Hello!
After setting your inventory settings to public, you need to wait at least 15 minutes for steam to update that in your profile settings.
Once that timer expires, you should be able to place your order and retrieve your levels!
If you navigate to this page: https://www.steamlevelup.com/balance, you can see that your balance was automatically refunded to your site balance due to the previous trade failure.
All you have to do is then simply try and place another order. You will not be prompted to pay again as you already have site balance.

Hello!
You did not level up after your order because after accepting the trade, you still need to craft your badges to retrieve your xp.
1. Go to your profile
2. Click on badges
3. Click on Ready
4. Click on Craft
5. Repeat steps 3 and 4 until there are no more badges to craft
6. Log out and log back into the website to re-fresh your level
