AGENTS.md: JVM tools may ship upstream jars until #969 - #970

Conversation
maven and gradle are upstream binary distributions and nothing stages Maven Central dependencies for an offline build, so the build-from-source rule's premise does not hold for JVM tools yet. Bytecode-only tools may ship upstream release jars (upstream sha256 checked, binary_from, run on the packaged jdk); native code is not covered. #969 tracks the conversion. … jar Review fix: the exception now also requires every jar the tool loads to be in the checksum-covered artifact, so it runs offline and never fetches code of its own. Fetching for the user (a project's deps, plugins, metadata searches) stays the tool's job and is declared through `needs`. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Approving the exception. It's scoped to JVM tools, needs binary_from and the packaged jdk, and sunsets at #969. I'll leave the wording points below to your judgement:
- Native code (line 467): the text excludes "bundled
.sofiles", but kotlin-compiler.jar and pmd's jna, jline-native and kotlin-compiler-embeddable carry JNI.soresources unpacked at run time, as maven's jansi already does. Read literally, #901 and #907 don't qualify. Consider saying explicitly whether native libraries embedded in upstream jars are allowed. - "Matches the one upstream publishes": only Kotlin publishes a
.sha256. It may help to say what counts: the release-asset digest, Maven Central checksums, or a signature. - "Upstream release jar": kotlin, pmd and spotbugs ship jar distributions (launcher scripts plus jars).
- Line 458: "JVM tools are such a case" follows "only if the toolchain isn't packaged", but jdk, maven and gradle are packaged. Rephrasing as a documented exception reads more cleanly.
- Requiring a package comment that cites #969 would make the conversion batch searchable.
- Small: "when #969 lands" should be "is resolved" (it's an issue);
binary_fromcould point to an example; the PR body lists three conditions where the text has four; and #913 (JDK from source) is still a draft.

Settles the prebuilt-vs-source question for the JVM batch once, as asked in the reviews of #901, #903, #904 and #923.
Why an exception. AGENTS.md requires a build from source "when the upstream project's toolchain is available in pkgs". For JVM tools that premise does not hold yet:
mavenandgradleare themselves upstream binary distributions.A from-source jbang would be an upstream-binary Gradle downloading its whole dependency closure, which is no stronger than jbang's own sha-pinned jar. The JDK is not the gap: #913 builds it from source.
The rule added. Bytecode-only tools may ship the upstream release jar if:
binary_fromrecords it;jdkand does not fetch a JDK of its own.Native code shipped with the jars is out of scope. mvnd (#904) already justifies its GraalVM binary separately.
Exit. #969 tracks Maven and Gradle from source plus an offline Maven staging step. When those land, the batch converts together.
