As of 2011, the HZDR has been member of the Helmholtz Association, Germany's largest scientific organization. The For­schungs­zentrum Rossendorf was founded in 1992. It was then a member of the Leibniz Association.

In addition to its headquarters in Dresden, the HZDR operates five other research sites: Grenoble, Freiberg, Görlitz, Leipzig and Schenefeld near Hamburg. The HZDR Institute for Radiooncology - OncoRay is located on the Uni­versity Hospital Dresden campus.
