v3.0.0

v3.0.0 release work on v3 (format v8). This milestone is the canonical work list; retired tracker #383 is historical context.

Release gates preserved from #383:

No known data-loss or data-visibility bug remains open in a released version.
Crash, model-based and golden-file tests run on every release and verify committed data, not just successful open.
Publish benchmarks at 100K–10M facts and a stated performance envelope.
Document durability guarantees and support policy consistently.
Before tagging v3.0.0, bump every binding repo's v3 branch to the current core v3 commit and get its CI green before the release cascade.
