In the invention, an automatic transfer recharging mode without confirmation of the owner can be adopted, when the balance of the parking account of the owner is insufficient or the balance of the account is lower than a specified amount, the charging center (1) transfers the specified amount, such as the parking account of the owner with 200 yuan, to the bank card account used for payment of the owner through the collection center (3), and after recharging, the charging center (1) sends a short message to the mobile phone (4) of the owner through the collection center (3) and the mobile phone network (5) to inform the owner of data related to transfer recharging.
In the invention, the parking management company can cooperate with the mobile phone network (5) company, a parking account is replaced by a mobile phone account of the vehicle owner (4) in the mobile phone network (5) company, the mobile phone account is equal to the parking account, all parking fees are directly deducted from the mobile phone account of the vehicle owner, the parking fees are collected by the mobile phone network (5) company when the mobile phone call fees or service fees are collected, and then the parking fees are returned to the parking management company. The payment method using the mobile phone account to replace the parking account belongs to the protection scope of the invention.
Referring to fig. 7, fig. 7 is an illustration of steps taken by a vehicle owner to pay parking fees using the system and method of the present invention, including the following group B steps, which are steps taken to pay parking fees from the vehicle owner's parking account:

In the embodiment of fig. 7, a method of sending a short message may be used instead of the method of sending USSD information, and the present invention can be well implemented by only changing the corresponding step related to USSD sending into a short message, and the steps of using the method of sending a short message all belong to the protection scope of the present invention.
Referring to fig. 8, fig. 8 is an explanatory view of steps of a car owner for paying parking fee using the system and method of the present invention, and the step of paying parking fee directly from the bank card of the car owner, which includes the following D steps:

In the embodiment of fig. 8, a method of sending a short message may be used instead of the method of sending USSD information, and the present invention can be well implemented as long as the corresponding step related to USSD sending is changed to sending a short message.
A further improvement of the present invention is to provide a parking sensor device (2011) in the parking meter (2) for detecting the parking of the car without unpaid parking fee, referring to fig. 9, fig. 9 is a pictorial schematic diagram of the parking meter (2) with the parking sensor device (2011), and the parking meter (2) shown in the figure mainly includes: a berth charging controller (201), a communication device (202), a solar cell (203), a storage battery (204), a berth charging indicator lamp (205), an illegal parking indicator lamp (206), an illegal parking signal transmitter (207), a berth vacant signal transmitter (209) and a berth induction device (2011),
wherein, the berth induction device (2011) is an ultrasonic range finder, the ultrasonic range finding technology is utilized to detect the distance between the berthed automobile and the berth induction device (2011) so as to judge whether the automobile is berthed at the berth, when the automobile is berthed at the berth with unpaid parking fee, the berth toll collector (2) detects that the automobile is berthed at the berth from the berth induction device (2011), the berth charging controller (201) immediately dials the call or sends USSD information or sends a short message to inform the charging center (1) of the detection result, if the charging center (1) does not receive the incoming call of the number starting charging dialed by the automobile owner within the specified time (such as 3 minutes), which indicates that the possibility of illegal parking is existed, the specified illegal parking can immediately inform the telephone line of the telephone number through the collection center (3) and the mobile phone network (5), dialing the phone number of the mobile phone (202) of the parking toll collector (2), immediately hanging up after dialing, checking the phone number of the incoming call of the mobile phone (202) by the parking toll collector (2), immediately lighting an illegal parking indicator lamp (206) on the parking toll collector (2) and an illegal parking signal transmitter (207) when knowing that the incoming call is an illegal parking notification phone number, prompting managers to take action and checking and controlling illegal parking. (for example, the parking space is blocked by a steel pole, and the vehicle owner pays the parking fee and fine and then unlocks and releases the parking space)
The invention has the further improvement that an automatic card reading machine (12) is added, and the automatic card reading machine (12) can help managers to detect illegal parking and accelerate the card reading process.
