Closes the chromium-bin half of #684 (the headless-shell half was #718 / #894).

⚠ Merge gate: a licensing decision, then a cache-exclusion deploy. The CfT chrome bundle is not like chrome-headless-shell. Details below. The short version: Widevine is stripped here, but the bundle's own notice is "All rights reserved" plus the Chrome ToS. Under the inbox#284 decision that makes the package non-redistributable, so it has to be on the build-servers NON_REDISTRIBUTABLE_NAMES denylist before this reaches main. Otherwise the first canonical build uploads Google's binary to the public cache, and it then has to be purged. The CI builds on this PR don't touch the canonical index.

Why

chromium-bin ships Chrome 153.0.8010.12, and it can't be updated. The arm64 leg comes from Playwright's CDN, and Playwright stopped publishing linux-arm64 Chromium after r1243: the newest revision, r1249 (156.0.8078.12), returns 400 for chromium-linux-arm64.zip. So pkgmgr's resolver correctly refuses every newer target, and the nightly auto-fix fails.

Chrome for Testing now publishes the full chrome bundle, and chromedriver, for linux-arm64 as well as linux64 (supported since 153.0.8001.0). Both legs therefore move to CfT Stable 155.0.8059.84, which is current Stable per last-known-good-versions-with-downloads.json on 2026-10-18 and the same version as chromium-headless-shell-bin.

before after
amd64 chromium-browser-snapshots @ snapshot_position 1681086 CfT linux64/chrome-linux64.zip
arm64 cdn.playwright.dev r1243 (dead source) CfT linux-arm64/chrome-linux-arm64.zip
version 153.0.8010.12 (pre-stable pin, #646) 155.0.8059.84 Stable
pins revision + browser_version + snapshot_position browser_version only (revision = registry dir key)

Stable, not Beta (157.0.8103.6): Beta matches ~0 CVEs today and a few hundred once its major goes stable. The security win comes from the channel. This also retires the "pre-stable BY DESIGN" header.

The sha256s were computed from the downloads, since CfT publishes no checksum file:

cf0f049892dea22e6a6db26d47ed0d7776b7158edcbec4634086633df8bafcbc chrome-linux64.zip (199,014,491 B)

URLs point straight at storage.googleapis.com/chrome-for-testing-public/..., the same convention as headless-shell and chromedriver-bin (no gs:// mirror).

Licensing: needs your review

I checked both zips at 155.0.8059.84 (unzip -l, then extracted the notices):

chrome (this pkg) chrome-headless-shell (#718) chromedriver
Widevine CDM yes: WidevineCdm/_platform_specific/linux_{x64,arm64}/libwidevinecdm.so (21.9 MB / 20.0 MB) none none

ABOUT "Google Chrome / Copyright 2026 Google LLC. All rights reserved. … See the Terms of Service at chrome://terms." — —
branding binary: "Google Chrome for Testing"; en-US.pak: "Chrome and ChromeOS Additional Terms of Service" Chromium —

What this PR does about it:

  1. Widevine is stripped. build.sh runs rm -rf WidevineCdm/ and then fails the build if any *widevine* file survives. A standalone test (layout_check) also asserts it's absent from the installed tree. Chrome runs without it; only EME/DRM playback is lost.
  2. license_spdx = "LicenseRef-Google-Chrome-for-Testing-ToS", not BSD-3-Clause. The Chromium sources are BSD, but what we ship is Google's branded binary, and it comes without that grant. If you read the terms differently once Widevine is gone, this is a one-line flip, but I didn't want to claim a grant the bundle doesn't carry.
  3. Not redistributable → not cache-served. This needs a one-line build-servers change that this PR can't make: add "chromium-bin" to NON_REDISTRIBUTABLE_NAMES in crates/buildbot/src/commit_index.rs. The pkgs attr was withdrawn in Revert #477: restore minimum_version 0.0.15, drop redistributable attr (unblock pinned-minimal consumers) #536, so the denylist is the mechanism. Consumers then "build" locally, which here means a 199 MB fetch from Google plus an unzip. No CLI change is needed, since an index miss already means build locally.

