🔋 BESS are becoming increasingly important for the municipal energy sector. But how can they be integrated effectively? Municipal utilities (Stadtwerke) are actively exploring the potential of BESS. By adding flexibility to the energy system, BESS can help better align generation and consumption, make more efficient use of grid connections, and unlock additional revenue streams. (DE/ENG) Flexible Netzanschlüsse brauchen bundeseinheitliche Spielregeln – und zwar jetzt. Handelsblatt hat letzte Woche über eine gemeinsame Branchenposition zu FCA-Mindeststandards in § 17 EnWG berichtet, initiiert von DWR eco und Voltwise Power. Wir unterstützen die Initiative als Unterzeichner. Aus unserer Projektpraxis ein paar Beispiele: nachträglich auferlegte FCAs trotz unterzeichnetem Netzanschlussvertrag, per einfachem Schreiben herabgesetzte Leistungsgradienten ohne projektspezifische Begründung, verbindliche Zusagen aus 2024 bleiben bis heute ohne Vertrag, weil der FCA-Standard noch in Arbeit ist. Das ist kein Vorwurf an einzelne Netzbetreiber, sondern die Folge eines Regelungsvakuums. § 17 Abs. 2b EnWG hat FCAs ermöglicht, ohne Leitplanken zu setzen. Was wir zusätzlich in unserem Inputpapier zum Netzanschlusspaket vorschlagen: ▪️ Verbindliche Fristen für Netzanschlussverträge und Anschlussbedingungen ▪️ FCA-Angebot gemeinsam mit dem Netzanschlussvertrag, plus echtes Verhandlungsrecht für beide Parteien ▪️ Keine nachträgliche Verschlechterung ohne erhöhte Begründungslast ▪️ Eine Kappungsgrenze für entschädigungsfreie Beschränkungen – denn was sich nicht modellieren lässt, wird nicht finanziert Ein Teil der Netzbetreiber verhandelt sehr konstruktiv mit uns. Der Konflikt ist nicht strukturell, es fehlt der Rahmen. Das Netzanschlusspaket ist die Gelegenheit, die Richtungsentscheidung in § 17 EnWG zu treffen. Wir sind zuversichtlich, dass der Gesetzgeber sie nutzt – und bringen unsere Praxiserfahrung gerne ein. Handelsblatt reported last week on a joint industry position regarding minimum FCA standards under Section 17 of the Energy Industry Act (EnWG), initiated by DWR eco and Voltwise Power. We are supporting this initiative as a signatory. From our project experience, a few examples: FCAs imposed retrospectively despite a signed grid connection agreement, capacity gradients reduced by simple letter without project-specific justification, and binding commitments from 2024 that still remain without a contract because the FCA standard is still being developed. This is not about blaming individual grid operators. Rather, it reflects a regulatory gap. As part of our input to the Grid Connection Package (Netzanschlusspaket), we support binding deadlines for grid connection agreements, FCA offers alongside those agreements with a genuine right to negotiate for both parties, stronger protection against retroactive changes, and limits on uncompensated curtailment. The objective is a framework that provides greater certainty for both grid operators and project developers. Many grid operators are engaging very constructively; what is needed now is a clear and reliable nationwide framework. Flexible Netzanschlussvereinbarungen (#FCAs) gehören zu den am meisten unterschätzten Themen für den Investitionsstandort Deutschland. Für die Ausgestaltung von FCAs gibt es bislang praktisch ein Regelungsvakuum. Keine echten Spielregeln, keine gemeinsamen Systemgrenzen, sondern ein Flickenteppich aus unterschiedlichsten Einzelregelungen von über 800 Netzbetreibern, die die Bedingungen weitgehend einseitig festlegen. Andere Länder sind bei dem Thema schon viel weiter. Gerade jetzt, wo das #Netzpaket mitten in der parlamentarischen Beratung steckt, darf dieses Thema nicht wieder hinten runterfallen. Genau deshalb haben wir gemeinsam mit Voltwise Power eine Initiative für FCA-Mindeststandards auf den Weg gebracht. Der Zugang zum Stromnetz ist längst ein wesentlicher Standortfaktor geworden, gerade für die Ansiedlung von Zukunftstechnologien wie #Rechenzentren, #Ladeinfrastruktur, neuer Industrie und Gewerbeanschlüssen oder #Elektrolyseuren. Daher haben wir gemeinsam mit verschiedenen Akteuren, die von betrieblichen Einschränkungen durch FCAs auf ähnliche Weise betroffen sind, ein branchenübergreifendes