Description
Part 6 of 9 of #473. Design: docs/superpowers/specs/2026-10-11-streaming-engine-design.md (branch docs/473-streaming-engine-spec), §6.2.
- Semi-naive fixpoint per stratum over hash relations of id rows, replacing
FactStorage+seen_facts - Magic sets and stratification stay as rewrites in front of the planner

INT-020limits: 1,000 iterations and the total derived-fact limit (max_derived_factsafter max_results limits derived facts, not results: merge into max_derived_facts (v3.0.0) #553; both of today's limits if max_results limits derived facts, not results: merge into max_derived_facts (v3.0.0) #553 has not landed) - Rule queries move to the new engine
- Acceptance: a rule deriving 5M facts completes with memory proportional to the derived relation

recursiveshape at 100K/1M/10M; numbers in docs/BENCHMARKS.md). Closed by hand.