Referring to fig. 10, fig. 10 is a schematic structural diagram of an automatic card reading machine (12), the main structure of the automatic card reading machine (12) shown in the figure includes a card reading machine controller (1201), a communication device (1202), a display screen (1203), a keyboard (1204) and a storage battery (1205), the automatic card reading machine (12) uses the storage battery (1205) to supply power, wherein the card reading machine controller (1201) is responsible for displaying corresponding information on the display screen (1203) according to information input by a manager on the keyboard (1204) and information received from the communication device (1202), and the communication device (1202) is generally a mobile phone and is responsible for transmitting a card reading to a billing center (1) through a mobile phone network (5).
Referring to fig. 11 and 12, fig. 11 is a schematic view of the automatic card reading machine (12), and fig. 12 is a schematic view of the automatic card reading machine (12) of fig. 11. When a manager of a parking lot finds that an automobile with unpaid parking fee is parked on the parking lot, the method adopts the following F groups of steps, namely the step of copying the cards of the illegally parked automobile by using the automatic card copying machine (12):
F1. before a manager walks to a vehicle which parks illegally, the number of the parking lot on the parking toll collector (2) is input on a keyboard of the automatic card reading machine (12), and the current date, time and the number of the parking lot are displayed on a display screen of the automatic card reading machine (12);
F2. the method comprises the following steps that a manager places an automatic card reading machine (12) beside a license plate of a vehicle parked illegally, a digital camera is used for shooting a license plate number and the display of the automatic card reading machine (12), then the automatic card reading machine (12) is hung on a parking toll collector (2), and then the display of the automatic card reading machine (12) and a bright illegal parking indicator lamp (206) on the parking toll collector (2) are shot;
F3. the manager presses a designated key on the automatic card reading machine (12) to confirm that card reading is completed, the card reading controller (1201) uses the communication device (1202) to transmit the card reading record to the charging center (1) through the mobile phone network (5), and the charging center further processes the card reading record to punish illegal parking.
A further improvement of the parking meter (2) of the present invention is that an advertisement board (2012) is added to the parking meter (2), see fig. 18, fig. 18 is an image illustration of the parking meter (2) with the advertisement board (2012 added thereto), the parking meter (2) shown in the figure is further provided with the advertisement board (2012), the advertisement board (2012) is printed with advertisements provided by advertisers and is disposed at a position 2.2 meters above the ground, the advertising revenue that can be collected by the parking management company can be provided to the advertisers, because the parking meter (2) is generally widely distributed in various places throughout the city, the addition of the advertisement board (2012) can bring considerable revenue to the parking management company.
Referring to fig. 13, fig. 13 is a schematic diagram of an embodiment of the present invention applied to parking lot charging, and the structure of this embodiment is different from the embodiment of fig. 1 and 7 in that the present embodiment does not have a parking space charging device (2), but an entrance gate (1301) and an exit gate (1302) are added, and the rest of the structure is basically the same as the embodiment of fig. 1 and 7; the main structure of this embodiment includes:
a charging center (1), a collection center (3), a vehicle owner mobile phone (4), a mobile phone network (5), a card receiving bank computer center (6), a card issuing bank computer center (7), an entrance gate (1301) and an exit gate (1302),
wherein,
the charging center (1) is responsible for recording and calculating the information such as the access gate time of all the vehicles passing in and out of the parking lot, and the like, the charging center (1) controls the gate opening operation of the entrance gate (1301) and the exit gate (1302) through the collection center (3) and the mobile phone network (5), and when the vehicles pass through the gate, the gate can be automatically closed;
the entrance gate (1301) is arranged at the entrance position of the parking lot, a communication device is arranged in the entrance gate (1301), receives an operation instruction sent by the charging center (1), opens the gate according to the instruction content, and automatically closes the gate after a vehicle passes through the opened gate, and the communication device can use a mobile phone or other wired or wireless communication devices;
the exit gate (1302) is arranged at the exit position of the parking lot, a communication device is arranged in the exit gate (1302), receives an operation instruction sent by the charging center (1), opens the gate according to the instruction content, and automatically closes the gate after a vehicle passes through the opened gate, wherein the communication device can be a mobile phone or other wired or wireless communication devices.
