Summary

Adds a second loadouts directory, <config>/minimal/loadouts-untrusted/, for
loadouts you didn't write: shared, downloaded, or generated. The user policy
gates them the same way it gates a project. Loadouts in loadouts/ keep
skipping the policy's allow step.

Trust comes from the directory the loader found the loadout in, never from
the file itself.

Changes

  • Source tagging: Source::UntrustedLoadout { name, dir } tags everything such a loadout
contributes, and travels over the wire as its own WireSource kind. Hooks see
    MINIMAL_HOOK_SOURCE_KIND=loadout-untrusted.
  • Vars and patches: an inherited var or a patch needs an allow rule, or
approval at the prompt. With --no-prompt, activation fails and prints a
user_policy.toml snippet. Literal vars and packages aren't gated.
  • Hooks: gated once per loadout directory, the way a project's are gated
per root. One prompt covers however many hooks the loadout has.
  • No expansion from untrusted vars: ~/ and $NAME in policy patterns expand only against
vars from trusted loadouts. An untrusted loadout can't redefine HOME to dodge a ~/
deny rule, or define a var that satisfies a $VAR allow rule.
  • Gated before the daemon: gating runs on the client before the daemon is contacted, so a refusal leaves
    no session behind.
  • Duplicate names: a loadout name defined in both directories is an error, not a precedence
    rule.
  • Listing and diagnostics: min loadout list covers both directories and tags untrusted rows. min dirs
and min bug include the new directory.

Testing

  • Unit tests: crates/boxes/tests/client_untrusted_loadouts.rs, plus additions to
    client_flow2.rs.
  • Manual suite: just interactive-test untrusted-loadouts (macOS), new in
interactive-tests/. It runs every scenario against its own daemon and
config, then walks the tester through the real prompts. No CI lane runs it.

Checklist

  • Docs updated if behavior changed
  • BREAKING CHANGE: footer present if this is a breaking change

Summary by CodeRabbit

  • New Features
    • Loadouts can now be marked untrusted and stored separately from trusted loadouts. Their variables, patches, and hooks are subject to user-policy checks, with prompts for undecided items when interactive approval is available.
    • Loadout listing and activation support both trusted and untrusted entries; duplicate names across the two locations are reported as errors.
    • Prompts distinguish untrusted sources and warn that their hooks can run arbitrary code.
  • Documentation
    • Added guidance for untrusted loadouts, policy behavior, and interactive testing.

Walkthrough

The change adds support for loadouts in loadouts-untrusted/. It tracks their provenance, applies policy checks to their variables, patches, and hooks, and integrates them with loadout resolution and activation. It also adds documentation, tests, and interactive coverage.

Changes: Untrusted loadout support

Layer / File(s) Summary
Provenance and policy contracts
crates/boxes/src/core/loadout.rs, crates/boxes/src/core/source.rs, crates/boxes/src/wire/primitives.rs, crates/boxes/src/core/policy.rs, crates/boxes/src/client/hookscripts.rs, crates/boxes/src/core/lifecyclehook.rs
Loadouts carry their trust status and source directory through composition and wire conversion. Policy checks can match untrusted hooks by directory, and their scripts use a separate staging prefix.
Composition and policy decisions
crates/boxes/src/client/composer.rs, crates/boxes/src/client/handler.rs, crates/boxes/src/core/compose.rs, crates/boxes/src/core/hooks.rs, crates/boxes/tests/client_flow2.rs, crates/boxes/tests/client_untrusted_loadouts.rs, crates/boxes/docs/COMPOSITION.md
Composition gates untrusted variables, patches, and hooks. Policy expansion uses trusted-loadout variables, and optional policy hooks can decide undecided items. Tests cover policy boundaries and untrusted-source behavior.
Loadout resolution and listing
crates/minimal/src/loadouts.rs, crates/minimal/src/diag/collect.rs, crates/minimal/src/dirs.rs, crates/minimal/src/cli.rs, crates/minimal/tests/cli.rs
Loadout resolution and listing search both directories, mark untrusted entries, and report duplicate names. Diagnostics collect loadout definitions from both directories.
Gated composition and activation
crates/minimal/src/loadouts.rs, crates/minimal/src/cmd/list.rs, crates/minimal/src/cmd/boxes/create.rs, crates/minimal/src/task.rs
CLI composition uses policy prompts where applicable. Hook scripts and activation budgets use the composed hooks, and policy snapshots are taken after composition.
Prompts, hook metadata, and errors
crates/minimal/src/prompt.rs, crates/minimal-client/src/lib.rs, crates/minimal/src/dash/rpc.rs, crates/minimal/src/cmd/boxes/hooks.rs, crates/minimald/src/hooks.rs
Prompts identify untrusted loadouts and safely display assigned values. Hook metadata reports the loadout-untrusted kind, and selected ConfigureLoadout errors include older-daemon guidance.
Documentation and interactive coverage
docs/reference/*, interactive-tests/*, justfile, crates/minimal/tests/bug.rs
Reference and interactive-test documentation describe the new loadout directory and policy behavior. Interactive fixtures and tests cover policy decisions, listing, hooks, and path-expansion cases.

