Summary

scripts/next-version.sh detected a breaking change (a ! after the type, or a
BREAKING CHANGE: footer) on any commit and rendered it first in the release
notes, but only a feat moved the bump level. A fix(lcache)!:, or a fix:
carrying a BREAKING CHANGE footer, therefore derived a patch, so a breaking
change could ship as a patch release.

Breaking changes now bump the minor under any type while the project is 0.x,
and NEXT_VERSION_ALLOW_MAJOR=1 still turns them into the major. --check
names the breaking commits that drive a minor when no feat does.

This branch replaces the git-cliff release-notes rewrite that was reviewed here
earlier. That approach added a network fetch to the test and release jobs,
re-verified and re-extracted the pinned binary on every run, and moved the bump
rule into a sed edit of cliff.toml. The bump fix was the part worth keeping,
so the branch now carries only the fix.

A second commit ignores RUSTSEC-2026-0292 in deny.toml: a new
imbl-sized-chunks advisory that the live RustSec DB trips on for every open
PR, with no in-tree upgrade path (nickel-lang-vector pins out the fixed
0.2.0).

Testing

  • scripts/next-version_test.sh: 62 passed, 0 failed. Two new cases isolate a
lone fix!: and a footer-only fix:, each deriving 0.7.0 from a v0.6.0 base
where the old walk derived 0.6.1.
  • just test-shell: all harnesses pass.
  • just check-version on this tree: passes.
  • shellcheck scripts/next-version.sh scripts/next-version_test.sh: clean.

Not run locally: cargo deny check (the sandbox's cargo registry is read-only).
CI verifies it.

Checklist

  • Docs updated if behavior changed
  • BREAKING CHANGE: footer present if this is a breaking change

Summary by CodeRabbit

  • Release Versioning
    • Breaking changes now require a minor version bump during the 0.x/alpha phase, regardless of commit type. Major bumps remain available when explicitly enabled.
    • Version checks now identify the commits driving a required bump, including breaking changes that require a minor bump.
  • Documentation
    • Updated release guidance to reflect the 0.x breaking-change versioning policy.

📝 Walkthrough

Walkthrough

Breaking changes under any commit type now require a minor bump under the 0.x/alpha policy. When major bumps are enabled, breaking changes require a major bump. The version-check diagnostic and regression tests now account for these rules.

Changes

0.x Version Bump Rules

Layer / File(s) Summary
Breaking-change bump policy
Cargo.toml, docs/internal/release-pipeline.md, scripts/next-version.sh, scripts/next-version_test.sh
Release comments and documentation state that breaking changes require a minor bump under 0.x. The test harness describes the same rule.
Bump derivation and diagnostics
scripts/next-version.sh, scripts/next-version_test.sh
The script raises the bump level for breaking changes and identifies the commits driving the required bump. Regression tests cover bang and footer-only breaking fix commits, including --check results and diagnostic grouping.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; 1 finding(s) above severity 'nit' rule out APPROVE.

Scope matches the title: the diff is exactly the release-notes rewrite — new cliff.toml, scripts/git-cliff.sh wrapper, vendor/git-cliff/git-cliff.lock, the next-version.sh derivation swap, test updates, plus comment-only touches to release.yml/Cargo.toml and one doc paragraph. Nothing extraneous. Clobber none: git log on scripts/next-version.sh shows this commit stacked directly on #1375's work with no reverts. Correctness verified end-to-end without building anything: the pinned git-cliff v2.14.1 tarball's SHA-512 matches the lock and I cross-checked the lock digest against the upstream .sha512 sidecar (identical); all 54 harness cases pass with that exact binary; --check passes on this tree (0.6.0 satisfies the 41 commits since v0.5.4, minor bump); the real-repo notes render 41 bullets matching the header count with correct section order and no mis-grouping. The empty-range case is correctly special-cased for the version derivation and renders benignly for the notes. One finding: two comments in the new cliff.toml attribute mechanisms to git-cliff that the pinned binary does not exhibit (trim and breaking_always_bump_major). Not checked: a live release run (needs the release pipeline), and nothing here was compiled.

What ran

8 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. GIT_CLIFF_BIN=/tmp/gcverify/git-cliff-2.14.1/git-cliff bash scripts/next-version_test.sh — exit 0 · self-reported

All 54 harness cases pass against the pinned git-cliff v2.14.1, including the GA-switch, prerelease-tag, unmerged-branch and footer cases.

2. GIT_CLIFF_BIN=... scripts/next-version.sh --check — exit 0 · self-reported

Real tree: 'package.version 0.6.0 satisfies the 41 commit(s) since v0.5.4 (minor bump, at least 0.6.0) and is greater than the newest tag v0.5.4'.

