Gate query-text limit overrides with OpenOptions::allow_overrides #869
Description
Add the Overridable enum (#[non_exhaustive]), Overridable::DEFAULTS (MaxDerivedFacts, MaxResults) and OpenOptions::allow_overrides (a set list replaces the defaults). Refuse a gated keyword with the new API-025 on execute, query, prepare and WriteTransaction::execute. Gate the existing :max-derived-facts / :max-results. Add the §1 audit table as docs/CONFIGURATION.md, plus a docs-site PR.
Unblocks #861, which adds MaxIterations to the enum and to DEFAULTS.
