James Hubert Bilbray (May 19, 1938 – September 19, 2021) was an American politician, lawyer and businessman. He was the U.S. Representative for Nevada's 1st congressional district from 1987 to 1995. He was a member of the Democratic Party. Between 2014 and 2016, he was the Chairman of the Board of Governors of the USPS.

Bilbray was born in Las Vegas, Nevada. He studied at the American University. He was a member of the Nevada Senate between 1981 until 1987. Bilbray died on September 19, 2021 in Las Vegas at the age of 83.[1]