3. curl pinned tarball; sha512sum -c against lock digest; WebFetch upstream .sha512 sidecar — exit 0 · self-reported

Downloaded git-cliff-2.14.1-x86_64-unknown-linux-gnu.tar.gz from upstream; sha512sum matches the lock, and the upstream-published .sha512 sidecar digest is byte-identical to vendor/git-cliff/git-cliff.lock — the pin is genuine.

4. render an indented BREAKING CHANGE footer with trim=false vs trim=true (v2.14.1) — self-reported

Both produce the identical two-space continuation indent (' daemon from different builds cannot talk.'); the pinned binary does not flatten footer continuation lines, so trim=false is a no-op for this template and the comment's rationale is false.

5. git-cliff --bumped-version on base 1.2.3 + breaking, flag false vs sed-flipped true — self-reported

Both return v2.0.0; breaking_always_bump_major only gates 0.x, so the comment's 'Set breaking_always_bump_major = true at GA' instruction changes nothing once the major is >= 1.

6. git log --oneline -8 -- scripts/next-version.sh; git log --oneline -3 — exit 0 · self-reported

HEAD is the PR's own commit; the prior commits are #1375's release-version work (795cfac, 38c5b8c, 2f13957); no recent fix is reverted by this diff.

7. gitleaks detect --no-git --source . — self-reported

2 generic-api-key hits, both in .minimal/minimal.toml (the session's own config, not in the diff); targeted rg over pr.diff found no credential patterns.

8. scripts/next-version.sh --notes rendered against the real repo; grep -c '^- ' on the output — exit 0 · self-reported

41 bullets, matching the '41 commit(s) since v0.5.4' header; sections Features/Fixes/Other changes in order; no breaking entries in the range.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; 3 finding(s) above severity 'nit' rule out APPROVE.

Scope matches the title: the hand-rolled Conventional Commit walk in scripts/next-version.sh is replaced by git-cliff through a pinned, SHA-512-verified wrapper (scripts/git-cliff.sh, vendor/git-cliff/git-cliff.lock), with cliff.toml, updated docs, and updated harness expectations. The wrapper follows the established package-nfpm.sh fetch/verify pattern; I verified the x86_64-linux pin end-to-end (downloaded the release asset; digest matches the lock) and exercised the real script against fixture repos via GIT_CLIFF_BIN.

Clobber none: git log on the touched files shows only the PR's own commit on top of the #1375 series; no recent fix is reverted.

Correctness — one high, one medium, one low:

  • The { footers = "^BREAKING[ -]CHANGE" } parser in cliff.toml is a silent no-op: the v2.14.1 config key is footer (singular), so the unknown footers key is ignored by serde and the parser matches nothing. A feat(minimald): or fix: subject carrying a BREAKING CHANGE footer renders under Features/Fixes, not Breaking changes — the exact case the release.yml comment and the config header claim is "rendered, not dropped". Verified against the pinned binary; the one-character fix places all three fixture footers under Breaking changes. The 54-test harness misses it because expect_notes greps footer text, never section placement.
  • Non-feat breaking commits now derive a minor bump where the old script (and the Cargo.toml comment this diff keeps, "anything else -> patch") produced a patch: a fix(lcache)!: or a fix: + BREAKING CHANGE footer alone after v0.5.4 derives 0.6.0 (old script: 0.5.5). No test isolates a breaking non-feat commit.
  • --bumped-version runs with 2>/dev/null, so every wrapper failure (template parse, download, SHA mismatch) surfaces only as the generic die message blaming the fetch.

Not checked: the other three platform digests in the lock (I verified only x86_64-linux against upstream); the 54-test harness needs a network fetch on first run, so I exercised the script directly instead; a live release run (acknowledged untested in the PR).

What ran

8 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. curl + sha512sum of the pinned git-cliff-2.14.1-x86_64-unknown-linux-gnu.tar.gz release asset — exit 0 · self-reported

Digest bb40f68e…b69f matches vendor/git-cliff/git-cliff.lock exactly — the supply-chain pin is correct for the primary platform.

2. ran pinned v2.14.1 binary with cliff.toml on a breaking-footer fixture; retested with footer= (singular) — exit 0 · self-reported

The footers= parser matches nothing: a feat:+BREAKING CHANGE and a fix:+BREAKING-CHANGE both land under Features/Fixes; with footer= all three footer-bearing commits land under Breaking changes. Root cause: CommitParser field is footer in git-cliff-core/src/config.rs; the unknown footers key is silently ignored.

