Regenerates this repo's reviewer caller from review/deploy/stub.yml in foundry, picking up three fixes.

The gate refused private org members

author_association is a visibility signal, not a permission one: it reports MEMBER only for a member whose org membership is public. A private member comes back CONTRIBUTOR and the gate refused them.

gominimal/minimal#1313 — non-draft, same-repo, author holds write — had nine consecutive pull_request runs, every one skipped. Its only reviewer comment came from a dispatch fired by hand. Four of thirteen org members were affected.

The fix is an API call, not a deletion. An earlier revision of this PR deleted the author test outright, arguing the head-repo check already proved write access. CodeRabbit disproved that: brandonweeks has read, is not an org member, and authored non-draft same-repo PRs #1 and #11 — opening a PR from a branch someone else pushed needs only read. My supporting audit had used gh pr list --limit 200 on a repo with 881 same-repo PRs, so both counterexamples were outside the sample.

So the impl now resolves collaborators/{author}/permission in a step, before any credential is minted, and refuses anything below write. On the one repo where the webhook's association is observable:

author permission webhook assoc OLD NEW
0chroma write CONTRIBUTOR REFUSE admit
jtnkminimal admin CONTRIBUTOR REFUSE admit
brandonweeks read CONTRIBUTOR REFUSE REFUSE

The check mints its own App token, scoped to the calling repository and Administration:read only — github.token lacks the push access that endpoint requires, and widening this workflow's permission ceiling would widen it in every install permanently for one lookup.

/review never matched a CRLF comment

startsWith(body, '/review\n') unescapes to a bare LF. Measured across 600 multi-line comments in this org: 43901 bare LF, 378 CRLF — and the CRLF ones are twitchyliquid64's, who writes more review commentary on gominimal/minimal than anyone. A fourth clause matching '/review\r' covers CRLF and lone CR; /reviewed and /review-later stay refused.

dependabot is skipped rather than failed

A dependabot run cannot read Actions secrets, so the token mint dies with The 'private-key' input must be set to a non-empty string. 12 of 12 dependabot runs have failed across the fleet — webapp 10, pkgmgr-rs 1, minimal 1. The clause admitting them existed so dependency bumps would be reviewed and has never once produced a review. To actually review bumps, add the secrets to each repo's Dependabot store and drop the clause.

Also closes this repo's stub drift

#751 bumped the pin by hand against the outage, which was right at the time and got webapp running again first. A hand-edit leaves the rest behind, so this regenerates from source.

Summary by CodeRabbit

  • Security
    • Dependabot pull requests are excluded before credentials are issued and rejected during authorization.
    • App token requests now use metadata access instead of administration access.
    • Named bot exceptions remain supported, while other Apps continue to undergo permission checks.

`author_association` reports MEMBER only for a PUBLIC org member; a private one
comes back CONTRIBUTOR and the reviewer refused them. #1313
skipped nine consecutive runs that way and was only ever reviewed by hand, and
four of thirteen org members were invisible for the same reason.

foundry drops the author test from the `pull_request` path rather than widening
it — the head-repo check beside it already proves write access, since a branch
cannot exist in the repo unless someone with write pushed it. This is the
re-render.

📝 Walkthrough

Walkthrough

The workflow excludes Dependabot pull requests before credential minting. It uses a Metadata: read App token for author checks, rejects Dependabot authors, preserves the named bot exception, and updates fallback diagnostics.

Changes

.github/workflows/minimal-review.yml
The workflow documents Dependabot exclusion and skips dependabot[bot] pull requests while retaining contributor comment authorization and same-repository draft filtering.

The author-check App token uses Metadata: read. Dependabot authors receive an explicit secret-store error, gominimal-aw-bot remains exempt, and other Apps use permission lookup with updated association fallback diagnostics.

Merge Risk: 🔵 Low · up to c64f8

The workflow improves reviewer authorization and comment matching, but Dependabot-related issue-comment runs may still enter the secret-backed review path without the required credentials. The PR is mergeable with explicit owner awareness and follow-up to close that bounded risk.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches intent exactly — one file, one condition rewritten (drop the author_association/Bot gate on the pull_request path), plus comments describing why. No unrelated hunks.

Clobber: none. git log on this path shows the deleted clauses were carried forward unchanged through the last several foundry re-renders; this isn't undoing a recent, deliberate hardening, it's removing the actual bug (author_association is a visibility signal, not a permission one, so private org members read as CONTRIBUTOR and were silently skipped).

Correctness: the new if: still balances (7/7 parens) and the three top-level branches (workflow_dispatch, the association-gated issue_comment path, and the now-simplified pull_request path) stay properly isolated — dropping the check only affects the pull_request branch, not /review comments, which correctly keep their association test since that event isn't PR-triggered. The PR's core claim — that head.repo.full_name == github.repository already implies write access, since GitHub only lets a branch exist in the base repo if someone with write pushed it — holds structurally; the 'Refuse fork PRs' step is an independent second check on the same fact, unaffected by this diff. What I could not check from inside this sandbox: the PR body's claim of having verified every same-repo PR author's permission level via the GitHub API is an external, live-data claim I have no way to re-run here, and whether the corresponding implementation in the private gominimal/foundry repo was updated in lockstep (so the drift check doesn't fail) is outside this checkout entirely.

No findings — this is a clean, well-scoped fix with a paper trail (measured behavior, checked tradeoff) that a maintainer would want to see in a CI-gate change like this.

What ran

5 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. Diff scope: grep '^diff --git' pr.diff vs pr.json changed_files — exit 0 · self-reported

The diff touches exactly one file, .github/workflows/minimal-review.yml, matching pr.json's changed_files and the PR body's stated intent (drop the author_association/Bot gate on the pull_request path).

2. Paren-balance check on the rewritten job-level if: expression (python3, count '(' vs ')') — exit 0 · self-reported

7 open / 7 close, and manual grouping confirms workflow_dispatch || (issue_comment path) || (head-repo && !draft) — the issue_comment branch (association-gated) and the new pull_request branch (association removed) are correctly isolated from each other, so the fix doesn't accidentally affect the /review comment path.

3. git log --oneline -15 -- .github/workflows/minimal-review.yml, then git log -p -1 d979f6f -- same path — exit 0 · self-reported

No revert of deliberately-hardened recent security work: the association/Bot clause being deleted here was carried forward unchanged through the last several foundry re-renders (ab799f9, d979f6f), i.e. it's the bug being fixed, not something recently added on purpose.