If non-redistributable is a dealbreaker, the redistributable alternative is Debian's chromium (DFSG-free, Widevine-free, both arches, open-source BSD), at the cost of a far larger runtime closure (~47 libs: libpulse, openh264, dav1d, FLAC, opus, minizip, …). The agent-browser header already notes this as the path back.

Playwright compatibility: kept, with evidence

The chromium-<revision> registry layout stays. revision remains 1243, in lockstep with headless-shell, and is now purely a directory key. These are the EXECUTABLE_PATHS.chromium values in published playwright-core (read from the npm tarballs):

playwright-core browsers.json chromium linux-x64 linux-arm64
1.59.0 – 1.62.1 r1217 (147) … r1234 (151) chrome-linux64/chrome chrome-linux/chrome
1.63.0 r1243 / 153.0.8010.12 chrome-linux64/chrome chrome-linux-arm64/chrome
1.64.0 / 1.64.1 (latest) r1248 / 156.0.8078.4 chrome-linux64/chrome chrome-linux-arm64/chrome
  • No playwright-core release maps to Chrome 155 (1.63 → 153, 1.64 → 156), so no revision is "correct" for this browser. Option (a) can't be satisfied exactly. Playwright doesn't check the browser version inside a registry dir, so r1243 with Chrome 155 inside serves playwright-core 1.63.x through PLAYWRIGHT_BROWSERS_PATH.
  • CfT's zip layout is exactly what playwright-core ≥ 1.63 expects on both arches, so there are no renames. A side finding: today's arm64 install (chromium-1243/chrome-linux/chrome) does not match what 1.63 (the only r1243 release) looks for, so Route A on arm64 is already broken on main. This PR fixes it. A chrome-linux → chrome-linux-arm64 symlink keeps the old arm64 path resolving.
  • amd64 paths are unchanged (chromium-1243/chrome-linux64/chrome).
  • /bin/chromium is unchanged, and executablePath: '/bin/chromium' (Route B) works for any Playwright version. The README is updated.

Dependents

git grep 'import "../chromium-bin' over packages/ and stacks/ finds no importer. agent-browser and mermaid-cli import chromium-headless-shell-bin. libxi/libxtst/zvelte-check-bin only mention chromium-bin in comments. The consumers are therefore users and loadouts installing it directly, and the stable contracts they rely on (/bin/chromium, the amd64 registry path, PLAYWRIGHT_BROWSERS_PATH) are unchanged or fixed.

chromedriver is not shipped here. chromedriver-bin (#848, open) installs /usr/bin/chromedriver pinned to headless-shell's CfT version. Both browser packages are now on the same CfT Stable version, so that one driver matches this browser too. Shipping a second copy would collide. Bump the three together.

runtime_deps are unchanged: the CfT chrome binary's DT_NEEDED set (identical on both arches) is covered by the existing list, and missing runtime_deps passes.

Tests

  • smoketest: /bin/chromium --version must contain the exact %{browser_version} (CfT prints Google Chrome for Testing 155.0.8059.84).
  • launch_check: --headless=new --no-sandbox --dump-dom 'data:text/html,<title>chromium-launch-ok</title>'.
  • layout_check (new): chromium-%{revision}/<arch dir>/chrome is executable, INSTALLATION_COMPLETE exists, and WidevineCdm is absent.

Verification (arm64, local min session)

  • Every run used a freshly destroyed and re-activated session, because an existing session name keeps its old snapshot.
  • Control 1: exit 97 at the top of build.sh → exited with code 97, so the session was building this tree.
  • Control 2: smoketest expecting 999.155.0.8059.84 → standalone tests...Fail on exactly that test (launch_check and layout_check passed). The tests can fail.
  • Real run: min package build --rebuild --verbose chromium-bin → build finished. min check --packages chromium-bin passes everything: spec name / cycle breaker / output naming / enumerate bins / output types / missing runtime_deps / build scripts executable / disallowed-patterns / standalone tests / source urls / parse / import line / imports / fmt.
  • MINIMAL_SCIENCE_MODE=1 mip dump --packages evaluates on amd64 and arm64.
  • The amd64 build and tests are left to this PR's CI.

pkgmgr

The resolver is source-shape-driven: it classifies each package from the URLs in its own build.ncl. With all-CfT URLs, chromium-bin automatically resolves like headless-shell (CfT Stable history plus the CfT known-good download list, rewriting browser_version and both sha256s). No pkgmgr deploy has to precede or follow this. The companion pkgmgr-rs PR adds fixtures and tests for this exact shape and updates the stale docs and messages.

