targets: two small tasks on the same files are one task - #90

Live runs 44 and 47 planned a wc-like CLI as 7 and 5 tasks of 1-5 tests each; every task costs a fixed RED/SCAFFOLD/GREEN cycle. Before execution starts, targets check now refuses two adjacent tasks of one story that change the same files with 8 or fewer tests between them. Before: the planner persona says to keep related behaviours in one task, but this was not enforced, and the task count still varied from run to run. Run 46 planned the
cliintent as 3 tasks and run 47 planned it as 5, each with 3 to 5 tests on the same two files. Every task costs a fixed RED, SCAFFOLD and GREEN cycle of about 8 supervisor turns.After: before execution starts,