4. Confirm the 'step below refuses them again' comment still matches an actual step (rg -n 'Refuse fork PRs' minimal-review.yml) — exit 0 · self-reported

The 'Refuse fork PRs' step re-checks head_repo == caller before any credential is minted, so the updated comment's claim is accurate — the job-level gate and that step are two independent backstops against a fork PR, unaffected by this change.

5. gitleaks detect --no-git --source .review/pr.diff — exit 0 · self-reported

No secrets in the diff.

Comment thread .github/workflows/minimal-review.yml Resolved
`startsWith(body, '/review\n')` unescapes to a bare LF, and GitHub does not
normalise a comment body. Measured across 600 multi-line comments in this org:
43901 bare LF and 378 CRLF. The CRLF ones are twitchyliquid64's, who writes
more review commentary on gominimal/minimal than anyone — so the clause added
to make `/review` work would have gone on silently doing nothing for the person
most likely to use it.

foundry adds `startsWith(body, '/review\r')`, which covers CRLF and a lone CR
both; `/reviewed` and `/review-later` stay refused. Raised by minimal-review on
gominimal/pkgmgr-rs#793 (medium, 0.55, two personas agreeing). This is the
re-render.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches the stated intent exactly — one workflow file, two logical changes (drop the author_association/Bot test from the pull_request gate; add a /review\r clause so CRLF comments trigger /review). Both are exactly what the PR body describes, nothing extra bundled in.

Clobber: no. The issue_comment path's association check is deliberately untouched (and the PR body explains why it can't be dropped there). No other file in the repo duplicates the removed logic, so nothing is left inconsistent.

Correctness: the core claim — that head.repo.full_name == github.repository already proves write access, since GitHub only lets a branch exist in a repo if someone with write pushed it — holds up against how GitHub permissions work, and the PR body backs it with a concrete audit (every same-repo author checked, only dependabot/aw-bot lacked a collaborator record, which is what the deleted Bot clause existed for). The residual gap it accepts (read-access user opening a PR against a branch someone else pushed) is explicitly named and reasoned about, not glossed over. The new /review\r clause is syntactically correct (paren-balanced, matches /review\r but not /reviewed) and additive only. The large new comment block reads as design rationale for the current gate, consistent with this file's existing extremely-verbose documentation style, not stale narration of the diff itself.

Not checked: the external measurement quoted in both the added comment and commit message ("600 multi-line comments, 43901 bare LF, 378 CRLF") is about another org's comment history and can't be verified from this checkout — noted, not disputed. No build/clippy was run per instructions; nothing in this change touches Rust code so that limitation shouldn't matter here.

No findings. This is a narrowly-scoped, well-justified fix that removes a check rather than widening it, with the reasoning for the removal spelled out in-line.

What ran

6 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. Read full if: condition in .github/workflows/minimal-review.yml (job review) after the edit — self-reported

Confirmed the pull_request branch of the gate now reads only head.repo.full_name == github.repository && draft != true, with the author_association/Bot clause fully removed. The issue_comment branch is untouched except for the added /review\r startsWith clause, and still requires OWNER/MEMBER/COLLABORATOR association. Matches the PR description exactly.

2. Manual paren-balance check on the multi-line if: expression string — self-reported

8 open / 8 close parens; the expression is well-formed and each ||/&& groups the way the added comment claims. No dangling clause from the removal.

3. grep -rn 'author_association|OWNER.*MEMBER.*COLLABORATOR' across .yml/.yaml/.py/.sh in the repo — self-reported

Only .github/workflows/minimal-review.yml references author_association or that permission list — no second copy of the old author-check logic elsewhere in the repo that this change leaves inconsistent.

4. Read the 'Refuse fork PRs' step and the surrounding steps for regressions from removing the author check — self-reported

That step only compares head.repo.full_name to github.repository for pull_request events; it never tested author_association before or after this diff, so it needed no change and none was made.

5. git log --oneline -- .github/workflows/minimal-review.yml, git show --stat on both PR commits — self-reported

The two commits (de7a22c, 90a2cf6) match the diff being reviewed exactly and correspond 1:1 to the two fixes described in the PR body (drop author-association test; add CRLF startsWith clause). No unrelated changes bundled in.

6. Attempted python3 -c 'import yaml; yaml.safe_load(...)' to validate workflow YAML syntax — self-reported

PyYAML is not installed and there is no network access to install it in this sandbox, so this could not be run. Fell back to the manual paren-balance check and a close visual read of indentation instead; both came back clean, but full YAML-parser validation was not possible here.

foundry replaces the deleted author test with a step that reads the PR author's
repository permission before any credential is minted. The deletion it replaces
leaned on "a branch cannot exist here unless someone with write pushed it",
which is true but is not "the author has write" — opening a PR from a branch
somebody else pushed needs only read. CodeRabbit found the counterexample on
#1338: `brandonweeks` has `read` and authored two non-draft
same-repo PRs.

Testing permission admits the private org members `author_association` was
refusing and still refuses a read-only author. Falls back to the association
test with a warning if the endpoint is unreadable, rather than failing closed
and taking the fleet down over a token scope.

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: single-file workflow re-render (minimal-review.yml), consistent with the repo's established ci: re-render/ci: regenerate history for this file — matches the stated intent (stop skipping private org members).

Clobber: none. git log --oneline -15 -- .github/workflows/minimal-review.yml shows a clean, linear sequence of re-render commits on top of #1337; nothing reverted.

Correctness: one real issue, and it's the load-bearing kind for a workflow that mints an app token and runs an LLM agent — see the finding. Everything else checked out: the CRLF addition to the /review comment matcher is a straightforward, correctly-scoped fix; the issue_comment path's author_association test is untouched (it has to stay, since that event isn't PR-shaped); parens in the rewritten if: string balance; no secrets, no dependency changes, no leftover narration beyond the one comment block flagged below.

Could not check: the actual behavior of the GitHub Actions expression engine at runtime (would need a live trigger, not a build, but still out of reach here) — my finding rests on static reading of the if: and step bodies, which I'm confident is sufficient since the claimed check is either present in the file or it isn't.

What ran

3 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. rg 'permission|collaborators' .github/workflows/minimal-review.yml — exit 0 · self-reported

Only hits are the new comment prose (lines 104-117 in the new file) claiming an author-permission check exists, and the unrelated top-level permissions: block (contents: read, pull-requests: write). No step anywhere in the file calls a collaborator/permission API.

2. Enumerate every - name:step between the jobif: and the first secret use — exit 0 · self-reported

20 steps total (grep -n "- name:"). The first, 'Refuse fork PRs' (line 141), only compares github.event.pull_request.head.repo.full_name to github.repository — it never inspects the PR author. The app token is minted two steps later (line 178-186) with no author check having run. No step queries repos/{repo}/collaborators/{user}/permission or equivalent.

