fix(switch): raise the outbound tcp connect bound so a burst of connections stops timing out - #2184

…ctions stops timing out A box on a VM-backed host could not open more than roughly 120 to 170 outbound TCP connections within a few seconds: the rest hung and timed out. All box egress leaves through the pinned gvproxy switch, and gvproxy v0.8.9 builds its TCP forwarder with a fixed bound of 10 connection attempts in flight. Each attempt holds its slot while the switch dials the remote host, and a SYN that arrives with every slot taken is dropped, so the guest retransmits on its backoff and the tail of a burst misses its connect timeout. gvproxy v0.9.0 makes the bound configurable, so: - bump the pin in vendor/gvproxy/gvproxy.lock to v0.9.0, with the digests upstream publishes in the release's sha256sums (each checked against the downloaded asset); - render `tcpMaxInFlight: 512` and `tcpConnectTimeout: 30` under `stack:` in the switch configuration. v0.9.0's own default is 128, which a few hundred parallel connections still exceed; - make scripts/fetch-gvproxy.sh keep a binary already at the destination only while it matches the pin, and have `just gvproxy` always call it. The recipe used to skip the fetch whenever any executable was there, so a checkout that had fetched v0.8.9 would keep running it: the VM harnesses then fail their digest check, and `just up` boots the old switch, which ignores the new keys. The download now lands beside the destination and is renamed over it; - record the new version in NOTICE and docs/internal/licensing.md. Measured against the real binaries on a private switch socket, with a switch client that holds N dials open at a host listener that never accepts and then opens one more connection: v0.8.9 drops the extra connection with 60 dials held, v0.9.0 without the keys admits it at 60 and drops it at 300, and v0.9.0 with this configuration admits it at 300. No change is needed for a leftover switch socket. v0.9.0 stops removing existing files before it listens on some unix sockets, but the `-listen unix://` path this tree uses never removed one in v0.8.9 either (both versions exit with "address already in use"), and both supervisors already unlink the socket before they spawn the switch.

unsafe-libyaml is archived upstream with no maintained release. It is reached only through nickel-lang-core's non-optional serde_yaml dependency, so no version bump clears the advisory. (cherry picked from commit 4d0ffdf)

What
Bumps the vendored gvproxy from v0.8.9 to v0.9.0 and sets its outbound TCP dial bound.
Why
v0.8.9 allows 10 outbound TCP dials in flight at the switch. A burst of connections from boxes queues behind that bound and the extra connections time out after about 20 s (150 concurrent gives roughly 120 that connect). v0.9.0 makes the bound configurable.
Changes
vendor/gvproxy/gvproxy.lock: v0.9.0 and the three platform digests, computed from the release assets and equal to upstream'ssha256sums.crates/switch:stack.tcpMaxInFlight: 512andstack.tcpConnectTimeout: 30in the generated config, with a unit test.crates/minvmd/src/net.rs: the config test asserts both keys.scripts/fetch-gvproxy.sh,justfile: an already-fetched binary is kept only when it matches the pin, so a checkout that fetched v0.8.9 moves to v0.9.0.NOTICE,docs/internal/licensing.md: version string.Verification
just teston macOS:1159 tests run: 1159 passed, 21 skipped.just test-one gvproxy_config -p switch: 1 passed.just test-vm,just e2e, and a burst from a real box. These need to pass on the VM lanes before merge.v0.9.0 behaviour changes to review
A leftover switch socket is handled the same in both versions on the
-listen unix://path, and the callers already remove a stale socket before spawn, so no unlink is added.Summary by CodeRabbit
