ci: install minimal-review, advisory and comment-only - #1287
Conversation
An in-repo code reviewer that runs in a Minimal sandbox on this repo's own
substrate. It posts one batched advisory review per PR head and can do nothing
else.
Two files, and only one of them is the reviewer. The prompt, contract, policy
defaults and learnings live in gominimal/foundry and are checked out from its
default branch at run time — so the reviewer upgrades in one place, and a PR
here cannot rewrite the instructions it is reviewed by.
Four independent gates hold the advisory line:
permissions pull-requests: write only. contents stays read, so it cannot
push, commit or move a branch.
policy approve and request_changes false, resolve_own_threads false,
cap of 3 inline findings. Committed here, not in the workflow,
so the people it comments on can change it.
code post.py refuses any event but COMMENT before calling the API.
evidence REQUEST_CHANGES needs host-attested evidence, and a document
claiming that for itself is rejected whole.
It does not build this repo — cargo, rustc and clippy are shimmed off PATH and
every attempt is logged. On 150 merged PRs here humans leave 0.4 review comments
each and ~17% are structural ("use the ot from SessionChannel::ot"), which no
compiler answers. Re-running a golden set without one took 874 s against 2046 s,
found every finding the compiling version found, and stayed silent on the
lockfile-only PR.
Runs as a single `min task run review`, which needs bff10a7 (#1262) — the
commit this branch is based on. MINIMAL_CHANNEL is set to unstable for that
reason; move it to stable once the fix ships there.
Proven on gominimal/foundry before landing here: seven review rounds against the
reviewer's own PRs, five finding real defects that held up on independent check
— including a forged-attestation hole in its own contract — and two staying
silent where silence was right.

The first run of this workflow on this PR failed with exit 65 and a red X. The broker log says what happened: 21 responses of 502 against 4 of 200 — upstream gateway errors, not quota and not a defect. The transient path exists for exactly this and did not fire, because the classifier only matched 429 and "rate limit". It now covers 429, 5xx, overload and connection errors, and the warning says "no usable response from upstream" rather than naming a cause it cannot diagnose. A red X for someone else's 502 reads as "this tool is unreliable", which costs more trust than the missed review does. Also adds the diagnostics that should have made this obvious without reading broker.log: an ephemeral task's filesystem does not come back, so the task now pushes bounded tails of agent-log, agent-err and the build-attempt log through stderr, which the host captures and uploads. minimal-review — advisory review
Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.
Scope: matches stated intent exactly — the two files in changed_files (.github/workflows/minimal-review.yml, .minimal/review/policy.toml), both new, no unrelated hunks.
Clobber: both files are additions; nothing reverted or overwritten.
Correctness: read the whole workflow and policy against this repo's own conventions (CODEOWNERS, crates/mfile/src/tasks.rs). The three points I'd otherwise raise — a new file under the frozen .github/workflows/ path, the fork/refs/pull/*/head selection surface, and the prompt/validate/compose steps reading .minimal/review/policy.toml from the PR's own checkout rather than the GATE's default-branch checkout — are already open, unresolved coderabbitai threads on this PR, so I haven't duplicated them. Beyond those: the nested bash injected into [tasks.review] via the unquoted heredoc escapes every sandbox-runtime variable and leaves only genuine host-side constants unescaped — checked by hand, no accidental early/late expansion. No PR-controlled field (title, body, branch name) is interpolated into a shell string anywhere; all reach scripts via env: or jq --arg. mfile::Task has no global pre-task hook a PR could use to hijack the injected task through some other [tasks.*] entry — the explicit refusal to run when [tasks.review] already exists is the real guard and it's sufficient. No secrets in the diff, no Cargo.lock/dependency changes to assess.
Not checked: the app-token minting, broker health handshake, gvproxy alias reachability, and the contract.* GATE library all live in gominimal/foundry and can't be exercised from a diff read; per this review's own charter I didn't build or run anything to compensate.

Verification log
1. rg for AWS/GitHub/OpenAI/Slack-shaped secrets and PEM headers across pr.diff — exit 0 · self-reported
No credential-shaped strings in the added workflow or policy.toml.
2. diff findings against .review/threads.json (coderabbitai, unresolved) — exit 0 · self-reported
The three substantive points I would otherwise raise are already open, unresolved threads on this PR: (1) a new file under the frozen .github/workflows/ path, (2) the fork/refs-pull-head selection surface on a job with pull-requests:write, (3) the prompt/validate/compose steps all reading .minimal/review/policy.toml from the PR's own checkout instead of the GATE's default-branch checkout. Not re-raised per the no-duplicate-threads rule.
3. read crates/mfile/src/tasks.rs for a global pre-task hook a PR could use to hijack the injected [tasks.review] — exit 0 · self-reported
Task has no lifecycle/pre-hook field that runs for every task regardless of name; the workflow's refusal to proceed when [tasks.review] already exists in the PR's minimal.toml is the actual and sufficient guard against task-shadowing.
4. hand-check every ${...}/\${...} inside the cat >> "$CFG" <<TOML block (workflow lines ~414-483) for correct host-time vs sandbox-runtime expansion — exit 0 · self-reported
Every sandbox-runtime reference (
$PWD, $ {cand}, ${BROKER_PORT_IN_BOX}, ${BROKER_CANDIDATES}, ${ANTHROPIC_BASE_URL}) is backslash-escaped; only genuine host-side constants (${AGENT_TIMEOUT_SECONDS}, ${HOST_ALIAS}, ${BROKER_PORT}, ${REVIEW_MODEL}) are left to expand when the heredoc is written. No accidental early/late expansion found.
5. cat .github/CODEOWNERS — exit 0 · self-reported
* @gominimal/minimalistsconfirms the repo's claim that .github/ is CODEOWNER-gated end to end, consistent with CONTRIBUTING.md's framing of the frozen-workflow rule.
6. compare pr.json changed_files against pr.diff hunks — exit 0 · self-reported
Only the two listed files change, both newly added; nothing reverts or overwrites prior content (no prior history on either path).