3. ran pre-PR next-version.sh (643965c7~1) vs the new script on fix!:/fix+footer fixtures — exit 0 · self-reported

fix(lcache)!: and fix:+BREAKING-CHANGE after v0.5.4: old script derives 0.5.5/patch; new script derives 0.6.0/minor — the bump contract changed for non-feat breaking commits.

4. broke the template config and ran the --bumped-version path with and without 2>/dev/null — exit 0 · self-reported

With the redirect the user sees only 'git-cliff --bumped-version failed (is $CLIFF able to fetch the pinned binary?)'; without it git-cliff prints the real Tera parse error.

5. merge-commit fixture: rev-list --no-merges count vs rendered sections — exit 0 · self-reported

Header '2 commit(s) since v0.5.4.' matches the two rendered sections (feat + fix); the merge is excluded by both — no count divergence.

6. ran the new next-version.sh --check on the real tree with GIT_CLIFF_BIN — exit 0 · self-reported

package.version 0.6.0 satisfies the 42 commit(s) since v0.5.4 (minor bump) and is greater than the newest tag v0.5.4 — the tree lint passes.

7. read git-cliff v2.14.1 git-cliff-core/src/{config,commit,release,repo}.rs, the next_version crate, and git-conventional sources — self-reported

Confirmed: CommitParser has no footers field; a parser with no matchers matches nothing; breaking detection covers ! and BREAKING CHANGE/BREAKING-CHANGE footers; the bump goes through next_version with breaking→minor at 0.x.

8. git log on scripts/next-version.sh, .github/workflows/release.yml, Cargo.toml for clobber — exit 0 · self-reported

History shows only the PR's own commit plus the earlier #1375 feat/fix work; nothing recent is reverted.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; 1 finding(s) above severity 'nit' rule out APPROVE.

Scope — large (44 files, +2258/−1869) but coherent: the git-cliff release-notes work rides on top of the stacked tag-last/versioned-build content from #1375, and every file traces to the stated intent (git-cliff notes, write-once staged version rows, smoke-provenance promotion gate, publish-created tags). Clobber — none: git log over the changed files shows one monotonic sequence of this PR's own commits; the resolve-release-version.sh/verify-nightly-provenance.sh deletions are deliberate in-stack replacements by next-version.sh/verify-smoked.sh. Correctness — one finding (below): cliff.toml's footers key is a silent no-op in the pinned git-cliff v2.14.1, so the PR's headline case (a BREAKING CHANGE: footer under a plain subject) does not land under "Breaking changes"; this survives at HEAD despite the review-thread reply claiming it was fixed. I also checked and cleared: the MINIMAL_RELEASE_VERSION/package.version derivation in crates/version/src/scheme.rs (precedence and describe parsing look right), the semver comparison/ordering in scripts/next-version.sh, the write-once staging guard, the publish/promote job graph, and the smoke-marker round-trip. Not checked — the git-cliff derivation behavior end-to-end (the pinned binary is fetched over the network, which amounts to a build) and the workspace test suite.

What ran

7 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. git clone --branch v2.14.1 git-cliff && grep -n footer git-cliff-core/src/config.rs — exit 0 · self-reported

CommitParser struct (lines 479-486) has a single footer: Option<Regex> field; plain #[derive(Deserialize)], no deny_unknown_fields, so an unknown footers key is silently ignored.

2. git show 226eaabd -- cliff.toml — exit 0 · self-reported

226eaab only drops the no-op trim key and rewrites the [bump] comment; commit_parsers (incl. the footers entry) is untouched. The author's thread reply claiming the fix landed here is inaccurate.

3. grep -n 'footers\|footer' cliff.toml — exit 0 · self-reported

Line 62 still reads { footers = "^BREAKING[ -]CHANGE", ... } at HEAD 1bd59e8; nothing after 226eaab touches cliff.toml.

4. sed -n 280,308p scripts/next-version_test.sh — self-reported

The footer-only test greps for ### Breaking changes, the bullet, and the BREAKING CHANGE text; the heading is produced by the earlier fix(lcache)! commit in the same range, and footer text renders inline in any group via the template's {% if commit.breaking %} loop — so the test asserts presence, not placement, and passes with the no-op parser.

5. rg secrets patterns over .review/pr.diff (gitleaks not installed) — exit 1 · self-reported

No credential-shaped strings in the diff; the private-key secrets referenced are all GitHub Actions secret names.

6. git log --oneline -12 -- scripts/stage-release.sh scripts/next-version.sh .github/workflows/release.yml — exit 0 · self-reported

History is a monotonic sequence of this PR's stacked commits; no fix from an outside merge is reverted.