3. Read .review/threads.json for prior discussion of this exact gate — self-reported

A resolved thread on this same line (134) already has coderabbitai showing the workflow has no collaborators/.../permission call anywhere, citing brandonweeks (permission: read, not an org member) as author of non-draft same-repo PRs #1 and #11 — opened against a branch someone else with write had pushed. norrietaylor's reply says 'Fixed in foundry#69; this PR carries the re-render.' The re-render in pr.diff does not contain that fix: the pull_request gate was narrowed to same-repo + non-draft with no author test added anywhere.

minimal-review caught it on gominimal/minimal-skills#17 (high, 0.85, two
personas): the commit message described a step the diff did not contain.
`render-standalone.py` replaces the caller allowlist by range, and the author
permission check sat inside that range, so it was deleted from every generated
copy while the substitution still reported a match. Both public repos were
running no author test at all with comments claiming otherwise.

Also fixes the comment path, which kept refusing private org members
(gominimal/pkgmgr-rs#793, high, 0.75): their `/review` failed the job-level `if`,
so the API check never got to run. CONTRIBUTOR joins that list — a stranger with
no commits here is NONE and still refused for free — and a Bot is now refused by
name on the comment path so widening it cannot let CodeRabbit start a paid run.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches intent exactly — one generated workflow file, fixing the private-org-member gate bug the PR body describes. No unrelated hunks.

Clobber: none. git log on this path shows five sequential, narrowly-scoped re-render commits; nothing here reverts other work.

Correctness: the redesign itself — testing write access via collaborators/{user}/permission instead of author_association, on both the PR-open and /review-comment paths, before the quiet window and token mint — is sound and was already vetted in a resolved review thread (CodeRabbit + a full 2431-PR audit found exactly one sub-write human author, matching the fix's own reasoning). One gap survives that audit: the new step's Bot-type carve-out (lines 186-193) exempts any bot-type PR author from the write check, not just the two named bots it was written for (dependabot, gominimal-aw-bot). A bot collaborator with less than write could open a PR from a branch someone else with write pushed and skip the check entirely — the same class of bug being fixed here, left open for one actor type. Everything else — CRLF handling, the double-quoted-scalar escaping, fork/quiet-window/token-mint ordering — checked out against the source and the diff.

Nothing else needed a build to evaluate.

What ran

5 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. Read full pr.diff and the resulting .github/workflows/minimal-review.yml, traced job-level if: plus the new 'Refuse a PR whose author lacks write' step end to end — self-reported

The job-level gate no longer tests author on the pull_request path at all (relies on head-repo + non-draft); the new step enforces write access via collaborators/{user}/permission before the quiet window and token mint. Logic matches the PR body's stated design for human authors.

2. Read .review/threads.json in full, including truncated CodeRabbit/norrietaylor exchange — self-reported

Confirms this exact redesign (author_association -> collaborators/permission API check) was already raised by CodeRabbit and resolved after a full audit of 2431 same-repo PRs found exactly one sub-write human author (brandonweeks, PRs #1/#11). The discussion is scoped to human authors; it does not address the Bot-type carve-out.

3. git log --oneline -15 -- .github/workflows/minimal-review.yml — exit 0 · self-reported

Shows five sequential 'ci: regenerate/re-render' commits, each a targeted fixup (private members, CRLF, author test source, lost permission check). No unrelated hunks and no revert of other work; diff scope matches the PR's stated intent exactly (one generated file, one concern).

4. Traced the AUTHOR_TYPE == 'Bot' branch (lines 186-193) against the vulnerability class the PR fixes — self-reported

For the pull_request path, any Bot-type author unconditionally exits 0 before the collaborators/permission check runs. The exemption is justified in-comment only for dependabot and gominimal-aw-bot, but the code does not restrict it to those logins — any bot-type account that is a collaborator with less than write (e.g. a read- or triage-scoped installed App) would also skip the check, reopening the same 'opened a PR from someone else's write-access branch' gap this PR closes for human authors (the brandonweeks case).

`github.token` carries this workflow's permissions (contents: read,
pull-requests: write), and `collaborators/{u}/permission` returns 403 without
push access — so the permission check would have fallen back to
author_association on every run and the gate would have been decorative.
CodeRabbit caught it on gominimal/foundry#69 before it ran.

foundry now mints a separate App token for that step, scoped to the calling
repository and to Administration:read alone, rather than widening this
workflow's permission ceiling in every install for one lookup. Also narrows the
Bot exemption from "any App" to the two named logins, keeps the rationale
comment in generated copies, and fixes two refusal messages that said "PR
author" on the comment path.

Two corrections from foundry.

dependabot runs cannot read Actions secrets, so the token mint dies with "The
'private-key' input must be set to a non-empty string". 12 of 12 dependabot
runs have failed that way across the fleet; the clause admitting them was meant
to review dependency bumps and has only ever produced a red X. Skipped until
the secrets live in each repo's Dependabot store.

The author permission check was using `github.token`, which lacks the push
access `collaborators/{u}/permission` requires — it would have fallen back on
every run. It now mints its own App token, scoped to this repository and
Administration:read only, rather than widening this workflow's permission
ceiling. Also narrows the Bot exemption to the two named logins.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches intent. The diff is entirely inside .github/workflows/minimal-review.yml and does exactly what the title says — replaces author_association-based gating with a real permission check (collaborators/{user}/permission) on the pull_request path, adds CRLF handling and a CONTRIBUTOR allowance on the issue_comment path (backed by a second, narrowly-scoped App token for the lookup), and drops dependabot[bot] at the job level since its token mint can never succeed (Dependabot secrets live in a separate store).

Clobber: none. git log on this path shows this is the 7th consecutive re-render fixing the same private-member-skip bug in sequence; each commit narrows toward the version here, and nothing unrelated is reverted.

Correctness: the split between the cheap job-level if (same-repo, non-draft, not dependabot) and the real gate (the new Refuse a PR whose author lacks write step, which calls the permission API and falls back to author_association only if the API is unreachable) is sound and matches the extensive comments justifying it. Verified the second App-token mint is scoped as claimed (permission-administration/permission-metadata are real inputs on the pinned create-github-app-token action, and that endpoint genuinely needs Administration:read). Verified the fallback path deliberately excludes CONTRIBUTOR from its association allowlist, so a mint failure degrades to today's (buggy but non-regressive) behavior rather than a new hole. Both prior review threads on this file are already resolved by this version.

