…headless-shell-bin Lets Selenium-driven browser tests (e.g. Rails system tests) run against packaged binaries instead of Selenium Manager downloading an unpinned Chrome + driver at test time. With SE_OFFLINE=true and SE_BROWSER_PATH=/usr/bin/chromium-headless-shell, stock selenium-webdriver picks up /usr/bin/chromedriver from PATH with no download. Minimal sessions run with LANG=C.UTF-8 but glibc's locale-archive only carries en_US, so setlocale() fails and postgres initdb aborts with "invalid locale settings". Ship C.UTF-8 as a directory-form locale (/usr/lib/locale/C.utf8, Debian's layout) in its own package so glibc and everything above it does not rebuild, and make postgres depend on it. Both packages get standalone tests; each was negative-controlled (test fails without the locale). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
- direnv 2.38.1: per-directory .envrc environments (bash baked in). - overmind 2.5.1: tmux-based Procfile runner (bin/dev web + workers). - mailpit 1.31.4: local SMTP catcher + web UI for Action Mailer in development; UI built from the locked package-lock.json, static binary. Pure-Go static builds (CGO_ENABLED=0, -trimpath, -buildid=). Each has a standalone test that exercises the tool (direnv loads an allowed .envrc; mailpit accepts SMTP and serves the message from its API), negative- controlled. For apps pinned to an older Ruby (.ruby-version / .tool-versions). Each is a drop-in alternative to `ruby` at the same paths, like node-lts vs node: a loadout lists exactly one. Latest patch of each series: 3.4.11, 3.3.12, 3.2.11 (3.2 is end-of-life upstream; packaged because apps still pin it). Same build as ruby, plus: - rubygems-bindir-mkdir-p.patch: backport RubyGems 4.0's ensure_writable_dir. With the site gemrc's --bindir ~/.local/bin, 3.x RubyGems failed `gem install` with ENOENT in a home without ~/.local (caught by the existing gem_global_install test). - ruby-3.2 only: --user-install in the site gemrc; its RubyGems 3.4 predates the automatic user-install fallback. - smoketest asserts the exact version. The `-X.Y` names rely on pkgmgr pinning them to their series (gominimal/pkgmgr-rs#944) so update checks never propose ruby 4.0. Verified: build + min check (all pass) for each; a fresh Rails 8.1 app's model + Selenium system tests pass on 3.4.11 and 3.2.11 against the packaged postgres, redis, headless shell and chromedriver. …test works as a bare CI uid CI runs standalone tests as uid 999 with no passwd entry, and initdb always looks up the running user, so the test failed before reaching the locale code. Give the uid an entry first (fail loudly if /etc/passwd is not writable). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

idn-ruby (used by Mastodon and other Rails apps) links libidn 1.x and does not build against libidn2, so `bundle install` failed for those apps. Fetched from ftpmirror.gnu.org (ftp.gnu.org answers the fetcher with 403). Standalone test converts an IDN to ASCII; negative-controlled. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

I checked the pinned sources: the ruby tarballs against ruby-lang.org's index, the chromedriver zips, libidn 1.44, and the direnv, overmind and mailpit tags and licenses. I also checked the postgres change. The initdb fix leaves existing clusters alone, because their collation and ctype are stored in pg_database. Three notes inline.
…F-8 locale for ruby - chromedriver-bin 153.0.8010.52 -> 155.0.8059.39 to match main's chromium-headless-shell-bin (#823); CfT hashes re-checked. - ruby-3.x version tests use grep -qF 'ruby %{version} ', so series-pinned patch bumps no longer need a hand edit (and stay trivial). - ruby and ruby-3.x carry glibc-locale-c-utf8, with a test that Encoding.default_external is UTF-8 under LANG=C.UTF-8. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…only /etc/passwd build-bot runs tests as uid 999 with no passwd entry and a read-only /etc/passwd, so initdb cannot run there at all. Keep the full initdb check wherever a passwd entry exists or can be added; otherwise assert the property it depends on, that LC_ALL=C.UTF-8 locale charmap prints UTF-8. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…um 155.0.8059.84) One conflicted file: - packages/ruby/build.ncl: both sides added a runtime dep after glibc and a standalone test after `eval`. Kept both. runtime_deps is glibc, ca-certificates (main's #957 placement, "after glibc", with its comment), then this branch's glibc-locale-c-utf8. Tests keep this branch's utf8_default_external and main's trust_store, in that order; the import block already had both imports from the auto-merge. Everything else merged cleanly. chromedriver-bin and the ruby-3.x siblings are brought in line with main in the commits that follow. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…in's trust store and build cleanup - chromedriver-bin: 155.0.8059.39 -> 155.0.8059.84, matching main's chromium-headless-shell-bin (#894). The version is no longer a literal: it is chromium-headless-shell-bin.attrs.upstream_version, the same shape as glibc-locale-c-utf8 and rust-arm-embedded. A browser bump now changes the driver's URLs, so the driver's build fails on its sha256s until they move in the same change, instead of shipping a driver that refuses the browser. matches_browser therefore checks the driver binary, the browser binary and the browser package's declared version against each other. CfT zips: linux64 4fe24330..., linux-arm64 738853f0...; both downloads' MD5s match the GCS object x-goog-hash, and both binaries carry the 155.0.8059.84 version string and the BSD-3-Clause LICENSE.chromedriver. - ruby-3.2/3.3/3.4: the drop-in siblings of `ruby` take what main gave it. From #957: ca-certificates in runtime_deps (after glibc) plus the trust_store test, per AGENTS.md "Declare the store when you read it". From #875: delete mkmf.log / gem_make.out after install, since they record gcc's random temp names and break reproducibility. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Nice work overall. The Go tools use -trimpath -buildid=, mailpit follows the node-lts pattern, and earlier review feedback was handled well.
Locale: I'm happy to take the C.UTF-8 package via the ruby, postgres and libidn edges for now, with the glibc fold as a follow-up. Please note in the TODO that glibc-locale-c-utf8 must be retired when it's folded into glibc's localedef list; its output sits under glibc's usr/lib/locale/**. Existing postgres clusters are unaffected, since initdb previously failed under C.UTF-8.
Question on ruby-3.x: ruby-3.2/3.3/3.4 install at the same paths as ruby (usr/bin/ruby, usr/lib/ruby/**, libruby.so, usr/etc/gemrc), and ruby-lsp and bun depend on ruby. So ruby-3.4 plus ruby-lsp puts two rubies in one loadout. Is a collision guard warranted here, like the node/node-lts runtime guard, or a rule that packages depend on a single flavour? Also, 3.2 is upstream EOL; is shipping it intended?
Other notes:
- Skipped checks. In
minimal-check, the post-build checks (bins, output types, runtime_deps, standalone tests) show Skipped for chromedriver-bin, glibc-locale-c-utf8, libidn, overmind, ruby-3.2, ruby-3.3 and ruby-3.4. So the 155.0.8059.84 chromedriver and the ruby-3.xtrust_store/utf8_default_externaltests haven't run in CI. Amin checkrun without skips would be good. - postgres test (
postgres/build.ncl:76-81): if/etc/passwdisn't writable, it only checkslocale charmapand passes without running initdb. Either fail loudly or exercise postgres itself. - chromedriver-bin:
:54takes all ofgcc, but onlylibgcc_sis needed (subsetOf gcc ["libgcc"]).dbus(:59) is needed on amd64 only.source_provenance(:70-74) points at the CfT index repo rather than Chromium; consider dropping it in favour ofbinary_from.- Add a line explaining why it's prebuilt (
:15-25). - Licensing:
LICENSE.chromedriveris the plain Chromium BSD grant, so it's on the same footing aschromium-headless-shell-bin, not the brandedchromebundle in #928.
- libidn:
usr/share/manandusr/share/infoaren't inoutputs. Worth checking once the output checks run. - mailpit test (
:53) leaves the daemon running. Cosmetic. - This is four independent changes (locale, ruby-3.x, chromedriver, dev tools). Splitting would let the simple ones land sooner, but that's up to you.

