A once-only card leads new people to the two places they come back for: ask the assistant straight from the card, or open Reports for the charts. Asking, opening Reports, skipping or closing all count as seen; the account menu opens it again. Description
Before: after signing in for the first time, people landed on Home with no pointer to where to start.
After: a single card, "Welcome to Lens", opens once with the two places people come back for:
Asking, opening Reports, Skip or closing all count as seen (POST /auth/me/tour from #152), so it opens once per person. The account menu gets "Welcome tour" to open it again without recording anything. It only opens for web sign-ins, never for API tokens, and existing users were already marked as seen by #152's upgrade step.
Motivation and Context
After setup, users mostly care about talking to the assistant and the charts; this gets them to either in one step.
