SPECIFICATION forming part of Letters Patent No. 393,630, dated November 27, 1888.

To aZZ whom it may concern..-
Beit known that I, LEO EHELroH,of the city of St. Louis, in the State of Missouri, have invented a certain new and useful Improvement in Paper-Cutters, of which the following is a full, clear, and exact description, 4reference being had to the accompanying drawings, forming part of this specification, and in whichM Figure I is a front elevation. Fig. II is an end view. Fig. III is au enlarged detail view, and Fig. IV is a similar view showing a modiication.
My invention relates to an improvement in paper-cutters; and my invention consists in features of novelty hereinafter fully described, and pointed out in the claims.
Referring to the drawings, 1 represents a suitable base, to which ends 2 are secured.
4. represents the roller journaled in the ends 2 and upon which the paper 5 is wound.
6 represents a cross-piece secured to the to'p of the ends 2, and to the center of which a plate or bracket, 7, is secured at' 8. The plate or bracket 7 is made with an opening to receive a rack, 9, having teeth 10, which are engaged by a pawl or dog, 11, to prevent the upward movement of the rack. Secured to the rack is a plate, 13,` to the lower end of which a knife, 14, is pivoted by a pin, 15.
16 represents a spring secured to the plate 13 at one end and the other end of which bears against the knife 14 to hold it against the roll, The knife bears upon the roll of paper very nearly on top of the roll, and the result is that the end 17 of the paper is caused to bend upward to 'give an easy finger-hold when another piece of paper is wanted. As the paper is removed from the roll the knife 14 gravitates and constantly rests upon the roll.
The action of the pawl or dog 11 is to prevent the upward movement of the knife while the paper is being cut off; but it does not act to prevent the downward movement of the knife. III.
In Fig. IV is shown a slight modification, where, instead of the rack 9 having the teeth 10, it is made plain and the dog or pawl 11 is made in the form of a cam.