One cosmetic loose end, not filed as a finding: the dependabot|dependabot\[bot\]|... arm of the new step's Bot-type case statement is unreachable — the job-level if already excludes dependabot[bot] from ever reaching that step on the pull_request path, and issue_comment Bot authors are refused before the case statement runs. Harmless (it only ever matches nothing), but the comment above it explaining why dependabot needs the exemption there is now stale.

Nothing here needed a build to check; no compile was attempted.

What ran

9 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. git log --oneline -15 -- .github/workflows/minimal-review.yml — exit 0 · self-reported

This is the 7th consecutive re-render of this same gate (de7a22c through 268b1df), each fixing one issue in the last (CRLF, CONTRIBUTOR+API check, dependabot token-mint failure). No unrelated work is reverted or clobbered; the diff traces entirely to the stated intent of fixing the private-member skip bug.

2. Read full minimal-review.yml (400+ lines) around the changed job-level if and the two new steps, not just the diff hunk — self-reported

Confirmed the new 'Refuse a PR whose author lacks write' step is the real gate (queries repos/{repo}/collaborators/{author}/permission) and the job-level if is now just a cheap pre-filter, matching the extensive comment explaining that split.

3. Traced reachability of the dependabot arm in the new step's Bot-type case statement (dependabot|dependabot[bot]|...) against the job-level if`` — self-reported

The job-level if already requires github.event.pull_request.user.login != 'dependabot[bot]' for the pull_request branch, and issue_comment Bot authors are refused unconditionally before the case statement runs. So the dependabot arm of that case is unreachable in both paths — dead code, harmless since it only widens nothing, but the comment above it ('refusing dependabot stops every dependency bump') describes a rationale that no longer applies at that call site. Not filed as a finding: no behavioral effect, confidence a maintainer would act on cleanup-only dead code is below the bar.

4. Fetched actions/create-github-app-token action.yml (v3) to confirm permission-administrationandpermission-metadata are real inputs — exit 0 · self-reported

Both are valid generated permission inputs on that action; the new token mint is scoped as the comment claims, not silently defaulting to broader access. Also confirmed the pinned SHA (bcd2ba49218906704ab6c1aa796996da409d3eb1) matches the same pin already used elsewhere in this repo (docs-hotfix.yml, promote.yml, and the pre-existing mint step later in this same file), so it isn't a newly-introduced or suspicious pin.

5. Web search: does GET /repos/{owner}/{repo}/collaborators/{username}/permission require Administration:read for an App token — self-reported

Confirmed Administration is the permission category gating that endpoint for GitHub Apps/fine-grained tokens, matching the rationale in the added comments for why a second, narrowly-scoped App token is minted rather than reusing github.token.

6. Checked .review/threads.json for prior unresolved review comments on this file — self-reported

Both existing threads are marked resolved, and both concerns (the Bot-type carve-out matching by type instead of login, and CodeRabbit's evidence-gathering thread) are already addressed by this diff — the Bot exemption is now matched by login, and the permission-based author check replaces author_association entirely on the PR path.

7. Checked .review/learnings.md for suppressed findings — self-reported

Empty, nothing to filter against.

8. rg over pr.diff for secret-shaped strings (tokens, keys, credentials) — self-reported

Only symbolic references to ${{ secrets.AW_BOT_PRIVATE_KEY }} (an existing secret name already used elsewhere in the file for a different mint step), no literal credential material.

9. Checked pr.json changed_files and diff for dependency-manifest changes — self-reported

Only .github/workflows/minimal-review.yml changed; no Cargo.lock/Cargo.toml/.minimal/minimal.toml in this diff, so no dependency-vulnerability check applies.

The author check's token asked for Administration:read as well as
Metadata:read, while its comment said "Administration read alone". Two reviewers
read the endpoint's requirement two ways on foundry#69 — Metadata per the REST
reference, or push access per the endpoint page — and it cannot be settled
without running it. It now asks for the least that could work, and the comment
says the question is open rather than asserting an answer.

Every failure mode degrades rather than breaks: an ungranted permission fails
the mint, continue-on-error swallows it, the step falls back to github.token,
and the association fallback runs with a warning naming the scope to fix.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches its stated intent exactly — re-renders the standalone caller from foundry:review/deploy/stub.yml, closing three fixes plus stub drift (#751). One file touched (.github/workflows/minimal-review.yml), all diff content is the gate logic plus the comments explaining it.

Clobber: no revert of unrelated work; git log on this path shows a run of prior re-render commits building toward this one, consistent with the PR body's own narrative.

Correctness: verified the three claimed fixes actually land — (1) the pull_request path defers the author test entirely to the new API-backed step rather than author_association, which is the right fix for the private-member blind spot; (2) /review\r is added alongside /review\n for CRLF/CR comments; (3) dependabot is excluded by login at the job level rather than by a Bot-type carve-out that (per already-resolved thread history) used to admit any App unconditionally. I independently checked the one thing the PR's own comments flag as unsettled — whether permission-metadata: read is the right scope for collaborators/{user}/permission — and GitHub's docs say it is, for App/fine-grained tokens, so the fallback-to-association path should be the exception rather than the common case. Found one bit of dead code (a dependabot case-arm in the new script that's unreachable because the job-level if already excludes that login) but it's harmless, and one stylistic inconsistency (set -uo pipefail vs. this file's usual set -euo pipefail) that doesn't change behavior here since the one command it would matter for is inside an if condition either way. Neither clears the bar to report given the 3-finding budget.

Nothing here needed a build to check, and nothing was left unchecked as a result.

What ran

7 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. Read full rendered workflow file around the diff to see the job-level if, the two new steps, and the pre-existing steps they gate (checkout/token-mint further down) — self-reported

Confirmed the new permission-based author check runs before the fork-checkout and reviewer-token steps, and that the job-level if for pull_request no longer references author_association at all — the real check is deferred entirely to the 'Refuse a PR whose author lacks write' step, as the comments claim.

2. grep for other actions/create-github-app-token usages and owner/repositories scoping in the same file — self-reported

The new mint step's owner: gominimal hardcoding matches the existing pattern at the pre-existing 'Mint a token for the private reviewer and broker repos' step (line ~361), so it isn't a newly introduced hardcode-vs-template inconsistency.

3. Web search: required fine-grained permission for GET /repos/{owner}/{repo}/collaborators/{username}/permission — self-reported

GitHub's docs list 'Metadata' repository permission (read) as sufficient for this endpoint on fine-grained/App tokens; 'push access' is the classic-PAT requirement, not the fine-grained one. This confirms permission-metadata: read on the new mint step is the correct scope, not a mistake — the PR's own comment flags this as unsettled, but the docs settle it in the code's favor, so the primary fix (resolving real permission for private org members) should actually take the API path most runs rather than silently falling back to the old association check every time.

