Description
LEVEL-2 CELL CHANGE SYSTEM FOR NON-TERRESTRIAL NETWORKS
Technical Field
The present invention relates to a system for realizing a level-2 cell change for non-terrestrial networks, according to the threshold values determined for the signal level and quality of the cell being served.
Background of the Invention
Today, installation of 5G commercial terrestrial networks has started as of 2019. In June 2020, the feasibility report of Non-Terrestrial Networks (NTN) in 3GPP Rel-16 was completed upon the preparation of the TR 38.821 report. Between dates of June 2020 and December 2022, the subject of non-terrestrial networks was studied within the scope of 3GPP Rel-17. However, no a solution is suggested for intercellular migration shared in 3GPP Rel-16 TR 38.821. In addition, a complete solution has not been developed for transitions (Handover, HO) between NTN cells even at 3GPP Rel-17 and Rel-18. There are three main problems that should to be solved for beyond 5G and 6G non-terrestrial networks such as the signal levels are the same between the border and the middle of the cells of non-terrestrial networks; the base station, which is fixed in terrestrial networks, is mobile in non-terrestrial networks; and improvements need to be made in areas such as delay, signaling load and energy consumption even if the user terminal or phone only triggers the intercellular hand-over according to signal level, quality or time. Today, parameters or key performance indicators (KPIs) used in non-terrestrial networks are not sufficient.
Therefore, considering the studies and the shortcomings included in the current technique, it is understood that there is need for a system for realizing a novel intercellular L2 (level 2) change at non-terrestrial networks with prioritized latency, signaling load and energy consumption.
The United States patent document no. US2023276309A1, an application included in the state of the art, discloses a system configured to measure signal quality and connect to RRC systems at the MAC when necessary, in intercellular handover in non-terrestrial networks. This disclosure provides systems, methods, and apparatus, including computer programs encoded on computer storage media, for wireless communication via a non-terrestrial network (NTN). In one aspect, a method for wireless communication includes initiating, by a user equipment (UE), a registration process with a network entity of an NTN to access the NTN. The method also includes transmitting, by the UE to the network entity, UE capability information of the UE. The method further includes receiving, by the UE from the network entity, a handover command; this handover command comprises a handover time indicator associated with a target handover time for the UE to perform a handover operation from a first beam to a second beam. Other aspects and features are also claimed and described. A terminal added to the nonterrestrial network measures the signal quality. The system prioritizes MAC (level 2) cell changes and performs RRC (level 3) cell changes, when necessary.
Summary of the Invention
An objective of the present invention is to realize a system which is developed for realizing a level-2 cell change for non-terrestrial networks, according to the threshold values determined for the signal level and quality of the cell being served.
Another objective of the present invention is to realize a system which is developed for realizing a novel intercellular L2 (level 2) change at non-terrestrial networks with prioritized latency, signaling load and energy consumption
Another objective of the present invention is to realize a system which is developed for measuring signal quality and level from a user device.
Another objective of the present invention is to realize a system which is developed for preventing significant protocol changes on both the network and user terminal part via implementation of the cell change algorithm given in 3 GPP standards with minimum changes.
Detailed Description of the Invention
“A Level-2 Cell Change System for Non-Terrestrial Networks” realized to fulfil the objectives of the present invention is shown in the figure attached, in which:
Figure 1 is a schematic view of the inventive system.
The components illustrated in the figure are individually numbered, where the numbers refer to the following:

The inventive system (1) for realizing a level-2 cell change for non-terrestrial networks, according to the threshold values determined for the signal level and quality of the cell being served; comprises
- at least one electronic device (2) which is configured to realize data exchange by using any remote communication protocol; to be a device
such as mobile phone; to access and transmit data over the base stations (B); to measure the signal, level and quality values of the cell and its neighbours wherefrom it receives service; to read the MAC ID if the serving cell and the target cell belong to the same L-2 cluster or the base station (B) basic unit; if it cannot read the MAC ID successfully or if the serving cell and the target cell belong to different L-2 clusters, to switch to the L3 RRC HO and to start messaging; to successfully complete L-2 MAC HO and to install radio data carrier in the new cell.