Report a real composition error before the no-prompt snippet.

On the PromptLane::NoPrompt lane, the code checks summary.count() before it checks composed. NoPromptHook records var approvals first. A later real failure can then occur, for example ComposeError::Denied from a patch deny, or a policy ComposeError::Expansion error now that only trusted-loadout vars expand policy patterns. In that case the code drops the real error and prints only the user_policy.toml snippet. The user pastes the snippet, runs the command again, and then sees the real error.

The daemon-response path in cmd_activate uses the opposite order: it reports the compute_verdict error first. NoPromptHook returns only AllowOnce, so the fake approvals cannot cause a composition error. Propagate composed before the summary check.

Review findings (line numbers at head c5b1d6d).

Blocking

  1. crates/boxes/src/core/compose.rs:1821 (confirmed): patch sources from trusted loadouts expand against combined_for_lookup, which also holds vars from untrusted loadouts. Literal vars skip the gate, so an untrusted loadout can set HOME and redirect a trusted loadout's ~/ patch source without any prompt. policy_expansion_vars guards the policy patterns but not the patch sources. Patch sources need the same treatment.

Likely blocking (from reading the code; I haven't reproduced them)

  1. compose.rs:1552: gate_vars never gates literal vars, so an untrusted loadout can set LD_PRELOAD, BASH_ENV or PROMPT_COMMAND and run code without the hooks prompt. Projects already behave this way. If that's intended for untrusted loadouts too, say so in the spec.
  2. compose.rs:1926: gate_hooks treats a Denied hook from an untrusted loadout as fatal to the whole composition. "Deny permanently" on a default loadout then aborts every later activation, whereas a denied project hook is only skipped.
  3. crates/boxes/src/core/policy.rs:707: hook policy roots for untrusted loadout directories share a path namespace with project roots, so a broad allow = ["~/**"] also approves hooks from untrusted loadouts without a prompt.
  4. crates/minimal/src/cmd/list.rs:306: the dashboard gates untrusted default loadouts once at startup, so "Allow once" applies to every session it creates afterwards.

Nits

  • crates/boxes/src/client/handler.rs:140: production passes gated_vars=&[] (cmd/mod.rs:620), so existing $VAR policy rules that used to resolve through project vars now fail with UndefinedVar. Confirmed. This is probably intentional hardening, but it changes behaviour for users and is worth a note.
  • crates/minimal/src/loadouts.rs:603: with --no-prompt, the "add this snippet" message hides the real deny or conflict error.
  • loadouts.rs:732: loadout list --dir changed meaning, so old invocations list nothing and still exit 0.
  • compose.rs:1902: gate_hooks duplicates gate_pending_hooks, and the two copies already differ.
  • crates/minimal-client/src/lib.rs:1258: the check for an outdated daemon matches a substring of the error text.

Include untrusted loadouts in the undecided-hook rule.