And, the method that the charging center (1) transmits the order information of controlling the switching-off operation to the entrance gate (1301) and exit gate (1302), can be that the charging center (1) uses the telephone line of the telephone number appointed to be used for switching-off order through the collection center (3) and mobile phone network (5), dial the telephone number of the communication device built-in of the entrance gate (1301) or exit gate (1302), namely mobile phone, hang up immediately after dialing, the entrance gate (1301) or exit gate (1302) checks the incoming telephone number is the telephone number appointed to be used for switching-off order, open the gate immediately; the charging center (1) can also send the appointed USSD information to the entrance gate (1301) or the exit gate (1302), and the entrance gate (1301) or the exit gate (1302) immediately opens the gate after checking that the source telephone number and the information content of the received USSD information are correct; the charging center (1) can also control the switching-off operation information of the entrance gate (1301) or the exit gate (1302) to be transmitted to the entrance gate (1301) or the exit gate (1302) in a GPRS data transmission mode through the GPRS communication technology of the mobile phone network (5), and the entrance gate (1301) or the exit gate (1302) immediately opens the gate after checking that the switching-off operation information is correct; in the above three methods, the operation of the control information sent from the billing center (1) to the entry gate (1301) or the exit gate (1302) is represented by "issuing an opening command" in the following description for convenience of description.

When a car owner drives the car to an exit gate (1302) and leaves a parking lot, the car owner dials a phone to open the gate by using a mobile phone (4), a charging center (1) calculates charge according to records, after the parking fee is paid by transferring money through a parking account or a bank card of the car owner, the charging center (1) sends a gate opening instruction to the exit gate (1302), the exit gate (1302) is opened to allow the car owner to drive the car to leave, and after the car drives through the exit gate (1302), the exit gate (1302) is automatically closed, wherein the bank card refers to a credit card, a debit card, a withdrawal card or a bank account and the like.
With continued reference to FIG. 13, FIG. 13 illustrates a vehicle owner using the system and method of the present invention to park a vehicle in a parking lot, wherein the following G sets of steps are taken to pay a parking fee for the parking lot from the vehicle owner's parking account:
G1. when a car owner drives a car into a parking lot before driving the car to an entrance gate (1301), a mobile phone (4) of the car owner dials a phone number consisting of a gate-in phone number and the last 4 digits of a license plate number of the parking lot, and the phone number is connected, for example, the gate-in number is 2209, the last 4 digits of the license plate number is 1668, and the dialed phone number is 22091668; or the USSD information sending method is adopted, the vehicle master mobile phone (4) dials the USSD access code of parking + the entry number of the parking lot + the last 4 digits of the license plate number, for example, the USSD access code of parking is 123, the entry number of the parking lot is 2209, the last 4 digits of the license plate number is 1668, and the dialed number is 123, 2209#1668 #; the collection center (3) finds the telephone number of the mobile phone (4) of the vehicle owner from the telephone number of the source of the calling number or the USSD information, finds the parking account record of the vehicle owner from the telephone number of the mobile phone (4) of the vehicle owner in the account system (301), finds the entry gate telephone number from the dialed telephone number or the content of the USSD information, and immediately transmits the telephone number of the mobile phone (4) of the vehicle owner, the entry gate telephone number and the last 4 digits of the license plate number to the charging center (1);

The invention has the further improvement that a binding machine (11) is added, the binding machine (11) is a short name of the credit card automatic registration binding machine (11), refer to fig. 16, fig. 16 is a structural schematic diagram of the binding machine (11), the binding machine (11) is mainly used for opening a parking account for a car owner and registering the telephone number of a mobile phone (4) of the car owner and the credit card number of the car owner; the main structure of the binding machine (11) comprises a controller (1101), a card reader (1102), a keyboard (1103), a display screen (1104), a communication device (1105) and a digital video camera (1106), wherein the controller (1101) is internally provided with a CPU and related programs, various operations can be performed on each component of the binding machine (11) according to preset programs, including reading a credit card number of a vehicle owner through the card reader (1102), receiving data input by keys of the vehicle owner through the keyboard (1103), displaying various information to the vehicle owner through the display screen (1104), transmitting the data to a collection center (3) and a charging center (1) through the communication device (1105), and recording the appearance of a person transacting a registration procedure through the digital video camera (1106).