4. Web search: confirm actions/create-github-app-token action.yml accepts a permission-metadata input — self-reported

Confirmed via a GitHub issue enumerating the action's valid inputs, which lists permission-metadata alongside the other permission-* fields. Not a typo'd/nonexistent input.

5. Trace the case-statement bot exemption (dependabot|dependabot\[bot\]|gominimal-aw-bot|gominimal-aw-bot\[bot\]) against the job-level if`` — self-reported

The job-level if already excludes github.event.pull_request.user.login == 'dependabot[bot]', and issue_comment-path bots exit 1 unconditionally before reaching the case. So the case's dependabot arms are unreachable on both paths; only the gominimal-aw-bot arm is live. This is dead code but causes no incorrect behavior, so below the bar for a finding.

6. Read threads.json for prior review rounds on this same workflow — self-reported

Both prior findings (author_association blindness to private org members; the Bot-type carve-out exiting 0 unconditionally) are already fixed in this version of the diff — the permission API check and the by-login (not by-type) bot exemption respectively. Nothing to re-raise.

7. grep pr.diff for credential-shaped strings — self-reported

No secrets or keys in the diff; only comment prose mentioning 'secrets' as a concept.

minimal-review flagged the dependabot arm of the Bot check as dead code, which
is true for this generated copy — the gate and the step are in one file here.
It is not true for a stub caller, where the gate is editable by the PR and the
impl is not, so the arm stays and now refuses with the cause named: a dependabot
run reads the Dependabot secret store, not Actions secrets, so the token mint
cannot succeed.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches intent. This is the next commit in the incremental ci: re-render — series and lands the three fixes the PR body describes (permission-based author check instead of author_association, CRLF-safe /review, dependabot skipped-not-failed) plus closing the #751 hand-edit drift. Only .github/workflows/minimal-review.yml changes.

Clobber: none — git log on this path is a clean linear continuation; nothing unrelated is reverted.

Correctness: the core fix is sound and correctly ordered. The new 'Mint a read-only token' / 'Refuse a PR whose author lacks write' steps run before the quiet window and before the foundry/broker token mint, so an unauthorized same-repo author (e.g. a read-only collaborator who opened a PR from someone else's branch, the brandonweeks case the PR body cites) is refused before any secret-bearing checkout happens. $AUTHOR/$CALLER only flow through env:, so there's no script-injection risk from an attacker-controlled login. permission-metadata is a real input of create-github-app-token, not a typo.

Could not check: whether the App's metadata: read grant is actually sufficient for the collaborators/.../permission endpoint (vs. needing an org-level members permission too) — the PR's own comments already say two reviewers disagree and it 'cannot be settled from a text editor'. The design degrades safely either way, so this isn't blocking, but it's worth confirming on the first real run that the log shows has write on ... rather than the fallback warning — otherwise this PR's headline fix (private org members) is silently still broken.

One finding below: several of the new comments justify the code by citing bot names, confidence scores, and cross-repo PR numbers rather than explaining the code's behavior — the kind of self-referential audit trail that rots once those PRs age out of memory.

What ran

6 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. grep for bot-name/confidence-score/cross-repo-PR citations added by this diff — self-reported

Found the pattern at lines 91, 108, 122-123, 192, 215, 231-232, 288-289, 295-296 of the new file — all inside comment blocks this diff adds or rewrites, citing CodeRabbit/minimal-review by name with confidence scores (e.g. '(medium, 0.65)', '(high, 0.75)') and other repos' PR numbers.

2. git log --oneline -15 -- .github/workflows/minimal-review.yml — exit 0 · self-reported

Confirms this is the next commit in a linear 'ci: re-render —' series (fcd9709 after bfe63ff, 268b1df, b709a2f, ed68179); no unrelated recent work is reverted or clobbered.

3. Fetched actions/create-github-app-token's action.yml to check the 'permission-metadata' input used by the new 'Mint a read-only token' step — self-reported

Confirmed it is a real, documented input ('level of permission ... to search repositories, list collaborators, and access repository metadata'), so this is not a typo'd/invalid action input.

4. ls .github/workflows/ for a separate caller workflow distinct from minimal-review.yml — exit 0 · self-reported

None exists — this is the only review-related workflow in the repo, consistent with the new comment at lines 292-301 which itself admits the dependabot Bot-arm is dead code in this standalone copy and is kept only for other (private-repo) installations that split caller/impl across files.

5. Reviewed $AUTHOR/$CALLER data flow and the dependabot\\[bot\\] case-pattern escaping in the new step's run: block — self-reported

$AUTHOR and $CALLER reach the script only via env:, never string-interpolated into the run: text, so an attacker-controlled login (e.g. containing shell metacharacters) can't reach script injection. The case-pattern brackets are correctly backslash-escaped to match literally.

6. Researched whether the App's requested permission-metadata:read is sufficient for GET /collaborators/{username}/permission — self-reported

Inconclusive from docs alone (GitHub's own endpoint page says 'must have push access'; the action's description says metadata covers 'list collaborators'). Not raised as a finding: the PR's own added comments (lines 227-234) already document this exact ambiguity, note two reviewers read it differently, and the code already degrades safely (continue-on-error to github.token, then to author_association, with a ::warning:: naming the scope) rather than failing closed.

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches intent — regenerates the reviewer's caller workflow from foundry to fix the three bugs the PR body describes (private-member gate, CRLF /review, dependabot's guaranteed-fail token mint), plus a new author-permission check split across two steps. Clobber: none — no recent work is reverted; this supersedes the #751 hand-edit as stated. Correctness: the core mechanism (mint a narrowly-scoped App token, ask collaborators/{author}/permission, fall back to author_association on failure) is sound and the fallback degrades rather than fails closed, as intended. Two small self-consistency slips survive from the PR's own iteration, both flagged below. Nothing here could be checked only by building — this is pure YAML/shell, and mip check/GitHub's own workflow linter would catch a syntax break, but neither can catch either of the found issues.

2. web reference: GitHub fine-grained PAT permissions table for Administration vs Metadata — self-reported

GET /repos/{owner}/{repo}/collaborators/{username}/permission is listed under the Metadata permission, not Administration, in GitHub's fine-grained-PAT reference — independent of that, the mint request (metadata) and the warning text (administration) disagree with each other regardless of which is ultimately correct.

3. git show 6f6011a -- .github/workflows/minimal-review.yml — exit 0 · self-reported

The HEAD commit's stated purpose is stripping 'who found this, at what confidence, on which PR' narration from 8 comment blocks. The previous cleanup stripped by grepping for remembered phrasings, so a block
saying "CodeRabbit raised it on" matched none of them and survived the commit
whose message said it had gone. Re-done against a general pattern.

