Summary
This PR replaces the temporary health-reporting bridge left by the tracing migration. Instead of passing encoded reports through tracing events and a logging-layer interceptor, the application now publishes final provisioning reports directly.
Main Changes:
libazureinit-kvp, removing the duplicate encoders.libazureinit::wireserver, while the application coordinates KVP and HTTP delivery. Both methods of reporting are attempted independently, such that failure reports share the same data and timestamp and reporting errors don't change the provisioning result or exit code.