The new hook section includes untrusted loadouts, but this rule still says only a project with no matching pattern is undecided. An untrusted loadout hook with no matching rule also prompts, or fails under --no-prompt. Update this paragraph to name both source types.

Update the Phase 1 flow description for untrusted loadouts.

The new exception allows Source::UntrustedLoadout variables to reach policy hooks. The flowchart and Phase 1 summary still state that every carries_user_data == false variable bypasses policy and that Pass 2 is never invoked. Update those descriptions to branch on Source::UntrustedLoadout before the short-circuit and to allow Pass 2 for untrusted loadouts.

🔒 Security & Privacy | 🟠 Major | ⚡ Quick win

A permanent approval of an untrusted literal is a name-only rule, but the prompt asks the user about a value.

gate_vars now sends an untrusted loadout's literal to the hook along with its value, for example BASH_ENV = "/tmp/payload". The user decides based on that value. VarsPolicy::check matches by name only. If the user picks "Allow permanent", apply_var_choice writes BASH_ENV to vars.allow. Two things follow:

  • The same untrusted loadout can later change the value, for example after a re-download, and no prompt appears.
  • Any other untrusted loadout can set BASH_ENV or PATH to any value without a prompt.

The code comment says the risk is "the value itself". The persisted rule does not keep the value it was approved for. The --no-prompt snippet in NoPromptHook has the same gap, because it also suggests a bare name in [vars] allow.

Pick one fix:

  • For value-bearing items (item.value().is_some()), offer only the "once" choices and the deny choices in InteractivePrompt::on_var_unapproved.
  • Otherwise, say in the prompt that a permanent allow covers any value from any untrusted loadout or project.

Do you want me to draft the choice filtering in crates/minimal/src/prompt.rs?

Gate untrusted loadouts before starting the daemon.

If an untrusted loadout needs approval in a no-prompt run, ensure_daemon at Line 865 runs before this gate rejects the loadout. A cold host can therefore start the daemon for an activation that cannot proceed. Move gated composition before ensure_daemon. Apply the same ordering to cmd_task_run in crates/minimal/src/task.rs at Line 684. The PR objective calls for gating before daemon contact.

@norrietaylor feedback fixed and rebased and removed conflicts

Loadouts read from <config>/minimal/loadouts-untrusted/ are gated by
the user policy the way a project is, instead of auto-passing its
allow step as the user's own loadouts do. Trust comes from the
directory the loader found the loadout in, never from the file.

- Source::UntrustedLoadout { name, dir } tags everything such a
loadout contributes, and rides the wire as its own WireSource kind.
- Its vars and patches must match an `allow` rule or be approved at
the prompt; under --no-prompt the activation fails with a
user_policy.toml snippet. Its lifecycle hooks are gated once per
loadout directory, as a project's are per root.
- Gating happens on the client before the daemon is contacted, so a
  refusal leaves no session behind.
- A name defined in both loadouts directories is an error, as one
  defined in both layouts is.
- `min loadout list` covers both directories and tags untrusted rows;
  `min dirs` and `min bug` include the new directory.

BREAKING CHANGE: `min loadout list --dir` now takes a minimal config
directory (e.g. `~/.config/minimal`), not the loadouts directory inside
it. It lists that directory's `loadouts/` and `loadouts-untrusted/`, and
takes the defaults from its `config.toml`.

BREAKING CHANGE: `~/` and `$NAME` in `user_policy.toml` patterns now
expand only against variables from loadouts in `loadouts/`. A rule that
names a variable defined by a project or a package now fails the
activation as an unresolved variable; write the path out instead.

A different approach: pin approvals to content

This is a design note. It is not a request to change this PR now.

At the moment, this PR uses the directory to set the trust level. It keeps an approval as an allow rule for a name or a path. Thus, an approval stays valid when the content changes.

Three inline comments in this review come from this one cause:

  • A var approval keeps only the name. When the value changes, the approval stays.
  • A broad [hooks] allow path rule for projects also matches loadouts-untrusted/.
  • A patch with follow_symlinks copies the link target, but the prompt shows the link.

