ci: run issue labeler on pull_request_target so fork PRs get labels - #80
The Issue Labeler fails on every pull request opened from a fork. On #68 it matched bug and documentation and then failed:
Could not add label(s) bug, documentation to issue #68
##[error]AggregateError
For pull_request events from forks, GitHub always gives the workflow a read-only GITHUB_TOKEN. The workflow's permissions: pull-requests: write cannot override that. The run history fits: fork PRs #58, #59, #60, #61 and #68 failed, while same-repository PRs (#71 and the Dependabot PRs) passed.
Fix
Trigger the PR side of the workflow on pull_request_target instead of pull_request. That event runs in the base repository's context with a token that can write labels.
This is safe for this workflow: github/issue-labeler never checks out or runs the PR's code. It only reads the PR title and description and fetches .github/labeler.yml from the base repository through the API.
Notes
pull_request_target runs the workflow file from main, so the fix takes effect only after this PR is merged. Its own labeler run still uses the old trigger.
Existing fork PRs are not relabeled automatically. Editing a PR's title or description will trigger a new run.
Updated pull request automation to run when a pull request is opened or edited. This is an internal workflow change; no user-facing product behavior is described in this update.
On pull_request events from forks, GitHub gives the workflow a read-only
GITHUB_TOKEN regardless of the permissions block, so the labeler fails
with 'Could not add label(s)' on every fork PR (#58-#61, #68).
pull_request_target runs in the base repository's context with a token
that can write labels. This is safe here: the labeler never checks out
or runs PR code, it only reads the title/body and fetches
.github/labeler.yml from the base repository through the API.

Walkthrough
The issue-labeler workflow now runs on pull_request_target instead of pull_request. The opened and edited event types remain unchanged.
The change lets fork PRs receive labels, but it adds a privileged trigger that runs a mutable action tag with write permissions. Pin the action to a commit SHA. Also confirm that an Actions event policy permits this trigger after December 2, 2026, or the labeler will stop running on all PRs.
Security architecture risk: Low · up to 2bd51
Fork pull-request runs gain write authority, but the workflow does not check out or execute pull-request code. The same action already receives equivalent authority on issue events, so the change does not demonstrably expand the repository-wide attackable scope. Existing security findings remain relevant, and the action's internal safeguards were not independently verified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The declared token authority reaches repository issue and pull-request writes and repository content reads. This authority is broader than changing a single pull request's labels, although no cross-resource misuse was demonstrated. Equivalent authority was already reachable through issue events, so the PR does not establish a larger maximum independently attackable resource scope.
Security Findings and Attack Paths
inferred — The retained findings concern privileged workflow execution and mutable action resolution. A compromised action reference could execute with the job's token authority; opening or editing a fork pull request now provides another privileged invocation route. However, opening or editing an issue already provided an external route to the same action and authority. These conditions predate the PR, and no direct pull-request-text-to-code-execution path was established.
Trust Boundaries and Controls
observed — The workflow does not check out contributor code or interpolate pull-request text into a shell command. Its sole step delegates processing to the labeler action with fixed inputs. These are meaningful controls against direct fork-code execution, but do not establish the external action's input validation or target-resource confinement.
Resilience and Maintainability Implications
observed — Opened and edited events can initiate repeated runs. The workflow declares no concurrency, rollback, cleanup, or explicit retry controls. Whether concurrent edits, interruption, or partial label updates preserve intended state remains unverified because the external action implementation was unavailable; no security consequence from these states was established.
Hardening Proposals
proposed — Pin the labeler to a reviewed immutable commit to constrain dependency drift in this write-capable workflow. Preserve the absence of pull-request checkout and direct contributor-code execution.

Pin github/issue-labeler to a full commit SHA.
The job grants issues: write and pull-requests: write, and it runs github/issue-labeler@v3.5, a mutable tag. The existing issues trigger already runs this job with the same write token for any issue event. Adding pull_request_target adds fork pull request events as another trigger. It does not add the mutable-reference exposure. If the tag moves or the action repository is compromised, unreviewed action code runs with that write token on every triggered run.
Pin the action to the full commit SHA of the reviewed release. Resolve v3.5 to its underlying commit, and keep the version in a trailing comment.

Confirm an Actions event policy before December 2, 2026.
For public repositories without an applicable event policy, GitHub's default policy blocks pull_request_target workflow runs. GitHub enforces this default on December 2, 2026. After enforcement, this labeler fails on every pull_request_target run, including same-repository PRs, not only fork PRs. The issues trigger is not affected.
To keep the labeler running, allow pull_request_target for .github/workflows/issue-labeler.yml through an Actions event policy with workflow file targeting. The default does not apply to private or internal repositories, so the impact depends on this repository's visibility.
