ci: check only the packages and stacks a pull request changes - #936
minimal-check runs gominimal/check@v1 on every pull request, and that is min check over every package: each of the ~590 packages' standalone tests, 8-9 minutes, after a disk-free step of 1.5-3.5 minutes (runs 39302875282 and 39296026713: 563 s + 203 s, 466 s + 93 s). Nearly every PR is a one-package bump, so most of that time re-tests packages the PR cannot affect.
On a pull request the job now checks what the PR can affect. .github/scripts/ci_scope.py reads the changed files from the API and decides:
Scoped: each touched package, every package that depends on it, transitively, and the stacks that name any of those. These go to the action's packages: and stacks: inputs.
Full check, the same as before, whenever the scope can't be trusted or wouldn't be cheaper:
a file outside packages/<name>/ and stacks/<name>/ changed (workflows, scripts, minimal.toml, or a loose packages/common.ncl);
a package or stack is removed;
the files API returned fewer records than the PR's changed_files (the endpoint stops at 3,000);
more than 50 packages are in scope.
Nothing, when the PR changes only prose (*.md, legal/).
Pushes to main, the merge queue and workflow_dispatch keep the full check.
The graph is blast_radius_report.load_graph, widened to every "../<pkg>/ path in any .ncl under a package directory. Editing a shared helper therefore reaches its importers: hex0/amd64-ladder.ncl reaches 40 packages, and ca-certificates/cve-2026-111943.ncl reaches jdk-21 through jdk's helper. The blast-radius report gets the same, more conservative edges.
Why 50: it sits in the gap of the transitive-dependents distribution. 485 of 593 packages (82%) reach at most 48 others. Past that the counts climb quickly: go 57, git 73, gettext 103, then 140+, and gcc, glibc and zlib reach all 592. The wide packages are where breakage spreads, and checking 50+ of them costs most of a full run anyway.
Renames count both their old and new paths. The disk-free step is skipped only for scopes of 10 packages or fewer.
Tests:.github/scripts/test_ci_scope.py runs 11 cases against the real graph. Every case also runs the old shell logic and asserts it gets the case wrong, as a negative control. The cases are:
a gcc change reaches all subsetOf gcc callers;
the ladder helper reaches its importers through a direct edge;
a helper imported by another helper;
a rename across packages;
a rename to prose;
prose only;
a truncated file list;
a removed package;
a loose file under packages/;
a stack naming a changed package;
a leaf stays a one-package scope.
Mutating the graph back to build.ncl-only imports fails 2 cases, and dropping dependents fails 3. The tests run in the new path-filtered ci-scope test workflow.
This PR changes ci.yml, so its own minimal-check takes the full path, and the scoped path first runs for real on the next package PR.
Pull requests with changes limited to specific packages or stacks now receive checks for those areas and their dependents. Broad or uncertain changes continue to receive full checks, while changes outside packages and stacks can skip package checks.
Dependency reports now include references to shared helpers in package files, providing a broader view of package relationships. This includes helper files that import other packages.
The pull-request workflow now selects full, scoped, or no checks from changed-file metadata. A new script computes package and stack scope using dependency relationships. The dependency report scans all package .ncl files, and tests cover scope decisions.
The dependency report now scans every package .ncl file. It recognizes imports to paths within other packages.
Classify changes and validate scope .github/scripts/ci_scope.py, .github/scripts/test_ci_scope.py, .github/workflows/ci-scope-test.yml
The scope script classifies pull-request changes as full, scoped, or none. For scoped changes, it includes touched packages, their transitive dependents, and stacks that reference those packages. Tests cover exclusions, renames, missing paths, scope limits, and dependency reachability. A workflow runs the scope tests when relevant files change.
Select and run CI checks .github/workflows/ci.yml
The workflow fetches pull-request file metadata and passes it to the scope script. It runs scoped checks for scoped results, full checks for full results, and skips checks for none results. Cleanup runs only when checks are needed and
8000
the scoped package count is not small. Pushes, merge-queue events, and manual dispatch use the full-check path.

The title "ci: check only the packages and stacks a pull request changes" matches the main change. The PR makes pull-request CI scope checks to touched packages, their dependents, and related stacks, and falls back to a full check in other cases. The title is short, specific, and uses a conventional commit prefix. It does not cover the fallback rules or the disk-space cleanup change, which is expected for a title.

`minimal-check` ran `min check` over every package on every pull request:
each of the 590 packages' standalone tests, 8-9 minutes, after a disk-free
step of 1.5-3.5 minutes (runs 39302875282 and 39296026713: 563 s + 203 s,
466 s + 93 s). Nearly every PR is a one-package bump, and buildbot already
builds that package for the same PR.
On a pull request the job now reads the changed files from the API and
checks only the packages and stacks they belong to, by name, through the
action's `packages:` and `stacks:` inputs; the disk-free step is skipped,
since a scoped check materializes a handful of packages. A PR that touches
anything outside packages/ and stacks/ (the workflows, minimal.toml) still
takes the full check, and one that changes only prose runs nothing. Pushes
to main, the merge queue and dispatch keep the full check, so a bump that
breaks a dependent's tests is still caught there, before the next release
aggregate.

