Dr Milica Milojevic liked thisDr Milica Milojevic liked thisThe talent that used to leave Rio is starting to stay. After two weeks there this summer, I suspect what could make this trend last starts somewhere unexpected: the power grid. Part of my heart is Brazilian. My wife and her family are cariocas (Rio natives), and I spent six years working in São Paulo, so I know and love the country from more than one angle. This time I spent part of the break with one foot in the tech ecosystem, not only on the beach. I sat in on an AI data-centre roundtable at Maravalley, one of several that the community runs, almost weekly. What struck me was not the ambition. Nobody was pitching AI. The conversation was about conditions. What would actually have to change, in legislation and in incentives, for a data-centre build-out to happen in Rio. Zoom out from Rio to the country, and the picture changes. The AI race is usually told as a story about models, chips and adoption. The quieter constraint is power. Brazil's installed generation capacity is roughly 85% renewable, and the grid is currently curtailing an average of around 3 GW of wind and solar output, with the grid operator expecting that to keep climbing through the end of the decade. Clean electricity already built, already paid for, and a growing share of it thrown away. The conversion is not automatic, though: the enabling tax regime is still sitting in the Senate, imported GPUs cost far more there than in the US, and stranded power is not firm power until the transmission exists. That makes the conversion a policy choice, not a forecast. In Europe we argue about where to find more power. Almost nobody is looking at where it already exists and is being thrown away. Which is also why the grid and the talent are one story. Not because a data centre employs many people. It does not. Because infrastructure at that scale pulls capital, capital funds companies, and companies are what stop talented people boarding a plane. For years, Rio's universities trained talent that then left for São Paulo or abroad. What is changing is that the reasons to stay are adding up: institutions forming (like Invest.Rio, Maravalley or Instituto 12), international capital arriving, even real estate now being built with a global crowd in mind. An ecosystem is starting to keep its own people. I came back energised, and a little humbled. It is not often you watch a place quietly lay the foundations for something big. Rio is not there yet, and the policy may stall. Three things would tell you it is real: the Senate passing the regime, transmission actually built, an anchor tenant committing. But ecosystems do not keep their people on good intentions. They keep them when someone finally builds something worth staying for. At the end of last year, we started working with GenomeKey on two key hires - a Senior Data Engineer and an ML Engineer. Both roles came with some very specific technical asks. The ML search in particular went down an interesting route, with sourcing centred around mapping relevant publications and reaching out directly to researchers. The eventual hire was identified through her work published in Nature Portfolio. OPINION : with AI we move from a capital to compute world In anticipation to my #CTVWS talk in London, I wanto share here some sound bites I will not be able to develop bur that are very important to capture AI grit. Larry Ellison may have just revealed the most important power shift happening in the global economy. And it has very little to do with money. During a recent conversation, Ellison described a dinner with Elon Musk and Jensen Huang where, in his own words, they were essentially begging Nvidia for GPUs: “Me and Elon begging Jensen for GPUs, please take our money.” Think about that for a moment. When some of the wealthiest people on Earth are sitting at a table asking a supplier to take billions of dollars faster, something fundamental has changed in the structure of the economy. Capital is no longer the ultimate constraint. Human ressources is not the bottleneck either. Compute is. We are entering a phase where the global innovation cycle is bottlenecked not by access to funding, but by access to silicon. You can have unlimited capital, unlimited ambition, and world-class talent. But if you cannot convert that capital into compute, GPUs, AI accelerators, datacenter power, you are locked out of the race. The competition Ellison describes is not about incremental market share. It is about who builds the most capable intelligence systems first. Ellison pointed out the stakes clearly: “Getting there first is a big deal , whether it’s self-driving, cancer diagnostics, or video generation.” In the AI era, being first matters more than ever. If a model reaches a breakthrough months before competitors, it doesn’t simply gain an advantage, it can reshape entire industries. Followers don’t always become competitors. Sometimes they become irrelevant. This dynamic explains why we are seeing unprecedented investments in AI infrastructure: hyperscale datacenters, power generation, semiconductor fabrication, and AI-optimized hardware. What used to be a supply chain has become a strategic chokepoint. The most consequential alliance in the world today may not be between governments. It may be between those designing intelligence systems and those manufacturing the silicon that powers them. And this race is accelerating. As Ellison put it: “The race goes on.” The companies and countries that secure access to compute will define the capabilities of the next technological era. In many ways, we are watching the emergence of a new geopolitical reality: The compute economy. And of course, we can debate this opinion at the London Mixer.