Proposal

Keep each approval as a record of the source, the item, and a hash of its content. When the content changes, the hash changes. Then the approval is not valid, and Minimal prompts again.

  • Use a content hash, not a git commit SHA. A commit SHA changes for commits that are not related. Also, most loadouts in ~/.config are not in git.
  • Put in the hash the files that the loadout uses: minimal.toml, the hook scripts, and the patch sources. Resolve symlinks before you calculate the hash. Alternatively, refuse follow_symlinks for a pinned source.
  • Keep the hashes in a file that Minimal writes. Do not put them in user_policy.toml, because a person edits that file.
  • For a var, keep a hash of the value, not the value.

Do we still need two trust levels?

Yes, but they do not need two directories.

If Minimal pins all loadouts, you get a prompt each time that you edit your own loadout. Thus, a user must have a way to say "always trust this path". This is the second trust level. A policy setting can give it, for example trust = "always" for a path or for a loadout.

A setting instead of a directory gives these results:

  • Pinned is the default, and full trust is the exception.
  • The error for a name in two directories goes away.
  • min loadout list --dir keeps its old meaning.

What stays from this PR

Most of this PR stays:

  • The source tags.
  • The gate on the client, before Minimal creates a session.
  • The rule that untrusted vars do not expand ~/ or $VAR.
  • One prompt for each loadout.

A possible order

  1. Use pinned approvals as the store for untrusted sources, in this PR or in the next PR.
  2. In a separate PR, replace the second directory with a trust setting.

Costs

  • A project that changes frequently gets more prompts.
  • --no-prompt and CI must have a way to supply a pinned hash. For example, the refusal can print an approval entry that includes the hash.
  • The same model can apply to projects. Then a git pull that changes the hooks causes a new prompt. direnv allow works in a similar way: it keys an approval on the path and a hash of the file.

This code gates the literal vars of an untrusted loadout by the var name only. It uses the same [vars] policy that controls which env vars a project can read. Thus, an allow rule for reading also lets an untrusted loadout set that var to any value. No prompt occurs.

Example: the user has [vars] allow = ["PATH"], or a glob such as "*", so that projects can read PATH. An untrusted loadout sets PATH = "/tmp/evil:/usr/bin", or it sets BASH_ENV under a matching glob. VarsPolicy::check returns Allowed. Then the session runs code that the loadout selects.

Also, "allow permanently" at the value prompt keeps only the name. If the user approves EDITOR = "vim", Minimal writes allow = ["EDITOR"]. If the loadout later changes the value to EDITOR = "sh -c ...", no prompt occurs. This applies to all sources.

Approvals pinned to content would correct both problems (see the main review comment).

An untrusted loadout can set follow_symlinks = true on a patch. A project cannot do this. The patch prompt shows only user_facing(), which is the path of the link in the loadout directory. The prompt does not show the target that Minimal copies.

Example: loadouts-untrusted/x/files/cfg is a symlink to ~/.ssh/id_ed25519. The patch is { source = "$LOADOUT_ROOT/files/**", follow_symlinks = true }. The user has no deny rule for ~/.ssh. The prompt shows "Untrusted loadout x wants to patch .../loadouts-untrusted/x/files/cfg". The user approves it, and Minimal copies the private key into the session.

To correct this, refuse follow_symlinks for untrusted sources. Alternatively, show the resolved target in the prompt.

hook_policy_root puts untrusted loadout directories in the same path namespace as project roots. Thus, a broad [hooks] allow pattern for projects also approves the hooks of all untrusted loadouts.

Example: the user has [hooks] allow = ["~/**"] to trust their own checkouts. Each ~/.config/minimal/loadouts-untrusted/<name> matches this rule. Thus, the hooks of each loadout in the untrusted directory run with no prompt. This removes the protection that the untrusted directory gives.