Cheaper CI is a good goal, but the scoped mode drops the coverage of packages that depend on a changed package, and nothing later in the pipeline blocks the merge.
1. Dependents of a changed package aren't checked (ci.yml:43-44, 68-74). The scoped check receives only the directories the PR touched. If a PR renames gcc's libstdcpp output, the check covers gcc and passes, and "minimal build" builds only gcc. Meanwhile 136 subsetOf gcc callers break with nothing red on the PR. "Still caught on main" is true only after merge: the sole required check on main is "minimal build", so the merge queue's full minimal-check is advisory and the breakage lands. Options:
(a) Add transitive dependents to the scoped list. load_graph and transitive_dependents in .github/scripts/blast_radius_report.py already do this, though IMPORT_RE would also need to match ../hex0/amd64-ladder.ncl.
(b) Fall back to the full check when a changed package has more than N dependents.
(c) Make minimal-check a required check.
(a) or (b) plus (c) closes the gap. The cost is small: 392 of 590 packages have five or fewer dependents. The expensive ones (gcc, glibc, openssl, python, zstd reach everything) are exactly where breakage happens.
2. Shared helpers inside a package directory scope to that one package (ci.yml:43). 41 packages import packages/hex0/amd64-ladder.ncl, and 208 depend on hex0, but editing only that file checks just hex0. Any .ncl under packages/<x>/ other than build.ncl should trigger the full check, or be covered by the fix for #1.
3. Renames ignore the old path (ci.yml:39; open CodeRabbit thread). Moving packages/foo/patch to packages/bar/patch checks only bar. Renaming stacks/x/stack.ncl to stacks/x/NOTES.md is classified as prose. Use --jq '.[] | .filename, (.previous_filename // empty)'.
4. The 3,000-file API cap is still unhandled (ci.yml:39). The reply on that CodeRabbit thread looks like it was pasted from the README thread. Compare the number of filenames returned with the PR's changed_files, and fall back to the full check when they differ.
5. Deleted packages and stacks are passed to the check by name (ci.yml:43-44). This may fail on a missing directory, and either way the packages that still import the deleted one go unchecked. Send status == "removed" to the full check.
Smaller:
A loose file directly under packages/ or stacks/ (e.g. a future packages/common.ncl) matches neither pattern and gets mode=none. Exclude only ^(packages|stacks)/[^/]+/ from "other".
Add pull-requests: read explicitly. Top-level contents: write implies none, and the files API only works today because the repo is public.
Prose-only PRs show a green minimal-check without running anything. That's fine, just be aware of it.
What looks good: no injection risk (pull_request, inputs via env:), fork PRs work, the merge-base diff comes from the API so shallow clones are fine, push/merge-queue/dispatch still run everything, and workflow/script/minimal.toml changes take the full path. Note that the scoped path hasn't actually run on this PR, since editing ci.yml forces the full check.
Review fixes. The scope step moves into .github/scripts/ci_scope.py:
- A scoped check covers each touched package and every package that
depends on it, transitively, plus the stacks naming any of those.
- The graph (blast_radius_report.load_graph) now takes every "../<pkg>/"
path in any .ncl under a package directory, so shared helpers such as
hex0's amd64-ladder.ncl reach their importers.
- It falls back to the full check over 50 packages. That is the gap in
the dependents distribution: 485 of 593 packages reach at most 48.
- It also runs the full check when the files API returned fewer records
than changed_files, when a package or stack is removed, or when any
file sits outside packages/<name>/ and stacks/<name>/ (loose files too).
- Renames count both paths.
- pull-requests: read is now explicit.
- The disk-free step is skipped only for scopes of 10 packages or fewer.
test_ci_scope.py runs the decision against the real graph, with the old
shell logic as a negative control in every case. It runs in a new
path-filtered workflow.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Thanks @norrietaylor, this was the right call. c62f076 (after merging main in 3da2c36) moves the decision into .github/scripts/ci_scope.py:
Dependents: done as (a) plus (b). The scoped list is the touched packages plus transitive_dependents of each, using load_graph, plus any stack that names one of them. Above 50 packages it falls back to the full check. 50 sits in the gap of the distribution: 485 of 593 packages reach at most 48 others, then go 57, git 73, gettext 103, 140+. A gcc output rename now takes the full path. (c) is a branch-protection setting, so I've left that to the maintainers. I agree it's what makes this airtight.
Shared helpers:IMPORT_RE now matches any "../<pkg>/ path, and load_graph reads every .ncl in a package directory, not only build.ncl. hex0/amd64-ladder.ncl therefore gives its 40 importers a direct edge to hex0, and a helper importing a helper is covered: ca-certificates/cve-2026-111943.ncl reaches jdk-21 through jdk's helper. Of the 40, 39 had no direct hex0 import and reached it only through the stage0 chain. The test asserts the edge itself, so the chain can't hide a regression.
Renames:previous_filename is classified too. A cross-package move checks both packages, and stack.ncl → NOTES.md checks the stack.
