FIG. 2B , thedischarge regulating plate 21 may be made from flexible silicon or the like, and may have a structure of a thick plate or the like. One and morepressure opening slits 211 may be formed at thedischarge regulating plate 21 comprising a groove type of a lower part and a through hole penetrating the thickness. And the separate receivingpart 212 may be formed at the lower part of the through hole. - If some pressure may apply from the upper part of the
tint cylinder 15, the pressure opening slit 211 may become open because of the elasticity of thedischarge regulating plate 21 to make some tint component flow downwardly. And then the tint component flows into a storing means having capillary tubes such as a fiber, cotton or the like. The storing means may be connected to the contactingbrush 163, for example the tint component can flow to the contactingbrush 163 through the pressure opening slit 211 such as a capillary phenomenon. The pressure opening slit 211 may have a shape that the upper part is a groove shape and the lower part is a shape of hole so that the tint component may flow to thetint brush 163 through the separating receiving part by the applied pressure.