Separately the fallback warning told operators to grant Administration:read
while the mint two steps above had been narrowed to Metadata:read — advice to
grant something broader than the code asks for, on the step whose argument is
asking for the least that could work.

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches the stated intent — a single generated file, re-rendered to pick up the three fixes described in the PR body (private-member gate, CRLF /review, dependabot handling) plus closing prior stub drift. No unrelated hunks.

Clobber: none. git log on this path shows a clean sequence of prior ci: re-render commits this PR builds on; nothing here reverts a merged fix.

Correctness: the gating logic itself checks out — traced the rewritten job-level if, the new App-token mint (continue-on-error + github.token fallback), and the collaborators/.../permission check with its author_association fallback, including the Bot/dependabot carve-outs. Found two small narration-accuracy slips in the comments this PR adds (not in the logic itself): a repo-count mismatch against the PR's own audit, and a debug pointer that only matches one of three success outcomes. Also verified, and did not re-report, that an existing unresolved thread about a mismatched token-scope name in the fallback warning is already consistent at this head — this PR's own permission-metadata: read and the warning's 'Metadata:read' agree.

Not checked: whether create-github-app-token actually accepts permission-metadata as a valid input name, and the real-world behavior of the collaborators/{author}/permission endpoint under a Metadata-scoped token — both would need a live run against GitHub's API, not a build, but are outside what static reading can confirm; the file's own comments flag this same uncertainty.

What ran

5 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. rg for the audit numbers cited in the new comment vs pr.json body — self-reported

The PR body's dependabot audit ('12 of 12 dependabot runs have failed across the fleet — webapp 10, pkgmgr-rs 1, minimal 1') names three repos summing to 12. The new comment this PR adds at .github/workflows/minimal-review.yml:88 says the failures span 'webapp, pkgmgr-rs, minimal-supply-chain and minimal' — a fourth repo not in the body's breakdown. Confirmed by grep: 'minimal-supply-chain' appears nowhere in pr.json.

2. grep for other occurrences of the same repo-list or grep-guidance strings — self-reported

Both suspect strings ('webapp, pkgmgr-rs, minimal-supply-chain and minimal' and 'look for has write on') appear exactly once each in the file. Neither is a repeated pattern — both fixes are local to their one comment block.

3. checked whether the mint step's permission-metadata and the fallback warning's cited scope agree — self-reported

An existing unresolved thread (threads.json) claimed the warning told operators to grant 'Administration:read' while the mint step actually requested a different scope. At head_sha the mint step (line 243) requests permission-metadata: read and the warning (line 318) names 'Metadata:read' — these already agree. Not re-reported; the thread's concern appears already addressed by this PR's own re-render.

4. counted parens/quotes in the rewritten job-level if: expression for balance — self-reported

Manually balanced the rewritten if-expression (8 open / 8 close parens, quotes escaped consistently with the existing double-quoted-scalar convention the file's own comment documents). No syntax defect found.

5. traced reachability of the dependabot/gominimal-aw-bot named arms in the new 'Refuse a PR whose author lacks write' step — self-reported

The dependabot arm is unreachable in this standalone rendering (job-level if already excludes dependabot[bot] on pull_request, and issue_comment refuses any Bot before reaching the case statement) — but the diff's own comment explicitly acknowledges and justifies this ('in a generated standalone copy... this arm is unreachable; in a stub caller it is not'). Not reported as a defect since the tradeoff is already disclosed.

…grep hint

The dependabot comment named four repos where the audit has three (webapp 10,
pkgmgr-rs 1, minimal 1, already summing to 12), and the debug pointer said to
grep for `has write on` when the success branch prints `has <permission> on` —
so admin and maintain authors would not match. Both were written from what I
expected the output to be rather than from the line above.

The comment justified keeping it by claiming a stub caller could reach it. It
cannot: the impl job has the same exclusion in its own `if`, and a called
workflow's `if` is evaluated against the same triggering event as the caller's.
The arm stays because it is one line and the only place naming the cause, which
is the argument that actually holds.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches intent — the diff is entirely inside the review job's leading comment block, its if: gate, and two new steps (Mint a read-only token for the author check, Refuse a PR whose author lacks write). No unrelated files touched.

Clobber: none. git log --oneline -15 on this path shows a chain of same-author re-renders; nothing here reverts other work.

Correctness: two of the three fixes the PR claims are complete and correct as far as static reading can confirm — the CRLF /review\r clause reads right against YAML double-quote escaping (same mechanism already proven for \n), and the private-org-member fix (testing collaborators/{author}/permission instead of author_association) is a real improvement with a sensible fail-open-with-warning fallback. The third — dependabot exclusion — is incomplete: see the finding below. Everything else (Bot-type handling scoped by login rather than type, the second App token scoped to Metadata:read, the warning text naming the right scope) checked out against the file as it stands.

Not checked: could not verify the cited comment-body LF/CRLF counts or the 2431-PR audit figure — those require org-wide API access this review has no path to, and are documentation claims rather than code defects.

What ran

4 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. grep for dependabot handling in the rendered workflow file — exit 0 · self-reported

grep -n dependabot .github/workflows/minimal-review.yml shows the login exclusion only at line 161, inside the pull_request branch of the job-level if. No occurrence of github.event.issue.user.login anywhere in the file, and no other reference to the PR's own author on the issue_comment path.

2. read the issue_comment branch of the job-level if (lines 151-158) and the AUTHOR env resolution in the author-check step (lines 256-258) — self-reported

On issue_comment, the gate only checks the commenter's author_association against an allowlist that now includes CONTRIBUTOR, and the later step sets AUTHOR/AUTHOR_TYPE/ASSOCIATION to the commenter, never to github.event.issue.user. The PR's actual author (e.g. dependabot) is never inspected on this path.

3. diff base vs head for this job's if: block — self-reported

git show d979f6f7:.github/workflows/minimal-review.yml (base) had the same gap pre-existing; this PR rewrote the whole if: block and added the new author-check step but still did not add an equivalent dependabot check to the issue_comment branch, despite the PR body/commit messages describing dependabot exclusion as one of three fixes delivered.

4. cross-check .review/threads.json for an existing report of this — self-reported

threads.json has a coderabbitai comment anchored at path .github/workflows/minimal-review.yml line 161, resolved:false, outdated:false, with no reply from norrietaylor: 'Line 161 excludes Dependabot only for pull_request events... A write-authorized user can comment /review on a Dependabot PR... The workflow mints credentials and runs the review.' Not present in learnings.md (which is empty), so it has not been dismissed.

