We contacted the Angouleme branch of Capifrance, controlled by Phillipe Buyens, and dealt with his anointed (oily by sight and by nature) agent for the Barbezieux Saint-Hilaire, South Charente, region, one Patrick DESCARSIN.
Patrick DESCARSIN let us down in so many ways too numerous to list here. However, we will try and give you the gist of this man’s character and behaviour.
We put in an offer (suggested by him) for one of his clients properties. Initially, he said he knew the owner well and felt he would accept this offer given the very long time the property had been on the market and the numerous upgrades needed to bring the property up to standard. He said we should swiftly sign and date the purchase agreement.
I was very surprised by this and pointed out that we were still waiting to hear from him on a number of issues that he had promised to resolve on several occasions, such as (i) non-working AC units (ii) no DPE Energy readings (iii) no annual property tax/communal tax figures (iv) broken septic tank (v) leaking swimming pool (vi) pool pump not working, and (vii) non-receipt of the inventory for the contents included in the sale. His reply to this was we should not be concerned as all of these things would be resolved before the final purchase with everything replaced/fixed as new.
It is necessary to note that he did not tell us about the broken AC and leaking swimming pool, and only acknowledged these things after we had pointed them out. He first off tried to suggest that the leak was tiny, despite the garage walls and floor beneath the pool, saturated with water and damp. He then tried to suggest it was not the pool but a surface drain that could easily be fixed. Clearly he was hiding the very many problems this property had. Suffice to say that we never got answers/remedies to any of the problems listed.
Knowing we were very keen on the property because it had good disabled access, seemed to weaken our position, as he was sure we would buy it despite the problems. By the time we ended our dealings with him, he had suggested 5 more prices rises, taken most of the contents off the table, and got us to agree to an extra £12,000 to replace the pool, only afterwards to be told it was just a small leak that had now been fixed!
In summary, Patrick DESCARSIN of Capifrance, completed failed to communicate effectively with us whilst trying to purchase one of their advertised properties. His behaviour was very, very, suspicious around pricing and negotiations. Please avoid this charlatan, fraudster, liar, misogynistic, ignorant, incompetent, narcissistic, and disrespectful clown.
As to his boss Phillipe Buyens in Angouleme, and Capifrance head office, they were useless and complicit. We did not receive a single reply to phone messages, and extensive emails
Be warned! A very unscrupulous agency and agent.
