Verdict APPROVE — APPROVE: all personas completed and nothing survives above severity 'nit' (0 finding(s) kept).
Scope matches the title: the network plan + launch sequence (spec 017 steps 1/4/5/8) — sandbox2::network (NetPlan/TapSpec/Resolver/Spawned/PlannedLaunch), the Network trait behind it, and the mechanical migration of every consumer (mctx, mip, minimald env/exec/session-host) from NetworkMode/with_own_ip_* to plans. The daemon edits are large but mostly substitutions; the Cargo.lock delta is only the dep-list shuffle (sandbox2 swapped for sessions on mip, switch added). Clobber none: git log on the touched paths shows no recent fix reverted; the old per-NetworkMode wiring is gone and callers are all updated (make_env/make_env_with_network checked — no stale caller of the removed API anywhere in the tree). Correctness I checked the things that could actually be wrong and they hold: the resolver write path now runs in new_container (before the rootfs is committed) and Resolver::Nameservers unlinks before writing — which fixes the old own_ip_dns std::fs::write that would truncate through a package-cache hardlink; Host keeps skip-if-present, preserving old synth-dir first-writer-wins semantics. isolation_decision fails closed (isolated netns + tap → error when netns are unavailable). Spawned::take_tap_fd is once-only and its absence on the LocalSpawn path is a hard error with PhaseOneAttachGuard still armed for rollback. The one intentional deviation — minimald's task-producer dropping its PlannedLaunch without attach — is a no-op for the current HostNet/NoNet providers and is documented in a code comment; a future provider that allocates in plan() will need to attach or release explicitly, but that is the design's contract, not a bug. No leftover agent narration in the added comments. Not checked anything needing a build: compile-level claims (fs::exists MSRV on the 1.97.0 toolchain pin, cfg(target_os = "linux") gating of Spawned::from_child) were verified by reading, not compiling. Verdict: no findings.

Verification log
1. rg -n 'NetworkMode' crates/ --glob '*.rs' — exit 0 · self-reported
No remaining sandbox2::NetworkMode references outside sessions; sandbox2 re-exports are gone, all consumers migrated.
2. rg -n 'with_network_mode|with_own_ip_tap|with_own_ip_dns|isolates_network' crates/ --glob '*.rs' — exit 1 · self-reported
Zero hits: the removed sandbox2 config API has no stale callers anywhere in the tree.
3. rg -n 'make_env_with_network|make_env\(' crates/ --glob '*.rs' — exit 0 · self-reported
All callers updated to the provider-based signature (mip/cmd_rexec.rs, mip/cmd_run.rs, remote-client/lib.rs, minimald/env.rs, minimald/exec.rs, mctx tests); no leftover mode-typed caller.
4. rg -n 'setup_dns_config|plan_from_config|built_in_plan|with_dns' crates/sandbox2 crates/mctx crates/minimald crates/op — exit 0 · self-reported
plan_from_config + setup_dns_config is unreachable on every live path: session/minimald and mip/op always set an explicit provider or pass the plan directly to new_container, so the Config default cannot override a plan's resolver.
5. git show HEAD~1:crates/sandbox2/src/lib.rs | grep -n 'own_ip_dns' — exit 0 · self-reported
Old OwnIp path also wrote /etc/resolv.conf unconditionally (std::fs::write, with an explicit 'overwrites unconditionally' comment), so the new unlink-then-write is behavior-neutral vs packages and fixes a write-through-hardlink hazard.
6. git show HEAD~1:crates/minimald/src/session_host.rs | grep -n 'else if matches!|attach_own_ip' — exit 0 · self-reported
The post-spawn OwnIp branch already existed as a separate else-if before the PR; only the call shape changed (attach(spawned) vs the inline attach_own_ip), not the control flow.
7. rg -n 'isolation_decision|take_tap_fd|netns_pid' crates/sandbox2/src crates/minimald/src/session_host.rs — exit 0 · self-reported
isolation_decision fails closed (tap/isolated without netns => error, tested); take_tap_fd is once-only; the LocalSpawn missing-tap-fd case returns Err with PhaseOneAttachGuard still armed, so the gvproxy attach count is rolled back.
8. git log --oneline -15 -- crates/sandbox2/src/lib.rs crates/minimald/src/session_host.rs — exit 0 · self-reported
No recent fix or merge reverted by this PR on either path.
9. gitleaks detect --no-git --source . — exit 0 · self-reported
No secrets detected in the tree.
10. awk over .review/pr.diff for Cargo.lock hunks — self-reported
Lockfile delta is only the dep-list shuffle (+sandbox2 on mip, -sessions on sandbox2); no version bumps, no advisory-bearing upgrades.