Included review availability: 1 review is currently available. Your included PR review attempts over the past 7 days set your current allowance at 2 reviews per hour.
Two security findings from the review of this change, both correct. **A dispatch could point the agent at fork code.** The job-level guard reads head.repo from the pull_request payload, which a workflow_dispatch does not have, so `github.event_name == 'workflow_dispatch'` short-circuited the whole condition. Dispatching any PR number — including a fork's — would resolve refs/pull/<n>/head and run the agent over untrusted code in a sandbox that can reach the broker. Dispatch requires write access, but "trusted to trigger" is not "meant to review anything". A dispatch now resolves the head repo through the API first and refuses anything that is not same-repo, before the checkout. **The reviewed PR supplied the policy that governed its own review.** All three reads — prompt render, validate, compose — took policy.toml from the PR checkout, so a branch could set max_inline_findings = 0 or raise min_confidence and silence itself. post.py still blocks event escalation, so the effect was suppression rather than approval, but suppression is the part nobody would notice. It also contradicted the comment three steps above, which says the gate never comes from the PR — the policy sets the gate's thresholds. The policy now comes from the merge base: still this repo's own committed file, but the version already reviewed and merged. A policy change takes effect for the PRs after it, not for the one proposing it. Absent at base is fine — every reader falls back to the built-in defaults. minimal-review — advisory review
Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.
Scope: matches the stated intent exactly — one new workflow (minimal-review.yml) and one new policy file (.minimal/review/policy.toml), both net-new, so there is no clobber of prior work to check.
Correctness: this PR has already been through CodeRabbit review and one real structural fix (policy must come from the merge-base, not PR HEAD, so a branch can't silence its own gate) — I independently re-verified that fix is actually in place in this diff, not just claimed. One CodeRabbit finding is still open and still present in the code: the cat .review/build-attempts.log diagnostic dump has no size bound, unlike its two neighbors which use tail -c 2000. Everything else I could check structurally held up: the min task run stdout/stderr split (verified against crates/minimal/src/task.rs) cleanly isolates the .review/findings.json data contract from CLI progress noise, the fork-PR guard on workflow_dispatch runs before any fork code is checked out, and no secrets appear in the diff.
Not checked: anything depending on the private gominimal/foundry reviewer library (contract.validate, contract.pipeline, contract.policy) — those modules aren't in this checkout, so I can't confirm the policy.toml fields this PR adds (e.g. the [budget] table) are actually consumed as named. This is CI/workflow-only config; no build was attempted per the review contract.
What ran
4 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.
Verification log
1. diff threads.json against pr.diff for the unresolved build-attempts.log comment — exit 0 · self-reported
threads.json shows one unresolved thread (line 493, coderabbitai) asking to bound build-attempts.log with tail -c 2000 the way agent-log.txt/agent-err.txt already are. grep -n 'build attempts' .review/pr.diff confirms the current diff still uses plain
cat .review/build-attempts.logat that same line — the fix was never applied. Computed new-file line via the hunk header (@@ -0,0 +1,694 @@, '+name: minimal-review' at pr.diff:7 = new-file line 1) so pr.diff:499 = new-file line 493, matching the thread anchor exactly.
2. check whether the self-supplied-policy finding (thread at line 326) is actually fixed in this diff — exit 0 · self-reported
Resolved thread said the PR's own policy.toml governed its own gate. Current diff (.github/workflows/minimal-review.yml lines ~216-228) reads policy.toml via
git show "$BASE_SHA:.minimal/review/policy.toml"— the merge-base, not PR HEAD — so a PR can no longer raise min_confidence or zero out max_inline_findings to silence itself. Matches this PR's own head commit message ('the reviewed PR must not supply its own guard rails'). Confirmed fixed; not re-reported.
3. rg 'eprintln!|stdout.write_all' crates/minimal/src/task.rs to check min task run doesn't pollute the findings.json stdout contract — exit 0 · self-reported
All CLI progress/status output in cmd_task_run goes through eprintln! (loadout names, upload status, 'Running task...', session-kept message); only the bridged task channel data is written to stdout (task.rs:261, stdout.write_all(&data)). So
min task run review > run/findings.jsonin the workflow captures exactly the task's own stdout, matching the injected task script's contract of ending with a singlecat .review/findings.json. No corruption risk found; not reported.
4. gitleaks-style grep over pr.diff for credential patterns — exit 0 · self-reported
No API keys, private key blocks, or token-shaped strings in the diff. The only credential-adjacent values are placeholder env_vars (ANTHROPIC_AUTH_TOKEN = "brokered-no-secret-here") and a real OAuth token pulled from secrets.CLAUDE_CODE_OAUTH_TOKEN via the runner's secret store, never written to the diff.

