docs(specs): gate loadouts on loadout_mode in spec 29 - #3069
Gates loadouts on loadout_mode in the BOX spec. Karl decided on 2026-11-05 to pull this one rule back from the Agent Box epic (gominimal/inbox#678), reversing the 2026-10-05 decision.
Why
min task run applies the user's default_loadouts to every task (#3068). A task then sees the person's shell, editor, env vars and loadout hooks, so it does not run the same way for everyone. The architecture's shipped-types table gives taskloadout_mode = "sealed", and its expansion order applies "selected loadouts (subject to loadout_mode)". Spec 29 accepted the key but sent the gate elsewhere, and no code reads loadout_mode.
What changes
New requirements, after BOX-064:
ID
Pattern
States
BOX-166
optional-feature
sealed, as the layers up to and including the entry set it: none of the config's default_loadouts
BOX-167
optional-feature
open: the whole loadout, file patches under [loadout-file-rules]
BOX-168
ubiquitous
the session root defaults to open
BOX-169
ubiquitous
the task root defaults to sealed
BOX-170
ubiquitous
the gate follows the setting alone, never the type name (design principle 8)
BOX-171
event-driven
a sealed creation prints nothing about the skipped loadouts
BOX-172
unwanted
a selected loadout that sets loadout_mode fails the creation with exit 3
BOX-173
unwanted
a loadout named by flag on a sealed box fails with exit 3, naming both remedies
BOX-174
unwanted
a loadout_mode other than sealed or open fails with exit 3
Also:
Non-goals: the attribute-rules bullet keeps only lifetime/restart. Two new non-goals: upstream-only (refused by BOX-174), and the default loadout_mode of the agent, service, build and container-build types, which stay with gominimal/inbox#678 because BOX-063 refuses those entries.
Design reasoning: a new paragraph records the 2026-11-05 decision and its cause.
Review notes
The requirements were converted with spec-ears and checked by Karl. He dropped upstream-only, and kept defaults for session and task only.
spec-lint reports P004 on all six new requirements, because the tests they name do no
8000
t exist yet. The other findings in the file are on main.
Pull the loadout_mode gate into the BOX spec, reversing the
2026-10-05 decision for this one rule. BOX-166 to BOX-171 apply
no loadout where the expanded spec is sealed, the whole loadout
where it is open, and give the session root open and the task
root sealed. The gate keys on the setting, not the type name.
upstream-only and the agent, service and build defaults stay out
of scope.

Walkthrough
The spec defines how loadout_mode controls loadout selection and application. It sets defaults for session and task roots, specifies skip and error behavior, and updates the scope and design rationale.

Summary
Loadout behavior and scope docs/specs/29-spec-box-local-first/29-spec-box-local-first.md
The spec defines sealed and open behavior, session and task defaults, selection independent of box type, and skip and error conditions. It also updates the related non-goal and design reasoning.
gominimal/minimal#2355 — That PR changes loadout resolution and user-policy checks; this spec defines when selected loadouts can apply.
gominimal/minimal#2114 — That PR moves loadout resolution into shared activation preparation; this spec defines the gate and task default.

Merge Risk: Low · up to fbd7b
The spec change is sound in direction, but two requirements need tightening before the implementation follows them. A skipped default loadout that fails to load should not fail a sealed box's creation. The invalid loadout_mode loadout case should also be reported during min box spec preflight.

BOX-166 reads loadout_mode from the "expanded spec", but BOX-064 builds that spec with the loadouts layer and then command-line overrides after it. A loadout or an override can set loadout_mode, so the gate can depend on its own output. The spec does not say which layers fix the mode. Say that the gate reads loadout_mode as it stands after the entry layer, before the loadouts layer. Say also whether a loadout and a command-line override may change it.

Agreed. Fixed in 6ed0983: BOX-166, BOX-167 and BOX-170 now read the loadout_mode that BOX-064's layers up to and including the entry set, before the loadouts layer. A loadout cannot open the gate that admits it. No command-line override sets loadout_mode (BCLI-024 overrides only [network]), so the later layer does not reach it. Whether a loadout may set loadout_mode at all, for the stored spec, is an open question for the owner.

Agreed. Fixed in 5817dd0 per the owner's decision. BOX-166 now skips only the config's default_loadouts, which stay silent (BOX-171). The new BOX-173 refuses a loadout that a flag names for a sealed box, with exit 3. The error names the loadout, the sealed mode and the layer that set it, and both remedies: drop --loadout, or set loadout_mode = "open" in the entry.
BOX-172 fails the creation with exit 3 when a selected loadout
sets loadout_mode, so the stored spec never carries a mode the
gate did not use.

BOX-166 now skips only the config's default_loadouts. BOX-173 refuses a
loadout named by flag on a sealed box with exit 3, naming both remedies.
BOX-174 refuses a loadout_mode other than sealed or open.

BOX-171 keys on "a box whose expanded spec sets loadout_mode = "sealed"". The other gate rules (BOX-166, 167, 170, 173, 174) read the mode as set by the layers up to and including the entry, before the loadouts layer. The expanded spec includes the loadouts layer. Use the same read point, or the two rules can disagree for a loadout that sets the key. BOX-172 refuses that case, so the gap is small. BOX-171 is also placed after BOX-174, out of numeric order.

Agreed. Fixed in fbd7b23. BOX-171 now reads "WHEN BOX-166 skips a loadout during a box's creation", so it uses the same read point as the other gate rules (the layers up to and including the entry). It also moved back after BOX-170, into numeric order.

BOX-166 now skips every loadout no flag named, including the `default`
loadout that applies when `default_loadouts` is empty. BOX-171 keys on
BOX-166's skip, so it reads the mode at the same layer as the other gate
rules, and moves back into numeric order. BOX-172 applies only to a
loadout BOX-167 applies, and states what its error must tell the person.
`upstream-only` is removed from the spec: the architecture defines it
only loosely, and BOX-174 already refuses any value but sealed or open.

BCLI-073 in docs/specs/28-spec-box-cli/28-spec-box-cli.md:206 is not updated. It applies only WHERE an entry sets loadout_mode = "open". A session entry gets open from BOX-168 without setting it, so BCLI-073 does not cover it. Its comment also calls sealed a residual, but BOX-173 now defines the sealed case. Change BCLI-073 to read the effective mode and point to BOX-173.

Gates loadouts on
loadout_modein the BOX spec. Karl decided on 2026-11-05 to pull this one rule back from the Agent Box epic (gominimal/inbox#678), reversing the 2026-10-05 decision. Why
min task runapplies the user'sdefault_loadoutsto every task (#3068). A task then sees the person's shell, editor, env vars and loadout hooks, so it does not run the same way for everyone. The architecture's shipped-types table givestaskloadout_mode = "sealed", and its expansion order applies "selected loadouts (subject to loadout_mode)". Spec 29 accepted the key but sent the gate elsewhere, and no code readsloadout_mode.What changes
New requirements, after BOX-064:
sealed, as the layers up to and including the entry set it: none of the config'sdefault_loadoutsopen: the whole loadout, file patches under[loadout-file-rules]sessionroot defaults toopentaskroot defaults tosealedloadout_modefails the creation with exit 3loadout_modeother thansealedoropenfails with exit 3Also:
lifetime/restart. Two new non-goals:upstream-only(refused by BOX-174), and the defaultloadout_modeof the agent, service, build and container-build types, which stay with gominimal/inbox#678 because BOX-063 refuses those entries.Review notes
