Extremely disappointed with the lack of objectivity and consistency in evaluation.
I took the ICAO English Proficiency Test with L6 Aviation. In the initial exam, my Vocabulary was rated at Level 4, while Pronunciation was rated at Level 3. When I officially submitted a formal appeal, the reassessment result was shockingly manipulative: they upgraded my Pronunciation to Level 4, but abruptly downgraded my previously qualified Vocabulary to Level 3 without any valid grounds—solely to keep the final outcome locked at Level 3.
To provide further context regarding my language capabilities:
- 8 years ago, I achieved Level 6 in TOEIC Speaking.
- I have lived in English-speaking countries (including Australia, the UK, and Malta) for over 10 years in total.
- During the test, I successfully read back every single radio transmission without exception.
Moving the goalposts during an appeal process to force a failing grade demonstrates a severe lack of standardized, objective criteria. Furthermore, the Head of LTB discouraged me from appealing prior to submission and suggested taking a free lesson instead.
Given how this evaluation was handled, it is clear that this center lacks sufficient experience in evaluating international applicants, resulting in arbitrary judgments of non-native speakers with extensive real-world English experience.
I strongly advise prospective pilots to think twice before taking their ICAO English assessment here. I have formally reported this testing center to the Civil Aviation Authority (CAA) and EASA for inconsistent grading practices.

We reject the claim that your result was manipulated.
Your appeal involved a new, independent review of the full recording. Some descriptor scores increased, while Structure, Fluency and Vocabulary were assessed at Level 3. The overall result therefore remained Level 3.
Your previous TOEIC result, time spent abroad and performance in individual radio tasks do not determine an ICAO level. The result is based on a holistic assessment of the complete recorded performance across all six ICAO language descriptors, not on one section, one task or one previous qualification.
Your written review is much stronger than the English heard in the recording. However, much of your correspondence and the wording of this review appear to have been prepared with AI assistance. A polished written complaint cannot be used as evidence that the required spoken-language standard was demonstrated during the test.
You were not discouraged from appealing. The appeal was offered, accepted free of charge and independently completed. The free lesson was offered separately to help you improve before a future test.
Four qualified assessors were involved, and none concluded that Level 4 was justified. You are entitled to disagree with the result, but the allegation that scores were deliberately changed is false and unsupported.