Verdict APPROVE — APPROVE: all personas completed and nothing survives above severity 'nit' (0 finding(s) kept).
Scope matches the title and spec 017 steps 1/4/5/8: the network plan and the launch sequence land in sandbox2 (NetPlan/TapSpec/Resolver/Spawned/Network trait with plan/attach/abandon), and every consumer is moved onto them — session host, task exec, mip run, the op crate's build/test sandboxes, and the root integration proofs. The NetworkMode-based isolate_netns()/attach(netns_pid) pair is gone, replaced by a 3-phase lifecycle whose PlannedLaunch/NetGuard pair makes the release obligation explicit; the per-invocation plan/container in mip run now matches run_with_cancel's pattern. Clobber none: git log on the touched crates shows no recent fix reverted, and the netns_root_integration test keeps its assertions (rewired from isolates_network to plan().isolates_netns(), with the egress proof unchanged). Correctness checked without building: (1) the resolver collapse is behavior-preserving — Host plan names Resolver::Host with the same synth_dns_config guarded by fs::exists, Nameservers unlinks before writing because the rootfs is a hardlink farm over the package cache, and the old code also suppressed DNS for NoNet overrides, so mctx's dropped needs_dns plumbing is equivalent; (2) SwitchSubnet::netmask() reproduces the old shift math exactly; (3) isolation stays fail-closed via isolation_decision (017-011) and the NetPlan invariant that tap-carrying plans always isolate; (4) the tap fd is handed out once through Spawned::from_child's .take(), with the second-take-returns-None proof in the new own-IP root integration test; (5) PlannedLaunch::drop abandons on the current tokio handle, and every plan_launch() call site either attaches or drops with owed intact, so no release is skipped; (6) dependency moves are exactly the two Cargo.lock changes (sandbox2 gains mip, loses sessions) with no version bumps. GvproxyNetwork::plan() returns a resolver-less isolated() plan, diverging from the resolver the session host names in its inline plan — but plan() is not called on the session path and the divergence is documented as the session host's to resolve, so it is latent for the deferred #1371 rather than a live defect. Not checked: compilation (per review constraints); the root integration proofs are #[ignore] and cannot be run here. No findings that clear the reporting bar; the one genuinely stale item (a doc comment in sandbox2 still naming NetworkMode::NoNet/OwnIp) sits outside the diff and so is not anchorable.

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; 2 finding(s) above severity 'nit' rule out APPROVE.
Scope matches the title: sandbox2 grows a data-only NetPlan (isolate_netns + tap + resolver) and a three-step launch sequence (plan() → new_container/spawn → attach(Spawned)), with PlannedLaunch releasing the plan exactly once on every exit path; the rest is mechanical mode→plan plumbing through minimald, mip, mctx, op, switch, plus a new root-gated own-IP tap integration test. Clobber none: git log shows this PR is the last change on every touched file; nothing reverts a recent fix. Correctness the sequence is sound by structure — attach clears owed and hands the release to the guard; error paths and Drop run abandon; run_with_cancel and the mip task path kill+reap on attach failure; the resolv.conf behavior is preserved (write_resolv_conf on the rootfs is equivalent to the old synth-dir + hardlink AlreadyExists-skip semantics, for both Resolver::Host and Nameservers). Two low findings below: the session-host _ arm flips the unknown-mode fallback from fail-closed isolation to host sharing (the accompanying comment is historically wrong), and the NetworkIsolationUnavailable unit variant loses the mode name at both conversion sites despite its doc comment saying the caller will name it. Not checked anything requiring a build: the netns/tap integration tests are root-gated (MINIMALD_NETNS_TEST) and were not run; the tap_fd/rustslirp_tapfd borrow is verified by reading only.

2. rg -n 'plan_launch|new_container\(' crates --glob '*.rs' — exit 0 · self-reported
Surveyed every plan/container call site: sandbox2 run_with_cancel, mip cmd_run::run_task, minimald exec task_producer and session_host launch, mctx env plan_launch wrapper; each either attaches or relies on PlannedLaunch Drop.
3. Read crates/sandbox2/src/lib.rs run_with_cancel, plan_launch, PlannedLaunch::{attach,abandon} and Drop — self-reported
Confirmed the release contract: attach clears
owedand returns the guard, error paths keepowedso Drop spawns abandon via Handle::try_current, and run_with_cancel kills+reaps the child when attach fails after spawn.
4. Read crates/common/src/lib.rs synth_dns_config + hardlink_dir_contents and crates/sandbox2/src/config.rs with_dns/setup_dns_config — self-reported
resolv.conf behavior is preserved: old synth-dir + hardlink AlreadyExists-skip is equivalent to new write_resolv_conf on the rootfs (rootfs-owned resolv.conf still wins for Resolver::Host; Nameservers unlinks first).
5. Read crates/sessions/src/lib.rs NetworkMode definition — self-reported
NetworkMode is #[non_exhaustive] with exactly NoNet/HostNet(default)/OwnIp; no variant exists that would hit the session_host
_arm today.
6. rg -n 'NetworkIsolationUnavailable' crates/mctx/src/error.rs crates/minimald/src/env.rs — exit 0 · self-reported
Both conversion sites wrap it as e.to_string() (mctx:295-298