When a car owner uses the binding machine (11) to open a parking account, the following K groups of steps are adopted, namely the step that the car owner uses the automatic registration binding machine (11) to open the parking account:

K2. the charging center (1) immediately records and stores the data such as the telephone number of the car owner mobile phone (4), the last 4 digits of the license plate number, the current time and the like, the charging center (1) cannot find the related parking account record from the telephone number of the car owner mobile phone (4), immediately sends a short message to the car owner mobile phone (4) through the collection center (3) and the mobile phone network (5) to inform the car owner, and asks the user to handle the registration procedure in the binding machine (11);
K3. before a vehicle owner walks to the binding machine (11), a credit card for paying parking fee is inserted into the card reader (1102), the controller (1101) reads data such as the card number of the credit card through the card reader (1102), then immediately records the appearance image of the vehicle owner through the digital video camera (1106), displays information on the display screen (1104), prompts the vehicle owner to input personal data related to the credit card owner on the keyboard (1103), such as the name, the identity card number, the telephone number, the address and the like of the vehicle owner, and inputs the telephone number and the license plate number of a mobile phone (4) of the vehicle owner;

K5. the charging center (1) and the collection center (3) store the credit card data of the car owner, the personal data of the card owner, the telephone number of the mobile phone (4) of the car owner, the license plate number, the appearance image of the car owner and other data, bind the telephone number of the mobile phone (4) of the car owner and the credit card number together, establish a parking account for the car owner by taking the telephone number of the mobile phone (4) of the car owner as the parking account number, and then the charging center (1) transmits the data of the telephone number of the mobile phone (4) of the car owner, the parking account number, the amount of money to be charged and the like to the collection center (3) to request for transferring;
KA, the collection center (3) finds a credit card number used for payment of a vehicle owner from a mobile phone number or a parking account number of the vehicle owner, immediately transmits the card number and a recharge amount to a card issuing bank computer center (7) through a card receiving bank computer center (6), and requests for transferring the recharge amount from the card account of the vehicle owner to a bank account of a parking lot management company;
KB. after checking the data and the account balance, the card issuing bank computer center (7) deducts money from the card account of the vehicle owner and transfers the money to the bank account of the parking lot management company, and informs the collection center (3) that the transfer is successful;
K6. the collection center (3) informs the charging center (1) that the transfer is successful, and the charging center (1) immediately charges the parking account of the car owner with the transfer amount;
K7. the charging center (1) sends a short message to the mobile phone (4) of the vehicle owner to inform the vehicle owner that the telephone number of the mobile phone (4) of the vehicle owner is bound with a credit card to establish a parking account, and the parking account is successfully transferred and recharged;
K8. when a car owner drives a car to leave a parking lot before driving the car to an exit gate (1302), the car owner mobile phone (4) dials a parking USSD access code + a parking lot exit gate number + the last 4 digits of a license plate number, for example, the parking USSD access code is 123 #, the parking lot exit gate number is 3309, the last 4 digits of the license plate number are 3388, the dialed number is 123 # -3309 #3388#, a collection center (3) finds the phone number of the car owner mobile phone (4) from the source phone number of USSD information, finds a parking account record of the car owner from the phone number of the car owner mobile phone (4), finds the exit gate number of the parking lot and the last 4 digits of the license plate number from the dialed number, and immediately transmits the phone number of the car owner mobile phone (4), the exit gate number of the parking lot, the last 4 digits of the license plate number and the like to a charging center (1);
K9. the charging center (1) finds out the entry record stored in the step K2 in the record by using the telephone number of the mobile phone (4) of the vehicle owner and the last 4 digits of the license plate number, thereby calculating the parking fee payable, and immediately using the parking fee payable in the parking account of the vehicle owner to deduct money; the charging center (1) sends a brake opening instruction to the exit gate (1302) through the collection center (3) and the mobile phone network (5), the exit gate (1302) is opened to enable a vehicle owner to drive the vehicle away from the parking lot, and when the vehicle is driven away from the parking lot, the exit gate (1302) can be automatically closed;
K10. the collection center (3) sends a short message to the mobile phone (4) of the vehicle owner to inform the vehicle owner of the parking fee and the account balance.