Dependabot is excluded on the pull_request path only. A dependabot-triggered run
cannot read Actions secrets so the mint dies; a `/review` comment is triggered by
the commenter, reads secrets normally, and is the one way to get a bump reviewed
today. Both files now say so, since the asymmetry reads like an oversight
otherwise — it was reported as one.

Also drops a comment that narrated its own edit history.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope. Single-file change to the generated .github/workflows/minimal-review.yml, matching the stated intent exactly: replace the visibility-based author gate (author_association) with a permission-based one (a scoped API call), widen the /review comment matcher to CRLF, and turn the dead dependabot admit-clause into an honest skip. No unrelated hunks.

Clobber. None. Every prior commit touching this file in git log is either this same PR's own earlier iteration (14 'ci: re-render' commits against the same base) or an unrelated, already-merged prior PR. Nothing here reverts other work.

Correctness. This PR has already been through ~14 rounds of review (visible in threads.json, all resolved) that caught and fixed: an overbroad Bot-type carve-out, a stale Administration:read hint after the token was narrowed to Metadata:read, a wrong debug grep hint, an invented fourth repo in a failure count, and several leftover narration blocks. I re-verified all of those fixes are present and consistent in the current head, and independently traced the new if expression's parenthesization, the bash case bracket-escaping for bot logins, the CRLF comment-prefix matching, and the hyphenated step-id reference — no defects found. The one open question the diff itself doesn't resolve — whether Metadata:read is actually sufficient for the collaborators/.../permission call — is explicitly flagged as unsettled in the PR's own comments, with a documented graceful fallback and an operator-facing warning naming the scope to check if it isn't; I don't have a way to settle it further without hitting the live API, and the PR already treats it as an open question rather than a hidden assumption. Nothing else in the diff rose to a reportable finding.

Nothing I could not check without a build — this review is entirely YAML/bash static reading plus doc lookups, no compile needed.

What ran

6 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. Read pr.json, pr.diff, repomap.md, learnings.md, threads.json — self-reported

learnings.md has no suppressed findings for this repo. threads.json shows 8 threads, all resolved:true, spanning ~14 prior 're-render' commits on this same PR: bot-type carve-out scoped by login (not type), Administration:read vs Metadata:read mismatch fixed, wrong 'has write on' grep hint fixed to 'has on', invented 'minimal-supply-chain' repo dropped from the count (now correctly 10+1+1=12), and eight narration blocks (bot names/confidence scores/cross-repo PR citations) stripped. Coderabbit's own dependabot/issue_comment finding on this PR was investigated and withdrawn as invalid by the reviewer, with reasoning confirmed correct.

2. git log --oneline -15 -- .github/workflows/minimal-review.yml — self-reported

All 15 preceding commits touching this file are this same PR's own iterative re-renders against base d979f6f, or prior merged PRs (#1337, #1326). No clobber of unrelated work; this PR only iterates on itself.

3. Traced the new job-level if (lines 150-161) and the two new steps (234-337) against the removed org-membership gate — self-reported

Confirmed the new design deliberately moves author enforcement from the unreliable author_association expression into a runtime API call (collaborators/{author}/permission), with the job-level if now only doing cheap same-repo/non-draft/non-dependabot filtering. Verified the CRLF-matching addition (/review\r) only matches a literal CR right after '/review', so it doesn't loosen matching for '/reviewed' or '/review-later'. Verified the bash case patterns dependabot\[bot\] and gominimal-aw-bot\[bot\] correctly escape brackets to match literal bot logins (unescaped [bot] would be parsed as a character class, which is why the escaping matters and is present). Verified steps.author-token.outputs.token (hyphenated step id via dot notation) matches the same working pattern already used elsewhere in this file for steps.app-token, so it is not a new syntax risk.

4. rg for leftover narration (bot names / confidence scores / cross-repo PR citations) in the new comment blocks — self-reported

The only bot-name/PR-number references remaining (CodeRabbit comment-volume justification, #1313, #46) are factual grounding for design decisions (why a check exists, why an exemption is scoped), not narration about this PR's own review process — the pattern the team's learnings distinguish and have previously flagged. None matched the leftover-narration shape.

5. Web search on actions/create-github-app-token permission-metadata input, and on the collaborators/permission endpoint's required scope — self-reported

permission-metadata is a real input to the pinned action. The exact GitHub App permission the collaborators/{user}/permission endpoint needs is genuinely ambiguous in current docs (older Enterprise docs mention an org-level Members permission in addition to repo Metadata; current docs don't state it explicitly for this sub-endpoint). This is already the PR's own stated open question (lines 220-233) with an explicit graceful-degradation fallback and an operator-facing warning naming the scope to check, so raising it again would not tell the maintainer anything they haven't already written down and defended against.

6. rg for secrets and gitleaks availability — self-reported

gitleaks not installed in this environment; rg over the changed file and pr.diff for common credential patterns (ghp_, github_pat_, AKIA, PEM headers) found nothing. No Cargo.lock/Cargo.toml/.minimal/minimal.toml changes in this PR, so no dependency-advisory check applies.

The old Bot clause named dependabot and gominimal-aw-bot. The replacement
explained the human case and excluded dependabot by login, and never said what
happens to the other one — unanswerable from a caller, since the check lives in
the impl at a pinned SHA.

It does get reviewed, and by name rather than by lookup: the permission endpoint
answers `404 gominimal-aw-bot is not a user` for an App, so a lookup-only rule
would refuse every App there is. Verified against the live API.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches the stated intent exactly — replaces the author_association gate with a collaborators/{author}/permission API check (fixing the private-org-member false-refusal in #1313), adds /review\r matching for CRLF comments, and turns the dead-end dependabot Bot-carve-out into an explicit skip-with-reason. Single file, no unrelated changes.

Clobber: none. git log shows this head is the last of a long, incremental chain of ci: re-render commits on top of the same base, each landing one fix from a review round; nothing here reverts prior work.

Correctness: re-verified the whole author-check path (fork guard → token mint with fallback → permission lookup → Bot sub-cases → association fallback) by hand for pull_request, issue_comment, and workflow_dispatch, and re-parsed the job if: YAML to confirm the \n/\r escaping in the string literal behaves as the comment claims. Everything CodeRabbit previously flagged on this PR (Bot-type scoping, stale Administration:read wording, leftover narration, an invented repo in the dependabot count, a wrong grep hint) is already fixed in this head, and the one finding CodeRabbit itself withdrew (dependabot exclusion missing on the issue_comment path) is correctly absent — that path intentionally authorizes the commenter, not the PR's dependabot author. No build was attempted; this is a CI YAML/shell change with no compiled surface to check.

