Make it really convinent and fast to buy useless electronic cash that get used by scammers and say they can't reimburse it, although it's clear that the code is not used will not be used yet. Completely usless support and questionable sales practice before the purchase hence this service is according to them "used by scammers" with no real other use case in Germany.