…th arches)

Playwright stopped publishing linux-arm64 Chromium after r1243, so the
arm64 leg was a dead source and pkgmgr refused every newer target. CfT
now publishes the full `chrome` bundle for linux-arm64 as well as
linux64; move both legs to CfT Stable, matching
chromium-headless-shell-bin (one zip per arch, `snapshot_position`
gone, `revision` kept only as the Playwright registry directory key).

Licensing: the CfT `chrome` bundle ships the proprietary Widevine CDM
(build.sh now deletes it and fails if any Widevine file survives) and
carries no BSD grant (ABOUT: "All rights reserved", Chrome ToS), so
license_spdx names the Google terms and the package must be excluded
from the public binary cache before this merges.

Tests: exact-version smoketest, --headless=new --dump-dom launch, and a
Playwright-layout + no-Widevine check.

Merge Risk: 🔵 Low · up to 36abe

The package now ships Chrome for Testing Stable on both architectures and removes Widevine during the build. Its metadata still credits the browser source to Microsoft Playwright instead of Google, which should be fixed. Separately, the merge plan requires chromium-bin to be on the build-servers non-redistributable denylist before merge; that step can't be confirmed from this repository. Once both are handled, the change looks low risk to merge.

It is not the origin of the bytes (binary_from is), but supply-chain's

Holding this pending a licensing decision. The mechanics check out: both sha256s and sizes match, the arch handling is right (per-arch Source/binary_from, the chrome-linux symlink on arm64, layout_check), and the LicenseRef-Google-Chrome-for-Testing-ToS label is honest.

Before this can merge

  1. It reverses the inbox#284 decision for amd64. Today amd64 ships genuine BSD Chromium from the snapshot bucket; only arm64 lacks a redistributable source. Alternatives:
    • keep amd64 on snapshots and use CfT for arm64 only;
    • Debian chromium (open source, ~47 more runtime libs);
    • this PR's local-download-only approach.
  2. Codecs. Besides Widevine, the chrome binary has ffmpeg's H.264 and AAC decoders compiled in. Those are patent-licensed codecs that open-source Chromium builds leave out, and the PR doesn't mention them. That's one more reason it must never be cache-served.
  3. The safeguard lives outside this repo. chromium-bin must be in NON_REDISTRIBUTABLE_NAMES (build-servers crates/buildbot/src/commit_index.rs) and deployed before merge. Otherwise the first official build uploads Google's binary to the public cache. Please link the deploy here.
  4. amd64 doesn't appear to have been built. minimal build took 15s, yet the PR says amd64 is "left to this PR's CI". Please get a real amd64 build and test run.

Smaller

  • Two comments go stale and aren't updated: packages/chromium-headless-shell-bin/build.ncl:58-59 ("stays on true open-source Chromium") and packages/agent-browser/build.ncl:17-26 (describes the old sources).
  • Keep the version in lockstep with chromium-headless-shell-bin and chromedriver-bin (#848).

Closing in favour of #960, which moves chromium-bin to ungoogled-chromium-portablelinux 155.0.8059.84 on both arches instead (interim source, decided 2026-10-20).

That build is BSD-3 and redistributable, carries no Widevine and needs no NON_REDISTRIBUTABLE_NAMES entry, so the licensing gate this PR was blocked on goes away. The reusable parts (Playwright registry layout incl. the arm64 chrome-linux-arm64 dir + compat symlink, exact-version smoketest, layout/Widevine check, fail-closed required-file checks) carried over.
