What

A host_ip box with a GitHub grant and no egress section can now start.

  • BEP-008: a host_ip box with no egress section passes. A declared section still has to list every GitHub host, so a deny-all box is still refused.
  • BEP-022: that box registers the GitHub module's hosts with the proxy as its declared egress. It lists no names, so an empty registration would refuse the hosts it is meant to reach.
  • Spec: both rules are sub-requirements in spec 24, each with its own test.

Why

On a Mac VM host at fd6679a7, this box could not start in any shape:

Box Refusal
No GitHub hosts in egress BEP-008: This box declares a GitHub grant, but its egress does not allow: github.com, api.github.com, uploads.github.com, codeload.github.com.
The four hosts as --allow-dns-hosts NET-079: with --network host_ip this machine can only block all network access; it cannot apply these rules: allow_dns_hosts.

So BEP-087 and the three cases from #3095 could not pass on main. Those cases stop at the NOT RUN gate without E2E_BEP_PRIVATE_REPO, which is why this stayed hidden.

An absent egress section on host_ip is allow-all, so the box can reach what BEP-008 protects. NET-079 stays as it is: the classifier cannot enforce names.

Scope

  • bep_hi_seed declares no egress, so the three cases need no script change.
  • BEP-036 has the same shape for store references on a host_ip box. It is left alone, because BEP-087 covers GitHub grants only.
  • The rule depends on the mode, not the host kind. On a host with no VM, BEP-017 still refuses the default steering for such a box, and BEP-085 says the upstream is not in effect there. I read that path but did not run it.

Verification

  • just test: 1653 passed, including the widened prop_grant_host_set_outside_egress_is_exit_3 and the new host_ip_grant_box_with_no_egress_section_reaches_the_github_hosts.
  • just minimal-cli builds and just fmt-check is clean.
  • Not run locally: host_ip_grant_box_with_no_egress_section_registers_the_github_hosts, because the minimal tests do not build on macOS. CI runs it.
  • Not run: the three live cases. BEP-087 stays open until they pass on the macOS lane.
  • just lint-prose on the spec goes from 703 errors and 357 warnings to 709 and 358. The errors I read in the new lines are the verify word and test names, which every existing verify line also trips.

Summary by CodeRabbit

  • Bug Fixes
    • Host-network boxes with a GitHub grant and no egress policy can access the GitHub hosts they need.
    • An explicitly configured egress policy—including an empty allow-list—still requires GitHub hosts to be listed.
    • For host-network boxes without an egress policy, the GitHub module’s hosts are registered with the proxy as declared egress.

BEP-008 read only egress.allow_dns_hosts, so it refused a host_ip box
that declares a GitHub grant and no egress section, although that box
is allow-all. Listing the hosts does not help: NET-079 refuses a name
rule on a host-address box. No shape of the box could start.

BEP-008 now passes a host_ip box with no egress section. A declared
section still has to list every host, so a deny-all box is still
refused. Such a box lists no names, so it registers the GitHub module
hosts with the proxy, or BEP-022 would refuse them.

Walkthrough

Host-network boxes without an egress section now admit every name. For boxes with a GitHub grant, request construction supplies the GitHub module’s hosts as proxy egress. The BEP-008 checks, tests, and specification reflect these rules.

Changes: GitHub grant egress

Layer / File(s) Summary
Define egress admission
crates/boxes/src/core/bep.rs, docs/specs/24-spec-box-egress-proxy/24-spec-box-egress-proxy.md
A host-network box with no egress section admits every name and bypasses the BEP-008 refusal for missing GitHub hosts. Tests cover this case, a declared empty allow-list, and an own-IP box without an egress section. The specification records the admission rule.
Construct and specify proxy egress
crates/minimal/src/cmd/boxes/create.rs, docs/specs/24-spec-box-egress-proxy/24-spec-box-egress-proxy.md
When a GitHub grant is present and the network/egress policy admits every name, request construction uses the GitHub module’s hosts for proxy egress. Otherwise, it uses configured DNS hosts or an empty list. Tests and the registration requirement cover these behaviors.

Full details: Title check

Explanation

The title "fix(bep): let a host_ip grant box with no egress section start" follows the Conventional Commit form and names the main change. The raw summary shows the BEP-008 check now skips missing-host refusals for host-network boxes with no egress section, and the proxy registers the GitHub module host set for such boxes. The title matches that behavior change, and the title is specific enough for a teammate scanning history.

Full details: Description check

Explanation

The description follows the repository template. It has a Summary-style section ("What" and "Why") that explains the change and the reason for it. It has a Testing section that lists the commands run, their results, and the items not run locally, with output counts as evidence. The Checklist is not addressed explicitly: the spec file change covers the docs-update item, but the description does not state whether a BREAKING CHANGE footer applies. The template also asks for linked issues (Refs/Closes); the description does not link one, though it references PR #3095 and BEP-087. These gaps are minor and do not make the description incomplete.

Full details: Docstring Coverage

Explanation

Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 4 functions across 2 files. LOW · correctness · confidence 0.50 · in store_refusals

Only the GitHub check (BEP-008) gets the new exemption. store_refusals (BEP-036) still builds its allowed list from egress.allow_dns_hosts alone. A host_ip box with a store grant and no egress section is still refused for hosts it can reach. A box with both a GitHub grant and a store grant also registers only the GitHub hosts in proxy_egress. Decide whether the same rule applies to store grants, and pin the answer with a test.

What the reviewer checked

bep.rs:1215 let allowed = egress.and_then(|e| e.allow_dns_hosts.as_ref()).map(...).unwrap_or_default(); no egress_admits_every_name call in store_refusals

Finding:
Only the GitHub check (BEP-008) gets the new exemption. `store_refusals` (BEP-036) still builds its allowed list from `egress.allow_dns_hosts` alone. A `host_ip` box with a store grant and no `egress` section is still refused for hosts it can reach. A box with both a GitHub grant and a store grant also registers only the GitHub hosts in `proxy_egress`. Decide whether the same rule applies to store grants, and pin the answer with a test.

First verify this against the code yourself. It is model output and
may be wrong. If it is wrong, or the tradeoff was deliberate, say so
and change nothing.

Checked against the code. Both halves are accurate, and the first is deliberate here.

  • Store references: store_refusals (BEP-036) still reads allow_dns_hosts alone, so a host_ip box with a store reference and no egress section is refused. The owner approved the BEP-008 and BEP-022 change for GitHub grants, because BEP-087 covers those. The PR's Scope section records this. Changing BEP-036 is a separate spec decision.
  • A box with both grants: proxy_egress cannot leave out a store host today. That box hits the same BEP-036 refusal first, so it never reaches registration.

If BEP-036 gets the same rule later, proxy_egress must add the store upstreams too.

No change in this PR.