If the owner wants to change the bound credit card number after successfully registering the telephone number of the mobile phone (4) and binding the credit card number, the collection center (3) replaces the old record with the newly registered and bound credit card number only after successfully registering and binding the credit card number by putting the newly registered and bound credit card number in the step K3 of the embodiment, and then money is deducted from the newly registered and bound credit card account for transferring and recharging.
In this embodiment, the operation of the owner using the mobile phone (4) to send USSD messages is described as an example, but the operation of this embodiment may be changed to the operation of the owner using the mobile phone (4) to dial a traditional phone number, and similar operation methods have been described in the foregoing examples, and will not be described here. In this embodiment, since the digital camera (1106) is installed on the binding machine (11), the car owner's appearance is recorded, and if someone steals the credit card of another person to bind and register, the parking lot management company can send the recorded image of the appearance of the registered person to the police for processing. When a car owner drives in or out of the parking lot, the security video recording system of the parking lot can record the license plate of the car, and if the car owner steals the credit card of other people to be bound and registered, police can easily solve the case as long as the police start investigation from the license plate registrant of the car.
At present, most of common parking lots adopt manual parking fee collection, when a driver drives into the parking lot, a key of an entrance gate requests to open the entrance gate, a parking record card ejector beside the entrance gate can automatically eject a parking record card, the entrance gate can be automatically opened after the driver takes the parking record card, the driver drives into the parking lot, before the driver leaves the parking lot, the driver needs to take the parking record card to pay at a payment place, the parking lot gives the driver a parking card after paying, the driver puts the parking record card into the entrance gate, the entrance gate is opened, the parking record card of a part of the parking lots is the exit gate card, the paid data is written into the parking record card in the parking lot after paying, the driver can take the parking record card to eject, and the operation cost is high and the efficiency is low due to the fact that manual charging is needed.
When the system is applied to the existing parking lots, a car owner does not need to go to a payment place for payment, and can directly pay parking fees by using a mobile phone, in the aspect of setting, a payment center (3) is added, and facilities such as an original parking lot charging computer center (13), an entrance gate (1301), an exit gate (1302), an entrance gate and the like can be kept for continuous use, so that the original manual charging mode can be adopted for collecting the parking fees, and the car owner can also conveniently use the method for paying the parking fees by using the mobile phone, as long as the car owner opens a parking account in the payment center in advance, registers the phone number of the car owner (4) and the bank card number for paying the parking fees, and deposits money in the parking account in advance, such as 500 yuan, the car owner can pay the parking fees by using the mobile phone at any time and any place. Fig. 15 is a schematic explanatory view of an embodiment of the present invention applied to a parking lot, and the main structure of the parking lot shown in the figure includes:
a collection center (3), a vehicle owner mobile phone (4), a mobile phone network (5), a parking lot charging computer center (13), an entrance gate (1301) and an exit gate (1302).