7. rg -n 'with_dns\(' crates --glob '*.rs' — exit 0 · self-reported
Only production callers are op/src/specs.rs:316 and op/src/standalone_test.rs:206, both paired with with_plan and with_dns(needs_dns), so plan_from_config keeps the old DNS behavior on that path.
8. Secret scan of .review/pr.diff (rg -niE 'api[_-]?key|password|secret|bearer|token') — self-reported

Spec 017 steps 1, 4, 5 and 8. The sandbox layer gets `NetPlan` — what a sandbox needs from its network, decided before the process starts — and `PlannedLaunch`, the plan → container → spawn → attach sequence that owns the plan's release on every way out, including a cancelled launch future. `run_with_cancel` launches through it, one launch per invocation, because one spawn is what gets a namespace. The plan's `Resolver` is consumed where the plan is known: `new_container` writes `/etc/resolv.conf` — the host's resolver only into a rootfs that has none, named servers in place of whatever is there — and `Config::build` no longer synthesizes one. A sandbox with no provider plans itself, since `NetPlan` implements `Network`, so there is one sequence and not two. `NetworkMode` leaves the sandbox layer's interface: `Config::with_plan` replaces the mode and the two own-IP fields, and `mctx`, `op` and `mip` say what they need as plans. `mctx::make_env_with_network` takes a provider and `mip run` goes through the sequence. The daemon edits are the mechanical ones this surface forces; no behaviour changes. `own_ip_tap_root_integration.rs` proves, on the native lane, that a tap-carrying plan yields a descriptor through the production types. Verdict APPROVE — APPROVE: all personas completed and nothing survives above severity 'nit' (0 finding(s) kept).
Scope matches the title exactly: spec 017 steps 1/4/5/8 replace sandbox2::NetworkMode with the NetPlan/PlannedLaunch/Network trait surface and push the sequence through mctx, mip, op and minimald. The daemon edits are the mechanical ones the new surface forces (mode→plan mapping, one-per-launch container builds, Spawned::from_child), and the PR body says so explicitly; the own-IP provider and the task-path fix deliberately follow in #1371. Clobber none: git log on every touched file shows only the PR commit 3d36b87, which is the head itself; no recent fix is reverted. Correctness — no findings survived the confidence bar. What was verified by reading (no build, per the no-build rule): (1) the #[non_exhaustive] comments in exec.rs and session_host.rs are accurate against sessions/src/lib.rs:26; (2) PlannedLaunch releases the plan exactly once — attach clears owed and hands the obligation to the NetGuard, abandon clears it, and Drop releases only while owed, which is what catches a cancelled launch future; all abandon impls are no-ops in this PR, so the silent-skip-when-no-runtime in Drop has no current impact; (3) the DNS rewiring is behavior-preserving or strictly better — Resolver::Host writes only into a rootfs that has none (same first-writer-wins result as the old synth-DNS hardlink), and Resolver::Nameservers unlinks first, which fixes the pre-existing hazard of writing through a hardlink into the package cache; (4) the tap fd lifecycle is sound: Spawned::from_child takes child.rustslirp_tapfd once, take_tap_fd yields it once, and attach_to_switch consumes it by value so the relay (dropped at teardown) owns and closes it — no double-close, no leak; (5) isolation_decision fails closed on netns-less hosts (NetworkIsolationUnavailable, message matches the resolved review thread); (6) mip run's new per-invocation launch preserves the old one-netns-per-spawn semantics and errors before any spawn on the first invocation; (7) secrets scan over the diff clean; (8) the new root test covers the tap plan end-to-end through the production types. What could not be checked without a compile: that the 20-file change set actually builds together (the run_with_cancel/attach/teardown async glue, and the mip run Linux-gated cmd_run against the new sandbox2.workspace dependency). I looked hard at three further candidates and disproved each: the stale network_namespaces_available doc comment still naming NetworkMode::NoNet/OwnIp (not a diff-touched line, so unanchorable), the session _-arm losing the resolver for unknown modes (already raised and resolved — it now fails closed to isolated()), and the plan carrying Resolver::Host when a config already named servers (fixed in 3d36b87 per the resolved thread, and re-verified).