`cat` on build-attempts.log was the one unbounded read in the diagnostics block, so a run that somehow attempted a build repeatedly would push the whole log through stderr. Bounded to 2000 bytes to match agent-log and agent-err. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>

minimal-review — advisory review
Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.
Scope: matches the stated intent exactly — two new files (minimal-review.yml, .minimal/review/policy.toml), built up over four scoped commits, nothing else touched.
Clobber: none. Purely additive; no revert or overwrite of other recent work.
Correctness: the three prior CodeRabbit threads are all genuinely resolved in this diff, not just marked so — the frozen-workflow policy has an explicit CODEOWNER waiver in-thread, the policy-file self-governance hole is closed by reading policy.toml from the merge-base rather than the PR head, and the build-attempts log is now bounded (tail -c 2000) to match its two siblings. I traced the trickiest part of the diff — the nested YAML/bash-heredoc/TOML injection that builds [tasks.review] — and its $VAR/\$VAR escaping is correct throughout; I verified this against the literal output this very review run produced in .minimal/minimal.toml. Token handling is well-scoped: the App-minted token only ever touches two actions/checkout calls for private repos and never reaches the sandbox or the posting step, which uses the repo-scoped default GITHUB_TOKEN instead. rg over both files found no embedded secrets. No leftover self-narrating comments — the inline commentary explains invariants and operational context (runbook pointers, backend-dependent networking, a pinned-commit dependency to retire), not the authoring process itself.
Not checked: I did not and could not run this workflow, so runtime behavior (whether the gvproxy host alias actually resolves under minvmd/KVM on the real runner, whether the credential broker responds as documented, actual GitHub Actions job timing against the 45-minute ceiling) is unverified by design — that's explicitly called out as day-one runbook work in the PR body, not something a static review can settle. The contract.* Python modules that implement validate/pipeline/post live in gominimal/foundry, outside this diff, so their behavior is taken on the PR's word.
No findings meet the bar for reporting.
What ran

Verification log
1. rg for secrets/tokens in the diff — exit 0 · self-reported
rg -i 'password|api[_-]?key|secret|token' over both changed files turned up only expected references (github.token, secrets.*, comments about tokens never reaching the sandbox). No credential material.
2. cross-check threads.json against current diff to avoid re-raising resolved points — exit 0 · self-reported
All 5 existing threads are resolved. The frozen-.github/workflows/ point was explicitly waived by a CODEOWNER (norrietaylor) in-thread. The 'PR supplies its own review policy' finding is fixed in the current diff: policy.toml is read via
git show "$BASE_SHA:.minimal/review/policy.toml"(merge-base), not from the PR head. The unbounded build-attempts.log finding is fixed:tail -c 2000 .review/build-attempts.lognow matches the bound already applied to agent-log.txt/agent-err.txt. None of these are re-reportable.
3. git log bff10a7..e45bc5d -- the two changed files — exit 0 · self-reported
Four commits, each additive and scoped to the two new files (workflow + policy). No unrelated hunks, no revert of other recent work — scope matches the stated intent exactly.
4. trace the nested heredoc that injects [tasks.review] into minimal.toml, checking $VAR vs \$VAR escaping — exit 0 · self-reported
Workflow-level vars (HOST_ALIAS, BROKER_PORT, REVIEW_MODEL, AGENT_TIMEOUT_SECONDS) are left unescaped so the outer 'Inject the review task' shell bakes them in at injection time; sandbox-runtime vars ($PWD, $BROKER_CANDIDATES, $BROKER_PORT_IN_BOX, $cand, $ANTHROPIC_BASE_URL) are backslash-escaped so they survive to run inside the sandbox later. Confirmed against this checkout's own uncommitted .minimal/minimal.toml (produced by this very review's injection step) — the expansion matches exactly what the diff implies. No injection/escaping bug.
5. check for Cargo.lock/Cargo.toml/minimal.toml changes needing a dependency scan — exit 0 · self-reported
Diff touches only .github/workflows/minimal-review.yml and .minimal/review/policy.toml. No lockfile or dependency manifest changed; the dependency-scan check does not apply.

An in-repo code reviewer that runs in a Minimal sandbox on this repo's own substrate. Draft, because the point of opening it is to look at what it does before it starts doing it on everyone's PRs.
What lands here
