A HYDROPHILIC SURFACE-TREATED ALUMINUM PLATE IS PROVIDED WHICH COMPRISES A CORROSION RESISTANT FILM 3 AND A HYDROPHILIC FILM 4 COATED ON AT LEAST ONE SIDE OF AN ALUMINUM OR ALUMINUM ALLOY PLATE IN THIS ORDER, AND A SLOW-ELUTING LUBRICATING FILM FORMED ON THESE FILMS BY REACTION OF A WATER-SOLUBLE POLYETHER POLYOL COMPOUND WITH AN ORGANIC CROSSLINKING AGENT ADDED THERETO. IN APPLICATION OF PURE WATER ON THE SLOW-ELUTING LUBRICATING FILM, A FRICTION COEFFICIENT IS NOT MORE THAN 0. 15, AND IN APPLICATION OF WATER DROPLETS ON THE SLOW-ELUTING LUBRICATING FILM, A CONTACT ANGLE ? OF THE WATER DROPLET FORMED IS NOT MORE THAN 30 DEGREES. THE HYDROPHILIC SURFACE-TREATED ALUMINUM PLATE CAN DELAY ELUTION OF THE WATER-SOLUBLE POLYMER COMPOUND WHEN USING A WATER-SOLUBLE CUTTING FLUID, AND MAINTAIN THE GOOD HYDROPHILIC PROPERTY ON ITS SURFACE OVER A LONG TIME.
