feat(release): ship a signed, notarized bep beside minvmd on macOS - #2792
T101 of epic #1501. The macOS release now ships the Box Egress Proxy. It is built with the GitHub App's client secret, signed with the Developer ID, notarized, and installed beside minvmd.
A new step builds cargo build --release --locked -p bep --bin bep. MINIMAL_GITHUB_APP_CLIENT_SECRET is scoped to that step, the same way the min build step does it. Without the secret, a browser-flow sign-in cannot renew at the proxy.
The binary is renamed bep-macos-arm64.
It is signed with the Developer ID (hardened runtime, timestamp, no entitlements) and its signature is verified.
It goes to the notary with the other submissions.
It is uploaded as the bep-macos-arm64 artifact.
The job timeout goes from 60 to 75 minutes to cover one more build and one more notary submission.
scripts/stage-release.sh: a new bep|darwin|arm64|file|bin/bep|bep-macos-arm64 row. minvmd looks for bep beside its own binary (resolve_bep_binary, crates/minvmd/src/cmd/run.rs), so an installed minvmd now finds the proxy. There is no Linux row, because the proxy runs only on macOS.
scripts/install_test.sh: a new case, bep_installs_beside_minvmd. It reads the real component table and checks that bep stages at bin/bep beside bin/minvmd on darwin/arm64 and nowhere on Linux. It then installs a darwin manifest with both rows and checks that bep lands in bin/, is executable, has its quarantine attribute stripped, is recorded, and is reported in the installer output.
Not changed:smoke-macos-arm64 still assembles its layout without bep. Adding it would start the proxy on the shared signing Mac and write keys to that runner's login keychain. That needs a separate decision.
Needs a code owner
This edits .github/workflows/, which is frozen and gated by code owners. The plan marks this task executor: human for that reason.

The release path itself (signing, notarization, upload) runs only on the signing runner. It is proved by the first nightly after merge. To check that build:

irm the release lists bep-macos-arm64.
Run codesign -dv --verbose=2 bep-macos-arm64 and check that it shows TeamIdentifier=3G47C5HY64.
Run spctl -a -vv -t install bep-macos-arm64 and check that it reports Notarized Developer ID.
macOS ARM64 releases now include the bep executable alongside minvmd. It is signed, notarized, and installed as an executable; Linux releases remain unchanged.
Installation reports the status of bep and handles macOS quarantine checks for it.
The macOS release job builds `bep` with the GitHub App's client secret,
renames it `bep-macos-arm64`, signs it with the Developer ID beside
minvmd, notarizes it and uploads it. stage-release.sh stages it at
bin/bep, beside bin/minvmd, where minvmd looks for the proxy. The job's
timeout grows from 60 to 75 minutes for the extra build and notary
submission.
just test-installer bep_installs_beside_minvmd reads the release's
component table and installs a darwin manifest with both rows.

Walkthrough
The macOS arm64 release now builds, signs, verifies, notarizes, and uploads bep. Release staging places it at bin/bep, and an installer test checks that it installs beside minvmd.
Changes: macOS arm64 bep release
Layer / File(s)
Summary
Build and publish the signed bep artifact .github/workflows/release.yml
The macOS release job builds bep with the GitHub App client secret, signs and verifies the renamed binary, requires notarization acceptance, and uploads the artifact. The job timeout increases to 75 minutes.
Stage and test the installed bep binary scripts/stage-release.sh, scripts/install_test.sh
Release staging maps bep-macos-arm64 to bin/bep for macOS arm64. The installer test checks that bep installs beside minvmd and verifies its executable status, hash, quarantine removal, install record, and reported status.

The new macOS bep release is signed and notarized, but nothing confirms it starts on a stock Mac with non-exportable keys. If it does not, the shipped binary fails at first startup. Run the signed binary on a disposable macOS account and fix key generation before promoting the artifact.

Explanation
The title follows Conventional Commit form (type(scope): summary), is imperative and lower-case, and names the main change: a signed, notarized bep binary shipped beside minvmd in the macOS release. It matches the changeset, which adds bep to the macOS arm64 release workflow, staging script, and installer test.
Full details: Description check
Explanation
The description follows the repository template. It has a Summary section that explains the change and links epic #1501 and issues #2770 and #2498 via Closes lines. It has a Testing section with a results table and manual verification steps for the signing runner. The Checklist section is not visible in the description: it has no docs-updated item and no BREAKING CHANGE footer statement. The description also includes extra sections (key-custody probe, code owner note), which the template does not require. The template's checklist items are missing or unaddressed, but the required sections are substantively complete.

Explanation
The changed workflow steps, staging row, timeout update, and installer test support the release and installation objectives in #2770 and #2498. The test changes verify the new component behavior. No unrelated change is demonstrated.

Explanation
The changes satisfy the coding requirements in #2770. The workflow builds bep with MINIMAL_GITHUB_APP_CLIENT_SECRET, renames it to bep-macos-arm64, signs and verifies it, submits it for notarization, and uploads it. scripts/stage-release.sh and bep_installs_beside_minvmd cover macOS arm64 installation. However, #2498 also requires scripts/dist-build.sh to build bep beside minvmd for every release target. This pull request changes only the macOS arm64 release path and adds no Linux or other target coverage.
Resolution
Implement the remaining #2498 release-target coverage, including bep builds and staging beside minvmd for each supported target, or revise the active issue requirements before merging this scoped slice.
