EAS Test Reporting System (ETRS) Filings
The Federal Emergency Management Agency (FEMA), in coordination with the FCC, conduct nationwide tests of the Emergency Alert System (EAS) and Wireless Emergency Alerts periodically.
While FEMA will not conduct a nationwide EAS test in 2024, EAS Participants are required to participate in the nationwide EAS test and are required to make their 2024 ETRS Form One filings on or before October 18, 2024.

ETRS Description
ETRS is the online system in which EAS Participants must file identifying information, day-of-test data, and post-test data related to a nationwide test. ETRS provides several new features that ease the data-entry burden on EAS Participants, encourage timely filings, and minimize input errors.

Q: How do I update outdated or inaccurate information that auto-populates to my Form One?
A: If you find that you cannot edit outdated or inaccurate data on Form One, you need to change the data at the source, which is the Commission’s Online Public Inspection File (OPIF). Once that information is corrected in OPIF, it will be updated in ETRS within 24 hours. This is the OPIF sign in page. Here is additional information for OPIF filers

False, fraudulent, or unauthorized use of the EAS or WEA codes or Attention Signals (or simulations thereof) is strictly prohibited. See FCC Enforcement Advisory No. 2019-05 for more information.

ETRS User Manual
ETRS User Manual
All EAS Participants are required to register with ETRS and renew their identifying information (ETRS Form One) on an annual basis. When a nationwide EAS test is held, EAS Participants are required to file test results using ETRS Form Two within 24 hours, or as otherwise required by the Public Safety and Homeland Security Bureau, and detailed post-test data using ETRS Form Three within 45 days. This User Manual provides instructions on how to use the features and capabilities of ETRS.