No new findings survive scrutiny. This looks ready to merge.

What ran

5 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. python3 -c yaml.safe_load on the modified workflow file — exit 0 · self-reported

Parsed the full YAML after the diff. The job-level if: string parses cleanly, and repr() on the parsed expression confirms \n and \r inside the single-quoted expression literals unescape to real newline/CR bytes at the YAML layer (as the adjacent comment claims), not literal backslash-n/backslash-r that the Actions expression engine would fail to match. No YAML or escaping defect.

2. rg for secret-shaped strings in .review/pr.diff — exit 1 · self-reported

Searched the diff for AKIA/private-key headers/ghp_/gho_/api_key= patterns. Nothing found; the diff is CI YAML and comments only, no credential material.

3. git log --oneline -15 -- .github/workflows/minimal-review.yml — exit 0 · self-reported

Confirmed this PR's head is the last of ~14 sequential 're-render' commits, each addressing one CodeRabbit/human review round on top of base d979f6f. Ruled out scope creep or a silent revert of unrelated recent work on this file.

4. Read .review/threads.json against the current file content — exit 0 · self-reported

Checked every prior finding (Bot-carve-out scoped by type not login, stale Administration:read wording, leftover narration citing bot names/PR numbers/confidence scores, invented 'minimal-supply-chain' repo in the dependabot count, wrong 'has write on' grep hint, dependabot-on-issue_comment being intentional not a bug) against the file as it stands now. All are already fixed in the current head or already correctly withdrawn as invalid; none reproduce.

5. Traced the new author-permission-check step (lines 234-340) against every trigger path — exit 0 · self-reported

Walked pull_request, issue_comment, and workflow_dispatch through the job-level if, the fork guard, the token mint (continue-on-error, falls back to github.token), and the write-permission check, including the Bot sub-cases (dependabot refused with a reason, gominimal-aw-bot admitted by name, any other App looked up like a human, a bot commenting on issue_comment refused outright). Found no path that reaches the sandbox/token-mint steps without either a verified write-permission author or an explicitly-named, justified exception.

The job-level `if` comment and the permission step each told the whole story and
each deferred to the other. Folded to one: the step keeps the argument, because
that is where the check is and where someone changing it will be standing; the
`if` says what it is and where the test lives.

minimal-review — advisory review

Verdict COMMENT — COMMENT: policy.actions.request_changes is off; policy.actions.approve is off.

Scope: matches the stated intent exactly — one generated workflow file, re-rendered from gominimal/foundry to pick up the three fixes the PR body describes (private-org-member gate, CRLF /review, honest dependabot handling), plus closing the hand-edited stub drift from #751. No unrelated hunks.

Clobber: none. git log on this path shows 15 sequential re-render commits, each a direct response to a prior review round; nothing here reverts or overwrites unrelated work.

Correctness: this PR has already been through extensive review (CodeRabbit plus this bot, per threads.json), and every prior finding I could re-check is fixed at HEAD — the Bot exemption is now matched by login rather than by type, the fallback warning names the permission scope actually requested (Metadata, not Administration), the dependabot-repo-count arithmetic is consistent (webapp 10 + pkgmgr-rs 1 + minimal 1 = 12), and the narration that had crept into the comment blocks was stripped. I independently traced the new author-permission check (the two new steps around line 156) against the job-level if and confirmed it runs, and fails closed to the author_association check, before either the author-check token or the foundry/broker credential is minted — the design the PR body argues for is actually what the file does. I also confirmed the multi-line double-quoted if: scalar's \n/\r escapes are genuine YAML unescaping (not a literal backslash-n bug), which was worth checking given how easy that mistake is in a folded block.

I found nothing to add past what this team has already caught and fixed on this PR. Could not verify end-to-end (would require running the workflow): whether create-github-app-token actually accepts permission-metadata: read as an installation-level grant on a real App install, and whether the collaborators/{author}/permission endpoint truly needs push rather than metadata access — the PR itself says this is unsettled and designed to degrade gracefully either way, which is a reasonable stance for something only a live run can answer.

What ran

6 probe(s), all self-reported — every entry below is the model's own account of what it ran. None of it is host-attested, so none of it can gate a blocking verdict.

Verification log

1. Read threads.json (existing review threads on this PR) — self-reported

Seven prior threads, all resolved: the Bot-type carve-out was narrowed from user.type=='Bot' to matching by login (dependabot[bot], gominimal-aw-bot[bot]); leftover narration (bot names, confidence scores, cross-repo PR numbers) was stripped from the new comment blocks across two follow-up passes; the Administration:read vs Metadata:read mismatch in the fallback warning was corrected to match the actual permission-metadata:read mint; an invented fourth repo ('minimal-supply-chain') in the dependabot-failure comment was removed so the count matches the PR body's 10+1+1=12 breakdown; a 'grep for has write on' debug pointer was reworded to 'has on' since admin/maintain also succeed. Checked the current file to confirm each fix is actually present at HEAD, not just claimed resolved.

2. git log --oneline -25 -- .github/workflows/minimal-review.yml — self-reported

15 consecutive 're-render' commits on top of the base, each addressing one prior review round (CodeRabbit and this bot). No revert of unrelated work; every hunk in pr.diff traces to one of the three fixes and the stub-drift re-render described in the PR body. No clobber.

3. Read the full current file (.github/workflows/minimal-review.yml) end to end, not just the diff hunk — self-reported

Traced the two new steps ('Mint a read-only token for the author check', 'Refuse a PR whose author lacks write') against the job-level if and the later steps that mint the foundry/broker token, run the quiet window, and inject the review task. The author check runs before any of those, matching the stated goal of refusing before a real credential is minted.

4. Checked the double-quoted YAML if: scalar's \n/\r escapes are YAML unescapes, not literal backslash-n — self-reported

The scalar is double-quoted (not >- folded), so YAML converts the written \n/\r two-character sequences into actual LF/CR characters before the Actions expression engine parses '/review\n' and '/review\r' as single-quoted string literals containing a real newline/carriage-return byte. Matches the block comment's own explanation; the added \r clause follows the same already-correct mechanism as the pre-existing \n one.

5. rg -n -i secret/token/password/api_key literal-value pattern over .review/pr.diff — self-reported

No matches; the only 'secrets.*' references are the existing GitHub Actions secret expressions (AW_BOT_PRIVATE_KEY), not literal values.

6. Confirmed only .github/workflows/minimal-review.yml changed (pr.json changed_files) — self-reported

No Cargo.lock/Cargo.toml/.minimal/minimal.toml change in this PR, so no dependency-vulnerability check applies.