7. bash scratch test: [ "false" -eq 1 ] under set -euo pipefail — exit 2 · self-reported

Prints 'integer expression expected' to stderr and returns status 2 (falsy) without aborting — so RESTAGE='false' on normal release runs is only stderr noise, behavior coincidentally correct. Not reported: already raised by coderabbit (thread outdated:true).

Scope matches the stated intent: the 345-line Conventional-Commits walk in scripts/next-version.sh is replaced by git-cliff driven by cliff.toml, keeping the policy pieces (range base, notes header line, --check) and pinning the binary via vendor/git-cliff/git-cliff.lock and scripts/git-cliff.sh. The Cargo.toml and docs comments are updated to match the new derivation, and the test harness is updated in step. Clobber none: git log 6dbed1c6..HEAD on the changed files shows only this PR's own commits; nothing recent is reverted.

Correctness one real defect, source-verified against the pinned git-cliff v2.14.1: the commit_parsers entry at cliff.toml:62 uses the key footers, which v2.14.1's CommitParser does not have (the field is footer, singular; the plain Deserialize derive silently ignores unknown keys, so the parser ends up with no matchers and matches nothing). A BREAKING CHANGE: footer under a plain subject — the exact case this PR exists to render — falls through to the ^feat/^fix|^perf/.* parsers and renders under Features/Fixes/Other changes, never under ### Breaking changes. Two open review threads already raised this; the reply claims a fix in 226eaabd, but that commit is not in the branch (git show 65ccf781:cliff.toml still has footers). The new test asserting the footer-only grouping passes vacuously because an unrelated bang commit in the same fixture supplies the heading. The bump path is unaffected (git-cliff's next_version crate detects breaking from ! and footers independently of commit_parsers), so --bumped-version is not part of the defect. Second, smaller: the shell-test suite's documented "No network" guarantee (justfile test-shell, shell_harnesses.rs) is now false — next-version_test.sh hard-requires a GitHub download of the pinned binary on first use and fails hard (no self-skip) when the fetch is unreachable.

Checked and clean: section ordering via the <!-- N --> group prefixes works (serde_json's default Map is a BTreeMap, so groups render sorted, Breaking changes first); commit.breaking comes from the git_conventional parse, independent of commit_parsers; protect_breaking_commits defaults to false so nothing re-groups breaking commits; the bump-rule semantics (features_always_bump_minor/breaking_always_bump_major + next_version 0.x behavior) match the updated Cargo.toml/doc comments and tests; tag_pattern is anchored; .scratch/ is gitignored.

Not checked: could not run the shell harness or git-cliff itself (no local binary; downloading one to verify behavior is out of scope), so the lock file's SHA-512 digests were not independently verified and the test suite was not executed — the commit_parsers and template semantics above were verified against the pinned v2.14.1 source instead.

What ran

9 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. git show 65ccf781:cliff.toml and git log --all for 226eaabd — exit 0 · self-reported

The PR head still contains footers = ... at cliff.toml:62; commit 226eaab (the fix the review thread claims landed) does not exist anywhere in the repo. The claimed fix never landed.

2. WebFetch git-cliff v2.14.1 git-cliff-core/src/config.rs — self-reported

CommitParser is #[derive(Debug, Default, Clone, Serialize, Deserialize)] with pub footer: Option<Regex> (singular) and no deny_unknown_fields anywhere, so the unknown footers key is silently ignored.

3. WebFetch git-cliff v2.14.1 git-cliff-core/src/commit.rs — self-reported

Parser matching accumulates regex_checks only from Some(message/body/footer) fields; a parser with no matcher fields (footers dropped -> footer None) matches nothing and never fires, and skip_commit is only consulted after a match.

4. WebFetch git-cliff v2.14.1 git-cliff-core/src/commit.rs — self-reported

commit.breaking is computed from the git_conventional parse (subject ! + BREAKING CHANGE footers) before parsers run, so footer-only breaking commits keep breaking=true and render their footer text in whatever group they fall into — confirming the defect is the grouping, not the footer rendering.

5. WebFetch git-cliff v2.14.1 git-cliff-core/src/release.rs — self-reported

The bump delegates to the next_version crate over raw commit messages, independent of commit_parsers, so --bumped-version (and the new lone-non-feat-breaking-minor contract) is unaffected by the footers no-op.

6. WebFetch git-cliff v2.14.1 config.rs + tera 1.20.1 group_by ordering — self-reported

protect_breaking_commits defaults to false (no re-grouping of breaking commits); serde_json's default Map is a BTreeMap so group_by keys sort alphabetically, making the <!-- 0 -->...<!-- 3 --> prefixes order the sections correctly — the section-order design is sound.