3,000-file cap: if the record count differs from changed_files, it runs the full check. You were right that my earlier reply on that thread was the README one pasted in the wrong place; sorry.
Removed packages and stacks: if a touched packages/<x>/ has no build.ncl in the merge checkout, or a stack no stack.ncl, it runs the full check. I keyed this on the directory rather than on status == "removed", because version bumps routinely delete a patch file, and that alone shouldn't force the full run. Any package that referenced the deleted file has an edge to its directory, so it is still in scope.
Smaller:
Loose files: only ^(packages|stacks)/<name>/ counts as scoped, so packages/common.ncl runs the full check.
pull-requests: read is now explicit.
Prose-only PRs still run nothing, as noted.
The disk-free step now runs for any scope over 10 packages.
test_ci_scope.py covers each of these against the real graph, with the old logic as a negative control in every case. It runs in the new ci-scope test workflow. The PR body has the threshold data and a dry run against #971, #957, #918, #968 and #948.
A tests/<name>/ directory is a self-contained min project with its own
[upstream] pin (AGENTS.md "Tests", #976); mip never evaluates it as a
package, so editing it cannot break one. It previously counted as a file
outside packages/ and stacks/ and forced the full check. A loose file
directly under tests/ is not a project and still runs everything.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
One more scoping fix, in 74ccb69 (on top of a merge of main, ed5dd54):
tests/<name>/ now scopes to nothing, like prose.#976 adds tests/tls-trust/, a self-contained min project with its own [upstream] pin, under the new AGENTS.md "Tests" convention. mip never evaluates it as a package, so an edit there can't break one. Before this change, any file under tests/ counted as "outside packages// and stacks//" and forced the full check.
tests/<name>/… only: mode none.
tests/<name>/… plus a package: that package's normal scope.
A loose file directly under tests/ (not a project directory) still runs the full check.
Three new cases in test_ci_scope.py cover these. On the pre-change ci_scope.py the two behaviour cases fail and the other 12 pass; with the change, all 14 pass (python3 -I .github/scripts/test_ci_scope.py).
The reason will be displayed to describe this comment to others. Learn more.
Checked the head against each point in the earlier change request: transitive dependents are now in scope with a 50-package fallback to the full check, every .ncl in a package directory feeds the graph so shared helpers reach their importers, renames count previous_filename, a truncated file list and a removed package or stack both force the full check, loose files under packages/ force it too, and pull-requests: read is explicit. Pushes, merge queue and dispatch still run the full check, and the scoped inputs match gominimal/check's packages/stacks interface. Making minimal-check a required check (option c) is still a branch-protection decision outside this PR.
The reason will be displayed to describe this comment to others. Learn more.
Re-checked the head (74ccb69) against my earlier change request. Every point is addressed. I verified this locally on a worktree of the head: test_ci_scope.py passes (14 cases), and I ran ci_scope.py against some synthetic file lists:
packages/jdk/cve-2026-111943.sh scopes to jdk plus its 19 dependents and the gradle, maven and reveng stacks.
packages/hex0/amd64-ladder.ncl reaches 213 packages, so it falls back to the full check.
A stack-only change scopes to that stack.
A leaf bump scopes to the one package.
A tests/<name>/ edit checks nothing.
I found no reference that IMPORT_RE misses: no "../../ paths, and no package that names another package by a bare string. A stack-only scope sends packages empty, and gominimal/check's check.sh then runs only mip check --stacks, which is correct. Push, merge_group and dispatch leave mode unset, so they take the full check and the disk-free step.
The remaining exposure is outside this diff. minimal-check is still not a required check on main, so a scope that comes out too narrow is caught only after merge.
…nt names tests/ (review)
A package can ship a .md ({ file = "NOTES.md" } | Local, or read from
build.sh), so an edit to one alone no longer scopes to "none". Prose is now
*.md outside packages/ and stacks/, plus legal/. The ci.yml comment also
names tests/<name>/ projects, matching ci_scope.py since 74ccb69.

test_helper_imported_by_a_helper asserted mode == scoped under the default
50-package cap, but ca-certificates' dependents passed 50 once node and
node-lts gained it, so on the merge ref decide() fell back to full and the
test failed (CI run 41112667253). Reachability is now checked with

Resolve imports relative to each scanned file.
If packages/consumer/helpers/extra.ncl imports ../../dependency/build.ncl, IMPORT_RE does not match it. The recursive scan includes extra.ncl, but the graph omits consumer as a dependent of dependency. A later dependency PR can therefore skip the consumer check. Resolve matched import paths against f.parent before identifying their package, and add a nested-helper regression case. Nickel resolves nested imports relative to the importing file. (docs.rs)