With continuing reference to fig. 15, there is shown an illustration of steps taken by the owner to park the vehicle in these parking lots, including the following L sets of steps taken by the owner to park the vehicle in the parking lot:
l1, a car owner takes a parking record from an entrance gate (1301) and inserts the parking record into the gate, before the car owner leaves the car, the mobile phone (4) of the car owner dials a charging number of a parking lot, the charging number is dialed through and connected by a collection center (3), and a parking record number on a parking record card is input on a keyboard of the mobile phone (4); or the vehicle master mobile phone (4) sends USSD information to the payment center (3), wherein the USSD information comprises USSD access codes of parking lots and parking record numbers on the parking record cards, for example, the USSD access codes of the parking lots are 123456, the parking record numbers on the parking record cards are 67890, and the dialed number is 123456 67890 #; or the mobile phone (4) of the car owner sends a short message to the payment center (3), and the content of the short message is the parking record number on the parking record card;
l2, the collection center (3) finds the telephone number of the mobile phone (4) of the vehicle owner from the telephone number of the incoming call or the telephone number of the information source, finds the parking account number of the vehicle owner from the telephone number of the mobile phone (4) of the vehicle owner, and transmits the parking record number and the parking account number of the vehicle owner to the parking lot charging computer center (13);
l3, the parking lot charging computer center (13) finds the parking record of the car owner from the parking record number, calculates the amount of parking fee, deducts the parking fee from the parking account of the car owner after checking that the balance of the parking account of the car owner is correct, and stores the paid information in the parking record corresponding to the parking record number; the parking lot charging computer center (13) sends a short message to the vehicle owner through the collection center (3) and the mobile phone network (5), informs the vehicle owner of the amount of the paid parking fee and the balance of the parking account, and asks the vehicle owner to drive the vehicle out of the gate within the designated time;
l4, the vehicle drives the vehicle to an exit gate (1302) and puts a parking record card into an entrance of a card reader of the exit gate (1302) mainly within a designated time, the card reader of the exit gate (1302) reads a parking record number on the card and transmits the parking record number to a parking lot billing computer center (13);
and L5, the parking lot charging computer center (13) checks the paid information of the parking record related to the parking record number, and opens the exit gate (1302) to allow the driver to leave after the check is correct.
Furthermore, some existing traditional parking lots can be modified into modern full-automatic charging parking lots to reduce the cost of manual charging, as long as the binding machine (11) is additionally arranged on the existing traditional parking lots, and the parking record card reader-writer (1107) is additionally arranged on the binding machine (11), the full-automatic charging parking lots can be realized, and the following main structures of the full-automatic charging parking lots comprise:

Referring to fig. 17, fig. 17 is a schematic structural view of the binding machine (11) to which a parking record card reader/writer (1107) is added.
In order to realize the full-automatic charging method, firstly, an automatic charging function is added to a binding machine (11) in a parking lot, and the automatic charging function can be realized only by adding a corresponding program to a controller (1101) in the binding machine (11) and adding a parking record card reader-writer (1107) and installing the system of the invention in the parking lot. The following is a description of the steps when the car owner parks the car in the parking lots, and the steps of driving the car into the parking lots to park the car are M groups of steps as follows:
m1, a car owner takes a parking record at an entrance gate (1301) and locks the parking record into the gate;
m2, before the car owner wants to drive away, the car owner puts the parking record card into a parking record card reader-writer (1107) of a binding machine (11), and puts a credit card into a card reader (1102), the binding machine (11) reads data on the parking record card of the car owner through the parking record card reader-writer (1107), so that the parking fee to be paid is calculated, meanwhile, after the binding machine (11) reads data such as the card number of the credit card through the card reader (1102) and the like, the appearance image of the car owner is immediately recorded through a digital video camera (1106), information about the parking fee is displayed on a display screen (1104), and the car owner is asked to press a key specified on a keyboard (1103) to confirm the payment;

the short message processing system (304) is responsible for transmitting the data to the mobile phone (4) of the vehicle owner by short messages according to the data transmitted from the account system (301) and informing the vehicle owner of the related payment data and the account balance.
