether the scope is
right:
client: minvmd serves
local-minvmd(P2 dynamic), minimald serveslocaland
local-box(P1 static), each over its own socketminbecomes an ordinary caller of those sockets, so one client code pathcovers local and remote
file mode as the authentication (BPA-094, BPA-095)
provider-conformancesuite that must pass against each local providerover a socket, not a linked harness
Follow-on work this creates here, not in this PR: the daemon-side listeners,
the conformance suite itself, and the CLI spec's share of two arch#45 rulings
(
min host rm's confirmation for a host with running boxes, and--archonmin host create). Consistent with c2d65e3 and 1137804, which alreadyapplied the same naming ruling to BOX.
