A stable semver promotion always publishes the draft GitHub Release again, which creates the v<semver> tag. The opt-in input is now publish_packages. promote.yml passes it to publish-packages.yml, where it gates publish-aur and publish-brew. Those two publishers have not run against a real release yet.
The stable promotion publishes the draft GitHub Release and creates the vX.Y.Z tag. Only the AUR and Homebrew publishers wait for publish_packages, matching the reworked input in #1695. Step 7 runs them by hand until both have worked for a real release.

publish-release refused a release that was already public, which made the promotion impossible to re-run. So the AUR and Homebrew packages could not be published after the fact, and a rollback to an older stable flipped the channel and then failed. It now leaves a public release as it is and hands its version to the package publishers. It does this only when the vX.Y.Z tag exists and sits on the commit the release targets. A tag-first 0.5.x release targets a branch name, so its tag is trusted with a notice. A re-run does not pass --latest, so a rollback never takes the Latest badge from a newer release.
A re-run with publish_packages=true now leaves the public GitHub Release as it is and publishes the AUR and Homebrew packages, per #1695. Step 7 uses that, with the manual publishers kept as the fallback. The rollback section warns to keep publish_packages off.

…eption Resolve the release tag as refs/tags/v<semver>, so a branch with the same name never stands in for a missing tag. Trust a branch-valued release target only for the tag-first 0.5.x releases; any later public release must target a commit, and its tag must sit on it.

…1696) * docs(release): lead the pipeline doc with the stable release runbook Put the stable release sequence first, state the artifact test policy with a coverage table, and rewrite the reference sections in short, Vale-clean prose. * docs(release): publish in a separate opt-in promotion run * docs(release): use the step-2 branch and mark the mip test gap Steps 3 and 4 dispatch on the branch step 2 chose, main or release/X.Y.Z, and step 8 deletes the release branch only when one was pushed. The test table gives mip its own gap row, since no smoke runs it, and names the macOS switch gvproxy-min as it installs. * docs(release): pin dispatches to a release branch and add publish recovery Step 2 always pushes release/X.Y.Z, since a dispatch on main builds whatever main points at when each run starts. Step 7 covers a publish job that fails after making the release public, where a re-run cannot get past the already-public check. The installer row says the lane runs on PRs that change the scripts, not every PR. * docs(release): publish the GitHub Release on promotion, packages by hand The stable promotion publishes the draft GitHub Release and creates the vX.Y.Z tag. Onlypublish-aurandpublish-brewnow also needpublish_packages.**Publish AUR + Homebrew (stable semver only):**), passed viaenvlikeoverride_provenance, so approvers see what they are approving. Why
The AUR and Homebrew publishers have never run against a real release. This lets 0.6.0 go to
stablewith its GitHub Release and tag, without betting the promotion on those two publishers. To publish the packages later, run the promotion again for the same version with
publish_packageschecked.publish-releasenow leaves an already-public release as it is. It first checks that thevX.Y.Ztag exists and sits on the commit the release targets; a tag-first 0.5.x release targetsmain, so its tag is trusted, with a notice. A re-run does not pass--latest. The same change stops a rollback to an older stable from failing after the channel flip.Notes