3. The parking meter payment system of claim 1, wherein said parking meter (2) structure comprises:
a berth charging controller (201), a communication device (202), a solar battery (203), a storage battery (204), a berth charging indicator lamp (205), an illegal parking indicator lamp (206), an illegal parking signal transmitter (207), a wireless radio frequency identification device (208) and a berth vacant signal transmitter (209),
wherein,
the berth charging controller (201) is responsible for controlling the berth charging indicator lamp (205) or the illegal parking indicator lamp (206) to be on or off and controlling the switch of the illegal parking signal transmitter (207) according to the signal received by the communication device (202);
the communication device (202) is a cell phone or pager or WiFi receiver;
the charging indicator lamps (205) are used for displaying the charging state of the corresponding berths, each charging indicator lamp (205) corresponds to one berth, and the number of the charging indicator lamps (205) on each berth charging device (2) is the same as the number of the berths corresponding to the berth charging device (2);
the illegal parking indicator lamp (206) is used for prompting a manager that vehicles are parked illegally on one or more of the corresponding berths of the berth toll collector (2);
the illegal parking signal transmitter (207) is a low-power signal transmitter, and sends an audio signal in an AM or FM broadcasting mode to prompt a manager that vehicles are illegally parked on one or more berths corresponding to the berth toll collector (2);
the radio frequency identification device (208) is a Radio Frequency Identification (RFID) device, the number of a parking toll collector is stored in the radio frequency identification device, and the number of the parking toll collector is sent out by using a radio frequency signal;
the parking space signal emitter (209) is a low power signal emitter that broadcasts a prompt audio signal through AM or FM to assist the driver in finding a vacant parking space.
4. The parking meter payment system of claim 3, wherein said parking meter (2) further comprises a billboard (2012), said billboard (2012) having advertisements provided by advertisers printed thereon and being located at a distance of 2.2 meters or more from the ground.

The berth toll collector charging system according to claim 1, wherein the berth toll collector number reader (8) structure comprises a controller (801) and an RFID reader (802), a mobile phone (803) and a display screen (804) and a keyboard (805), the controller (801) is responsible for displaying the berth toll collector number on the display screen (804) according to the berth toll collector number sent by the RFID reader (208) received by the RFID reader (802), and transmitting the received berth toll collector number sent by the RFID reader (208) to the charging center (1) through the mobile phone (803), the mobile phone network (5) and the charging center (3), and then transmitting the charging state of the berth toll collector (2) of the berth toll collector number to the controller (801) through the charging center (3), the mobile phone network (5) and the mobile phone (803), the controller (801) displays the received charging state of the parking toll collector (2) on a display screen (804) for checking by a parking manager.
6. The parking meter payment system of claim 1, wherein said parking meter (2) structure comprises:
a berth charging controller (201), a communication device (202), a solar battery (203), a storage battery (204), a berth charging indicator lamp (205), an illegal parking indicator lamp (206), an illegal parking signal transmitter (207), a berth vacant signal transmitter (209) and a berth induction device (2011),
wherein,
the berthing sensing device (2011) is an ultrasonic range finder for detecting whether a car is berthed at a berth.
7. The parking meter checkout system according to claim 1, wherein the system further comprises a binder (11) for opening a parking account for the vehicle owner and registering the phone number of the vehicle owner's cell phone (4) and the vehicle owner's credit card number;
the structure of the binding machine (11) comprises a controller (1101), a card reader (1102), a keyboard (1103), a display screen (1104), a communication device (1105) and a digital video camera (1106), wherein the controller (1101) is internally provided with a CPU and related programs, various operations can be carried out on each component of the binding machine (11) according to a preset program, the operations comprise reading a credit card number of a vehicle owner through the card reader (1102), receiving data input by keys of the vehicle owner through the keyboard (1103), displaying various information to the vehicle owner through the display screen (1104), transmitting the data to a center (3) and a charging center (1) through the communication device (1105), and recording the appearance of a person transacting a registered procedure through the digital video camera (1106).

The berth toll collector collection system according to claim 1, wherein the system further comprises an automatic card reading machine (12), wherein the automatic card reading machine (12) is structured to include a card reading machine controller (1201) and a communication device (1202) and a display screen (1203) and a keyboard (1204) and a storage battery (1205), the automatic card reading machine (12) is powered by the storage battery (1205), wherein the card reading machine controller (1201) is responsible for displaying corresponding information on the display screen (1203) according to information input by an administrator on the keyboard (1204) and information received from the communication device (1202), and the communication device (1202) is a mobile phone responsible for transmitting a card reading record to the billing center (1) through a mobile phone network (5).