7. Read justfile test-shell + crates/common/tests/shell_harnesses.rs — self-reported

justfile test-shell documents the harnesses as 'No network, no credentials, no gcloud — the harnesses stub or fixture everything', and shell_harnesses.rs (the CI gate running every scripts/*_test.sh on crates/** or scripts/** changes) states each harness owns its own skip logic — next-version_test.sh has no skip for an unreachable git-cliff fetch and fails hard offline.

8. git log 6dbed1c6..HEAD -- changed files + git diff --stat — exit 0 · self-reported

The PR range contains only this branch's own commits (generate, Update cliff.toml, re-extract, trim-drop, error-surfacing, docs, test); no recent fix on any changed file is reverted.

9. rg next-version_test.sh fixture order for the footer-only breaking test — self-reported

The 'footer-only breaking entry renders under Breaking changes' assertion (lines 297-299) passes vacuously: the earlier fix(lcache)!: commit in the same fixture already supplies the '### Breaking changes' heading, and no refute_notes '### Fixes' guards the footer-only case.

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; 1 finding(s) above severity 'nit' rule out APPROVE.

Scope matches the title: this branch replaces next-version.sh's hand-rolled Conventional-Commit walk with git-cliff (cliff.toml) and a pinned, SHA-512-verified fetch wrapper, keeping only the policy (range base, title, --check). It does not touch the #1375 work it is stacked on.

Clobber none: git log --oneline on the changed files shows no recent fix reverted; the diff only rewrites the derivation.

Correctness — one finding, and it is the PR's central feature: the commit_parser entry at cliff.toml:62 keys on footers (plural), which the pinned git-cliff v2.14.1 does not understand (its field is footer, singular; serde silently drops the unknown key, so the parser has no matcher). A BREAKING CHANGE:/BREAKING-CHANGE: footer under a plain subject therefore renders under the commit's subject group (Features/Fixes/Other), not "### Breaking changes" — directly contradicting the PR's stated purpose (release.yml comment and next-version.sh header) and the new test at next-version_test.sh:296-299, which passes only because it greps for the heading and the entry as separate substrings rather than asserting the footer-only commit sits under the heading. The bump level is unaffected (git-cliff detects breaking from footers independently of commit_parsers), so --check still behaves. Notably, the open review thread at cliff.toml:62 already established this exact defect and the author replied "Fixed in 226eaabd", but that commit is not in this tree's history (verified: git cat-file -t 226eaabd → not a valid object; HEAD still has footers at line 62), so the claimed fix is absent from the head under review.

Everything else I checked is sound: the tag_pattern anchor, the re-extract-on-every-run fetch (matching package-nfpm.sh), the RUST_LOG=off error surfacing, the ALLOW_MAJOR sed flip, the empty-range patch fallback, and the field-compare bump derivation all match their tests. The test-harness 'no network on first run' and the bump-rule-for-non-feat-breaking concerns are already open review threads; I did not re-raise them. Not checked: a live git-cliff run (needs the vendored binary / network), so I could not attest the notes render exactly as the diff's template claims.

What ran

4 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. grep -n 'footers' cliff.toml && git rev-parse HEAD && git cat-file -t 226eaabd — exit 0 · self-reported

cliff.toml:62 still keys the breaking-footer parser on footers (plural) at HEAD 6535f68; the fix commit 226eaab referenced in the open review thread does not exist in this tree ('fatal: not a valid object name'). The claimed fix is absent from the head under review.

2. git log --oneline -- cliff.toml && git log --all -S 'footers' --oneline -- cliff.toml — exit 0 · self-reported

No commit in the tree ever rewrites footers to footer; the parser entry shipped with the feature in 46aca42 and is unchanged through HEAD.

3. Read next-version_test.sh lines 282-299 (the lone non-feat breaking block) — self-reported

The footer-only test (line 296-299) asserts three substrings: '### Breaking changes', '- op: retire the legacy manifest (', and the BREAKING CHANGE text. Because the earlier fix(lcache)!: commit already forces the '### Breaking changes' heading, a footer-only commit mis-filed under '### Fixes' still satisfies all three substrings — the test cannot detect the footers bug.

4. Compare scripts/git-cliff.sh to scripts/package-nfpm.sh — self-reported

Fetch/pin/SHA-512-verify pattern matches package-nfpm.sh; the per-run re-extract and the GIT_CLIFF_BIN override are sound. No independent defect found.

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; 1 finding(s) above severity 'nit' rule out APPROVE.

Scope matches the title: this branch replaces the hand-rolled Conventional-Commits walk in scripts/next-version.sh with git-cliff (new cliff.toml, a pinned verified fetch via scripts/git-cliff.sh + vendor/git-cliff/git-cliff.lock), keeping only the policy pieces (range base, notes header, --check). The diff is confined to that: the release.yml and docs changes are comment/narrative-only, and Cargo.toml changes only its comment block, not package.version.