Positionspapier veröffentlicht (siehe Anhang). Ziel ist es, für das Thema zu sensibilisieren und es auf die politische Agenda zu heben, mit klaren Forderungen und Leitplanken für die aktuelle Verhandlung zum #Netzpaket. Unsere Allianz wurde heute bereits vom Handelsblatt aufgegriffen (Artikel in Kommentarspalte). Besten Dank an Catiana Krapp für diesen wichtigen Beitrag. Die Bundesnetzagentur plant sich 2027 erstmals mit der Standardisierung von FCAs befassen. Doch das Thema muss jetzt auf die politische Agenda. Bis zu einer Festlegung dürfte noch einige Zeit vergehen, in der Zwischenzeit bleiben viele Investitionen liegen und die Planungssicherheit von Investoren wird weiter untergraben. Das schwächt am Ende auch den Investitionsstandort Deutschland. The industry's first multi-asset battery capacity toll is now delivered in full: all 55 MW operational with Vattenfall 🔋 From initial structure to execution to full delivery: the first-of-its-kind, 7-year contract was signed in May 2025. The first 5 MW went live in January, and the full contracted capacity has been delivered since July, stable at every step of the ramp-up. 🚀 Virtual tolling is no longer a concept. It runs, at scale. In practice: say Vattenfall decides, based on market signals and portfolio needs, to charge 25 MW for an hour and bid 30 MW into balancing markets. LAYR translates those signals into real-time dispatch across eight batteries in Germany, automatically and load-optimised. One virtual battery, behaving like a physical one. What makes the structure unique: it's not a traditional toll tied to a single physical asset, but also not a purely financial product either – every megawatt is physically delivered, backed by real batteries in terralayr's balancing group and reserve pool. Why it matters: a renewables-heavy grid needs short-term flexibility. Storage can provide it. Aggregated and standardised, battery capacity becomes as easy to buy as cloud capacity. 🚨🚨🚨 HIRING CHIEF OF STAFF 🚨🚨🚨 One of the things I'm proud of at terralayr: what happens to people after they take the Chief of Staff role. Kaspar Klemm was our first. He helped build the machine that runs terralayr today, and just left to found his own company, Cepter. One of the smartest guys I know, ultra hard worker, heavy on the chickens at lunch. I am glad I get to be a small angel in his company. Leo Klie took over and did it his own way. Different board prep, different execution, different (and mostly better!) questions than mine in most meetings, and very dry humour. He's now off to his next big chapter (still secret), and he's earned every bit of it. Two Chiefs of Staff. Two big leaps. This job a launchpad. Now seat number three is open: You work directly with me on whatever matters most that week. You get massive exposure to the senior leadership team, the board, the cap table, and senior external CEOs, politicians and key partners. Fundraising, board prep, new markets, building things that don't exist yet. Some weeks strategy, some weeks spreadsheets. I call you possibly (probably) more than your spouse, the deadlines are often short and the workload is immense. Who you are: a former management consultant, investment banker, founder, PE professional or similar. Energy background is a plus, not a must. You are VERY structured yet hyper biased for action, and you have super high agency. You more than dabble with AI, and your understanding of being AI native goes beyond letting ChatGPT correct your mail draft. You're very competitive, but you win with the team. People like you, and want to have a beer with you. In short: you've demonstrated you play to win, wherever life has put you. I won't sugarcoat it: this role is challenging and very demanding. IMHO It's also one of the most rewarding jobs you'll find. A front-row seat to building energy infrastructure at scale, in the middle of the biggest shift the industry has seen since the Industrial Revolution, at one of the best capitalised players in Europe, starting in the most pivotal market in Europe -> Germany. If Kaspar and Leo are the benchmark, this won't be your job in two years. It'll be the thing that launched your next one (maybe at terralayr, maybe your own firm etc.).
