They ask for verification AFTER taking your money which is honestly shady, at least do it upfront. I understand why they do it: the money is already out of your account so the barrier to stop the process is higher. According to their own website they ask for verification depending on payment method, region, or payment limit. All those variables are known before you transfer the money, so asking for verification after the fact is a deliberate choice.
I requested a refund. Will update.
Update: Refund has been approved and should be done within 14 days. I have raised the rating. I still feel it is sub-par because of asking verification after taking the money, hence 2 stars.

After thoroughly reading the terms and conditions on your website, I found no article regarding your obligation to request any type of identification document, nor any security related to the same matter. Therefore:
There is no European rule that generally mandates that any online payment platform or website must request identification from all users.
What does exist is a set of rules, especially regarding the prevention of money laundering (AML/CFT), that oblige certain financial entities to identify and verify the identity of their clients in certain circumstances.
The main points are:
Directive (EU) 2015/849 (Anti-Money Laundering Directive, as amended several times) obliges banks, payment institutions, electronic money institutions, and other obliged entities to implement "Know Your Customer" (KYC) measures. These measures include identifying the client and verifying their identity through documents or other reliable means.

And what about GDPR?

The collection must respect the principle of data minimization, that is, only strictly necessary data can be requested;
The platform must inform the user about the purpose, storage, and protection of this data.
What if the platform is not a financial institution?
If you are just a merchant accepting payments (e.g., an online store), there is usually no obligation under EU law to request identification from the customer. You can do so in specific situations (e.g., fraud prevention), but you will have to justify this need and comply with the GDPR.
In summary, European legislation:
does not impose a general obligation to present identification on any payment website;
imposes this verification on financial institutions and payment service providers where applicable under KYC/AML rules;
does not require the method to necessarily be the upload of an identity document, provided a legally accepted means of verification is used.

The service just works. Within the past year that I've used Rewarble I've had pretty much no issues. Somebody sends a gift card, you redeem it, you can use it for whatever. The fees do get a bit high in some places though, but that's to be expected.
