Prepares the macOS runner fleet for a second Mac.

Before you merge

Add the minimal-signing label to the existing self-hosted Mac. Set it in Settings → Actions → Runners → the runner → Labels. Without the label, no runner matches the two signing jobs, and the next release waits in the queue indefinitely.

Changes

  • .github/workflows/release.yml: build-release-macos-arm64 and sign-macos-artifacts now require [self-hosted, macOS, ARM64, minimal-signing].
    • Both jobs unlock the Developer ID keychain, and only the existing Mac has it.
    • On the base labels, a second Mac could take one of these jobs and fail the release.
    • smoke-macos and the CI e2e job stay on the base labels.
  • .github/actionlint.yaml: declares minimal-signing, which actionlint otherwise rejects as an unknown label.
  • docs/internal/macos-runner-setup.md: a runbook for adding a Mac to the fleet, linked from docs/internal/README.md. It covers:
    • routing the signing jobs to the keychain Mac;
    • why the privileged e2e cases stay off the fleet;
    • hardware, machine preparation and tools;
    • registering the runner, the fork guard and a check that the new Mac works;
    • taking a Mac offline, troubleshooting, and open PRs that change what the Macs run.

Open PRs that affect the fleet

  • #1675 adds a nightly brew-install-nightly job on the base labels. With it, every Mac in the fleet needs Homebrew.
  • #2003 adds notarization inside build-release-macos-arm64. It is already routed by this change.
  • #2002 signs minzoned inside build-release-macos-arm64. It is already routed by this change.

The runbook's privileged-tests section says the macOS minzoned service path is tested on a GitHub-hosted macOS runner. That job is in a follow-up PR.

Verification

  • actionlint and zizmor --offline pass.
  • just lint-prose reports no errors on the runbook.
  • The label routing can only be proven by a release run after the label is on the runner.

Summary by CodeRabbit

  • Documentation

    • Added internal setup and maintenance guidance for Apple Silicon runners, including security requirements, validation, and troubleshooting.
  • Chores

    • Restricted macOS signing and release jobs to runners with the required signing capability.

build-release-macos-arm64 and sign-macos-artifacts unlock the Developer ID
keychain, which only one self-hosted Mac holds. They ran on the base
self-hosted macOS labels, so a second Mac in the fleet could take one and
fail the release. Require the minimal-signing label on both, declare it for
actionlint, and add docs/internal/macos-runner-setup.md: the runbook for
adding a Mac to the fleet.

Approved: no findings at 7107388cc0bf.

Nothing to do.

Clobber: none: the two runs-on lines move only the base labels to [self-hosted, macOS, ARM64, minimal-signing]; smoke-macos and the CI e2e job correctly stay on the base labels, and their downloads (signed artifacts, testbed) make them runnable on any fleet Mac.

restriction; use an approved mechanism outside the workflow file to route both
jobs, or obtain approval before changing it. At .github/workflows/release.yml
lines 456-456, update runner selection for build-release-macos-arm64 through
that permitted mechanism; at .github/workflows/release.yml lines 693-693, do the
same for sign-macos-artifacts.

Review comments at @docs/internal/macos-runner-setup.md:
- Around line 199-207: Update the “Take a Mac offline” maintenance section to
state that setting RUN_MACOS_CI to false skips the macOS build and signing jobs
and therefore skips the release without publishing one; clarify that CI and
smoke aggregators still pass when those jobs are skipped.