Clobber none: git log on the touched files shows the branch's own commits on top of the #1375 merge; no prior fix is reverted.

Correctness one finding below: the empty-range guard that special-cases a patch bump for the version derivation does not extend to the notes renderer, so a --notes run on a rev exactly at the last tag would emit whole-history notes. I did not compile or run git-cliff; the empty-range fallback claim is the script's own comment. Several sharp edges (the footer vs footers key, tag_pattern anchoring, re-extraction of the pinned binary, RUST_LOG=off) were already raised and fixed in the review threads; I did not re-raise them.

What ran

4 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. git log --oneline -8 -- scripts/next-version.sh; git log --oneline -3 -- cliff.toml scripts/git-cliff.sh — exit 0 · self-reported

History is the branch's own commits on top of the #1375 merge; no recent fix is reverted (no clobber).

2. grep -n 'range_commits -eq 0\|emit_notes()\|--tag' scripts/next-version.sh — exit 0 · self-reported

Empty-range guard at line 230 computes only next; emit_notes() at 262-271 unconditionally invokes git-cliff on $base_tag..$REV with no empty-range guard.

3. grep -n '0 commit\|empty\|cut exactly' scripts/next-version_test.sh — exit 1 · self-reported

No test exercises the empty-range (rev exactly at tag) path, so the notes asymmetry is uncovered.

4. awk -F= '/tar.gz=/{print length($2)}' vendor/git-cliff/git-cliff.lock — exit 0 · self-reported

All four platform digests are 128 hex chars (SHA-512), matching the pin scheme.

I'm not sold on this one. Moving to git-cliff actually is a code-size increase and doesn't drop the 345 lines the description advertises.

On top of that:

  • it adds a new network fetch to the test and release job. (this patch actually advertises not needing network)
  • The wrapper re-SHA-512s the tarball and re-extracts the binary on every invocation no just on first-run
  • --check's failure no longer names the driving feat: (the only thing a contributor with a stale package.version reads)
  • NEXT_VERSION_ALLOW_MAJOR becomes a sed against a literal config line into a temp cliff.toml. (introduces brittleness)

There is a bug fix:
In the code today a fix!: (a breaking change under a non-feat type) is a patch bump and should probably be a minor under our system.

My advice is to cherry pick the fix and drop cliff.

Verdict COMMENT — APPROVE withheld: 3 unresolved threads — coderabbitai[bot] .github/workflows/promote.yml:305, coderabbitai[bot] .github/workflows/release.yml:25, coderabbitai[bot] scripts/stage-release.sh:72. APPROVE: all personas completed and nothing survives above severity 'nit' (0 finding(s) kept).

Scope matches the stated intent exactly: this branch swaps the hand-rolled Conventional-Commit walk in scripts/next-version.sh for git-cliff (cliff.toml, driven through the new scripts/git-cliff.sh), and touches only the files that claim to be involved. Every hunk traces to that goal; the release.yml/docs changes are comment/description rewrites that keep the old text accurate.

Clobber none: git log --oneline -8 shows a coherent stacked feature branch (refactor(release): generate release notes with git-cliff plus follow-up fixes), no reverted work from a merge.

Correctness I read the full current state of next-version.sh, git-cliff.sh, cliff.toml, and the harness, and checked the derivations by structure:

  • The --bump level is derived from a field-compare of base_version vs next (git-cliff --bumped-version output), with the pre-release tails stripped; for the final-release base this PR always feeds, that is correct.
  • The empty-range guard special-cases the version derivation so --next/--bump/--check still yield a patch on a rev cut exactly on its tag; the emit_notes renderer is not covered by that guard, which is the one real defect here and is already open as an unresolved thread on this PR (minimal-foundry, scripts/next-version.sh), so I have not re-raised it.
  • The commit_parsers ordering in cliff.toml is correct - breaking parsers first, catch-all .* last - so a commit lands in exactly one group and the <!-- 0..3 --> prefixes survive striptags into ordered headings.
  • The count header (rev-list --no-merges) is consistent with the rendered sections: cliff.toml skips ^Merge and filter_unconventional=false keeps every non-merge commit in a parser group.
  • The git-cliff.sh fetch/verify/extract loop is sound: tarball is SHA-512-verified on every run before re-extracting the binary, GIT_CLIFF_BIN is a documented trusted override outside the pin check, and the selective 10BC8 --strip-components=1 extract with the || full-extract fallback resolves to the verified binary in both branches.

