Before: in live run 18 the first RED worker's selfcheck blocked "STORY_DIR unset" because Claude Code now prepends a session-context attachment line to the sub-agent transcript and budget read only the first user line for the dispatch TASK_ID. A RED worker then created a story's output.md with a bare cat >> and was blocked twice for the missing type: output frontmatter. One RED touched src/lib.rs because the supervisor's mandate told it to shim there.

After: budget reads on to the first transcript line naming a TASK_ID, and budget hook pre seeds the story's output.md with its frontmatter (story taken from init.md) before the worker's first tool call, never touching an existing file. SKILL.md's RED stage tells the supervisor that a mandate names tests/common/mod.rs as the shims' home, never a src/ path. ROADMAP M0.8 records run 18 (13/13, 21m21s, $1.03, 6 wakes, 2 plugin-source reads, 6 blocks); OVERVIEW and CHANGELOG updated.

How: a new seed_output() in plugin/bin/budget called after copy_contract on both the worker and observe paths; host_task_id keeps scanning instead of returning on the first user line. Test-first: scripts/test/budget-roles.test.py case 6 reproduces both failures (red before, 6/6 after). make ci: 58/58.

Live run 18 (v0.12.0): the first RED self-check blocked "STORY_DIR unset" because
Claude Code now prepends a session-context attachment (renderedRole "user") to the
sub-agent transcript and `host_task_id` read only the first "user" line for TASK_ID.
It now reads on to the first line naming one. A RED worker's `cat >>` then created a
story's output.md without its frontmatter and self-checked twice against it: `budget
hook pre` now seeds output.md with `type: output` (story from init.md) before the
worker's first tool call, never touching an existing file. Both covered by a new
budget-roles test case (6/6). SKILL.md: a RED mandate names tests/common/mod.rs as
the shims' home, never src/ (one gate-red-verify block per run 14–18). ROADMAP M0.8
records run 18 (13/13, 21m21s, $1.03, 6 wakes, 2 plugin reads, 6 blocks); OVERVIEW
and CHANGELOG updated.