Packages a typical Ruby on Rails (+ Next.js) team needs to work entirely from Minimal packages. They were found by running a real Rails 8.1 app's model and browser system tests in a session; each item below is a gap that run hit.
What's in it
1.
chromedriver-bin(new): Chrome for Testing chromedriver at 155.0.8059.84. Its version is not a literal: it is imported fromchromium-headless-shell-bin'supstream_version, so the two cannot drift. When the browser is bumped, the driver's URLs change and its build fails on the two sha256s until they are updated in the same PR.SE_OFFLINE=trueandSE_BROWSER_PATH=/usr/bin/chromium-headless-shell, a stockdriven_by :selenium, using: :headless_chromeuses the packaged pair and downloads nothing.2.
glibc-locale-c-utf8(new) +postgres: makeinitdbwork.LANG=C.UTF-8, but glibc'slocale-archiveonly hasen_US, sosetlocale()fails andinitdbaborts with "invalid locale settings"./usr/lib/locale/C.utf8, Debian's layout) in its own package, so glibc and everything above it do not rebuild.postgresdepends on it and gains aninitdbtest.rubyand the threeruby-3.xpackages depend on it too, with a test thatEncoding.default_externalis UTF-8 underLANG=C.UTF-8. Without it, Ruby falls back to US-ASCII, so an app's string handling would depend on whether postgres happens to be in the loadout.l 8000 ocaledeflist on the next glibc rebuild.3.
ruby-3.4/ruby-3.3/ruby-3.2(new), at 3.4.11, 3.3.12 and 3.2.11.ruby(4.0) for apps that pin an older Ruby. Each installs at the same paths, likenode-ltsvsnode: a loadout lists exactly one.ruby, including what main has since added to it:ca-certificatesin runtime_deps with thetrust_storetest (trust store: declare ca-certificates on ruby, typst, atuin, gws, skopeo; document where the store comes from #957), and the mkmf.log / gem_make.out cleanup (ruby: drop the bundled gems' mkmf.log and gem_make.out (build logs with random temp names) #875). Plus:ensure_writable_dir. The 3.x RubyGems failedgem installwith ENOENT in a home without~/.local, and the existinggem_global_installtest caught it.--user-installin 3.2's site gemrc: its RubyGems predates the automatic user-install fallback.ruby-3.4on 3.4.x, so leaf auto-update never proposes ruby 4.0 for it. The version tests use%{version}, so those patch bumps need no hand edit.4.
direnv2.38.1,overmind2.5.1,mailpit1.31.4 (new): common dev-loop tools..envrcenvironments.bin/dev.-trimpath -buildid=). mailpit's UI is built from its lockedpackage-lock.json, as upstream's release build does.5.
libidn1.44 (new): GNU libidn 1.x. Theidn-rubygem (Mastodon and others) links it and won't build againstlibidn2. Fetched from ftpmirror.gnu.org, because ftp.gnu.org returns 403 to the fetcher.Verification
min package build --rebuild+min checkfor all 10 packages: everything passed, with no Skip. That run predates the latest merge from main (chromedriver 155.0.8059.84 and ruby-3.x trust store); this PR's CI covers those.gem installbefore the patch.~/.cache/seleniumstays empty.bin/setupcompletes, and 224 of 226 examples in a model/lib spec slice pass. The other 2 need an MP3 encoder in ffmpeg, which is a follow-up.🤖 Generated with Claude Code