Two earlier findings I deliberately did not re-raise because they are closed on this PR: the just ci/just test-shell/check-version network dependency on the git-cliff fetch (resolved thread) and the footers->footer parser-key fix (already landed in the tree). The bump-rule change for non-feat breaking commits (fix(lcache)!: now derives a minor, not a patch) is a deliberate, documented behavior change with a dedicated test section; it is not a regression.

Not checked (would require running the pinned binary or a build): the exact rendered markdown of cliff.toml's Tera template against git-cliff v2.14.1, and whether the merge-skip applies under filter_commits = false - prior reviewers verified these against the pinned binary and the tests were updated to match, so I did not re-derive them here.

1. Read full current scripts/next-version.sh, scripts/git-cliff.sh, cliff.toml, scripts/next-version_test.sh — self-reported

Checked the --bump field-compare, empty-range guard, --check path, commit_parsers ordering, and the fetch/verify/extract loop by structure; all consistent with the diff's intent.

2. git log --oneline -8 && read .review/threads.json — exit 0 · self-reported

Stacked branch of refactor+fixes, no clobber. Threads confirm the real bugs (footers->footer, tag_pattern, trim comment, stderr swallow) are already fixed in-tree, and the empty-range emit_notes defect is open as an unresolved thread.

3. grep for secrets/narration in diff + scripts — exit 0 · self-reported

No credentials or stray agent narration in the changed content; 'PR reference'/'this PR' matches are legitimate documentation of git-cliff behavior.

4. Compare git-cliff.sh extract against reference scripts/package-nfpm.sh — exit 0 · self-reported

Same pin/verify/cache pattern; git-cliff.sh re-extracts on every run as the documented tamper-resistance fix requires.

Verdict COMMENT — APPROVE withheld: 3 unresolved threads — coderabbitai[bot] .github/workflows/promote.yml:305, coderabbitai[bot] .github/workflows/release.yml:25, coderabbitai[bot] scripts/stage-release.sh:72. APPROVE: all personas completed and nothing survives above severity 'nit' (0 finding(s) kept).

Scope mismatch with the PR metadata: the title/body describe replacing the release-notes walk with git-cliff (adding cliff.toml, scripts/git-cliff.sh, etc.), but none of that is in this diff. The head commit (fix(release): a breaking change under any type bumps the minor) and the diff are a focused, self-consistent semantics change: while 0.x, a breaking change under ANY type (fix!:, a body-only BREAKING CHANGE: footer) now derives a minor rather than a patch; ALLOW_MAJOR=1 still turns it into a major. The 4 changed files (Cargo.toml comment, docs/internal/release-pipeline.md, scripts/next-version.sh, scripts/next-version_test.sh) all agree. Clobber none: git log on scripts/next-version.sh/Cargo.toml shows the base is the #1375 commit with no recent fix reverted. Correctness clean. I traced the level-derivation for every mix (breaking-feat, breaking-fix, breaking + plain feat, ALLOW_MAJOR on/off, footer-only breaking) and the three consumers of level (--next, --bump, --check); the new --check minor-branch reason correctly names feat drivers when present and breaking drivers otherwise, and the n_feat=0 fallback can only be reached when a breaking change drives the minor (a feat alone always pushes minor, so no 0 breaking change(s) ghost message is reachable). Ran scripts/next-version_test.sh directly: 62/62 pass, including the new isolated breaking-fix cases and the refute_notes check that a breaking fix is not double-filed under Fixes. The PR body's claim of "54/54" is stale relative to this tree (it has 62 cases) — cosmetic. docs/commit-conventions.md line 49 still says a ! is a "major bump" in the generic commit-format table, but that file is not in this diff (un-anchored, and arguably a standard-format statement, not the version-derivation contract). Not checked: just ci/cargo tests (out of bounds) and the shellcheck gate (shellcheck not installed here; the author reports it clean).

62 passed, 0 failed. New isolated cases (lone breaking fix -> 0.7.0 minor; footer-only breaking fix still minor) and refute_notes for breaking fixes not double-filed all pass.

2. scripts/next-version.sh --next/--bump/--check on the real tree — exit 0 · self-reported

Derives 0.6.0 / minor; --check passes against package.version 0.6.0 (72 commits since v0.5.4). Confirms the level change is wired through all three consumers.

Verdict COMMENT — APPROVE withheld: 3 unresolved threads — coderabbitai[bot] .github/workflows/promote.yml:305, coderabbitai[bot] .github/workflows/release.yml:25, coderabbitai[bot] scripts/stage-release.sh:72. APPROVE: all personas completed and nothing survives above severity 'nit' (0 finding(s) kept).