To correct this, use a separate namespace for loadout roots. Alternatively, exclude the untrusted directory from the project-root patterns.

gate_pending_hooks now changes a denied project or package hook into a client-side ComposeError::Denied. Before this PR, it sent WireHookVerdict::Denied to the daemon. Vars and patches still send Denied verdicts. Thus, hooks now work differently from the other two domains. Also, the daemon code for a denied hook is now unreachable.

Example: a project matches [hooks] deny, and the user runs with --no-prompt. compute_verdict returns an error, and the user sees composition_failure_message, which says "cannot compose project". Before this PR, the user saw the denial from the daemon. The daemon tests for WireHookVerdict::Denied continue to pass, but no code path uses that verdict now.

This new message names the minimald process. It also puts different facts into one sentence. The AGENTS.md rules for user-facing text do not permit these two things. They say that "a process name or a crate name is" an internal component, and they say "Give each fact its own sentence."

The current text is: "The running minimald predates untrusted loadouts and cannot accept one, and this activation applies a loadout from loadouts-untrusted/."

Split it into separate sentences. Each sentence gives one fact or one action:

  • The daemon that runs now is too old for untrusted loadouts.
  • The name of the loadout that caused the refusal.
  • The command that restarts or updates the daemon.

This PR changes the meaning of min loadout list --dir. Before this PR, the flag gave the loadouts directory. Now it gives the config directory. Nothing detects the old usage.

Example: a script runs min loadout list --dir ~/.config/minimal/loadouts. Now the command prints "No loadouts directory at ~/.config/minimal/loadouts/loadouts yet" and shows only the built-in loadout. It does not fail, and it does not show the loadouts of the user. It also reads defaults from loadouts/config.toml, which does not exist.

Keep the old meaning of --dir, and add a new flag. Alternatively, refuse a --dir that contains loadouts, with a message that tells what changed. This PR is a breaking change, so also put this change in the PR description.

The gate is now in prepare_activation_inputs in loadouts.rs (line 867). Its comment says that the gate runs "before the daemon is contacted". But both callers start the daemon first:

  • min session activate calls ensure_daemon in create.rs (line 1207). Then it calls prepare_activation_inputs (line 1284).
  • min task run calls ensure_daemon in task.rs (line 657). Then it calls prepare_activation_inputs (line 699).

Example: a headless run has an untrusted default loadout that the user did not approve. The command first starts the daemon, or it does a cold boot of the VM (40-70 s, per AGENTS.md). Then it fails with the policy snippet. In an interactive run, the user waits for the boot before the prompt shows.

The gate reads only the client config, the user policy and the loadouts. Thus, it can run before ensure_daemon. Move the gate before ensure_daemon in both callers. Alternatively, change this comment and the PR description so that they say "before a session exists".

This PR puts SHOWN_VALUE_MAX_CHARS and shown_value between the doc comment of source_label and the function. Thus, the doc comment now applies to the const.

The rustdoc for SHOWN_VALUE_MAX_CHARS now reads "Human-readable name for a provenance source... Longest value a var prompt shows". source_label has no documentation. To correct both problems, move the two new items above the doc comment.

patch_source_vars makes a filtered copy of the full var vector for each patch. On the daemon-response path, enumerate_and_classify_patches calls expand_patch_sources one time for each pending patch. Thus, the copy occurs again there.

With N patches and M session vars, each composition makes N × M SessionVar copies. These copies are not necessary. Make one filtered Vec<&SessionVar> for each distinct source. Alternatively, filter by reference in the expansion lookup.

compose_user_contribution_gated writes the NoPromptHook flow again: it collects the items, then it refuses with a snippet and a plural message. This flow is also in cmd/boxes/create.rs (line 2130) and in task.rs (lines 626 and 838).

Now there are four copies of the refusal "N item(s) ... Add the following to ", and the dashboard has a fifth variant on one line. Each copy has slightly different words. AGENTS.md says: "When a sentence appears in two places, change both or neither." Use one shared helper, so that the words and the behavior stay in one place.

Also, cmd_loadout_list reads config.toml from --dir itself, "the way read_client_config reads it". It does not give a parameter to read_client_config. Thus, the two reads can become different.