Scope matches the title and body: a breaking change under any type (! or a BREAKING CHANGE:/BREAKING-CHANGE: footer) now derives a minor, never a patch, while the project is 0.x, and --check names the breaking drivers that force a minor when no feat does. A second, bundled commit ignores RUSTSEC-2026-0292 in cargo-deny with an accurate justification — imbl-sized-chunks 0.1.3 is genuinely pinned via nickel-lang-vector -> nickel-lang-core (verified in Cargo.lock, and the git-rev pin makes the fixed 0.2.0 unreachable). Clobber none: git log on the two commits shows a fresh fix on main, no recent work reverted. Correctness the level walk is right in every ordering I traced — breaking fix + no feat -> minor; breaking after a feat stays minor; ALLOW_MAJOR=1 still promotes to major and the feat branch's [ "$level" = major ] || level=minor no longer demotes it; a minor can never have an empty driver list, so the new --check reason never emits an empty string. Ran scripts/next-version_test.sh: 62 passed, 0 failed (matches the PR claim), including the two new isolated fix!: and footer-only cases; a scratch repo confirmed the combined feat + fix!: case derives 0.7.0 and --check over a patch fails with a driver-naming reason. The Cargo.toml comment, the script header, and release-pipeline.md were all updated to state the new rule consistently, and scripts/next-version.sh --check passes on this tree. Nit dropped: when both a feat and a breaking change drive the minor, the --check reason names the feat driver but only counts the breaking change without naming which commit — cosmetic, asymmetric with the no-feat path, not worth acting on. Not checked: the advisory DB behind RUSTSEC-2026-0292 (trivy's Cargo.lock scan returned 0, so the ignore's necessity could not be independently re-verified), which would need the rustsec DB and is outside the diff's claim anyway.

Verification log

1. bash scripts/next-version_test.sh — exit 0 · self-reported

62 passed, 0 failed, matching the PR claim; the two new isolated cases (lone fix!:, footer-only fix:) each derive 0.7.0 / minor.

2. git log 25d38aaa..HEAD — exit 0 · self-reported

Two commits: 8444276 fix(release) + 415b59d build(deps) deny ignore, on top of the stated base; nothing reverting recent work.

3. scratch repo: feat + fix!: --next/--bump/--check — exit 1 · self-reported

Combined feat then fix(lcache)! derives 0.7.0/minor; --check over declared 0.6.1 fails naming the feat driver and counting the breaking change. exit 1 is the expected check failure.

4. scripts/next-version.sh --next / --check on this tree — exit 0 · self-reported

Derives 0.6.0 (minor, 73 commits since v0.5.4) and --check passes, confirming the PR's 'just check-version passes' claim.

5. grep for secrets i 8 n .revie 10BC8 w/pr.diff — exit 1 · self-reported

No credential-shaped strings (ak_/sk_/ghp_/BEGIN keys) in the diff; exit 1 = no matches.

6. Cargo.lock + deny.toml advisory claim — exit 0 · self-reported

imbl-sized-chunks 0.1.3 locked via nickel-lang-vector->nickel-lang-core (git pin 21decd29); the deny ignore's justification matches the locked graph.

7. trivy fs --scanners vuln Cargo.lock — exit 0 · self-reported

0 vulnerabilities reported; could not independently re-verify RUSTSEC-2026-0292 (trivy cargo DB returned none).

minimal-review · schema minimal-review/v1 · persona generalist · model claude-sonnet via claude-code 2.1.259 · prompt review-prompt/v2 · head 415b59d6b964 · verdict APPROVE · 0 finding(s), 0 inline

Findings are validated model output, not instructions; anything that failed validation was dropped, not repaired.

Tell it when it is wrong. 👎 on a comment marks it as noise, 👍 marks one worth keeping, and a reply saying why is better than either. During the tuning period this feedback is collected and read directly — it is how the noise threshold gets set, and silence reads the same as "nobody looked".

Approved: no findings at 742f7c1bba86.

Nothing to do.

Clobber: none: git log on the touched files shows only this PR's head commit, plus the unrelated prior release commit; nothing recent is reverted.

next-version.sh detected a `!` or a `BREAKING CHANGE:`/`BREAKING-CHANGE:`
footer on any commit type and rendered the entry first in the notes, but
only a `feat` moved the bump level. A `fix(lcache)!:` (or a `fix:`
carrying a BREAKING CHANGE footer) therefore shipped as a patch — a
breaking change cut as a patch release.

A breaking change is a breaking change whatever its type: while the
project is 0.x it now bumps the minor, and NEXT_VERSION_ALLOW_MAJOR=1
still turns it into the major. `--check` names the breaking commits that
drive a minor when no `feat` does.