The electronic device (2) included in the inventive system (1) is configured to realize data exchange by using any remote communication protocol. The electronic device (2) is a device such as mobile phone. The electronic device (2) is configured to access data and transmit data over the base stations (B). The electronic device (2) is configured to measure the signal, level and quality values of the cell and its neighbours wherefrom it receives service. The electronic device (2) is configured to read the MAC ID (Medium Access Control ID) successfully if the serving cell and the target cell belong to the same L-2 (level 2) cluster or the base station (B) basic unit (Baseband- Central Unit- CU) when it is necessary to realize cell change of the candidate and service cells according to the signal level and quality of the threshold value determined for a certain period of time. The electronic device (2) is configured to switch to L3 RRC HO (Level 3, Radio Resource Control, RRC) and to start messaging, if t cannot successfully read the MAC ID or the serving cell and the target cell belong to a different L-2 cluster. The electronic device (2) is configured to switch to a level 3, radio resource control (RRC) cell until it can read the MAC address, in the event that it cannot read the MAC address. The electronic device (2) is configured to successfully complete L-2 MAC HO and to install a radio data carrier in the new cell.
Industrial Applicability of the Invention
With the inventive system (1), the electronic device (2) realizes data exchange by using any remote communication protocols. The electronic device (2) is a device such as mobile phone. The electronic device (2) accesses and transmits data over the base stations (B). The electronic device (2) measures the signal, level and quality values of the cell and its neighbours wherefrom it receives service. The electronic device (2) reads the MAC ID (Medium Access Control ID) successfully if the serving cell and the target cell belong to the same L-2 (level 2) cluster or the base station (B) basic unit (Baseband- Central Unit- CU) when it is necessary to realize cell change of the candidate and service cells according to the signal level and quality of the threshold value determined for a certain period of time. The electronic device (2) switches to L3 RRC HO (Level 3, Radio Resource Control, RRC) and to start messaging, if t cannot successfully read the MAC ID or the serving cell and the target cell belong to a different L-2 cluster. The electronic device (2) switches to a level 3, radio resource control (RRC) cell until it can read the MAC address, in the event that it cannot read the MAC address. The electronic device (2) successfully completes L-2 MAC HO and installs a radio data carrier in the new cell. Thereby, a novel intercellular L2 (level 2) change is realized at non-terrestrial networks with prioritized latency, signaling load and energy consumption.
Within these basic concepts; it is possible to develop various embodiments of the inventive “Level-2 Cell Change System (1) for Non-Terrestrial Networks”; the invention cannot be limited to examples disclosed herein and it is essentially according to claims.
Claims
1. A system (1) which is developed for realizing a level-2 cell change for non-terrestrial networks, according to the threshold values determined for the signal level and quality of the cell being served; characterized by
- at least one electronic device (2) which is configured to realize data exchange by using any remote communication protocol; to be a device such as mobile phone; to access and transmit data over the base stations (B); to measure the signal, level and quality values of the cell and its neighbours wherefrom it receives service; to read the MAC ID if the serving cell and the target cell belong to the same L-2 cluster or the base station (B) basic unit; if it cannot read the MAC ID successfully or if the serving cell and the target cell belong to different L-2 clusters, to switch to the L3 RRC HO and to start messaging; to successfully complete L-2 MAC HO and to install radio data carrier in the new cell.
2. A system (1) according to Claim 1; characterized by the electronic device (2) which is configured to realize data exchange by using any remote communication protocol.
3. A system (1) according to Claim 1 or 2; characterized by the electronic device (2) which is configured to access data and transmit data over the base stations (B).
4. A system (1) according to Claim 3; characterized by the electronic device (2) which is configured to measure the signal, level and quality values of the cell and its neighbours wherefrom it receives service.
5. A system (1) according to any of the preceding claims; characterized by the electronic device (2) which is configured to read the MAC ID
successfully if the serving cell and the target cell belong to the same L-2 cluster or the base station (B) basic unit when it is necessary to realize cell change of the candidate and service cells according to the signal level and quality of the threshold value determined for a certain period of time.

A system (1) according to any of the preceding claims; characterized by the electronic device (2) which is configured to switch to L3 RRC HO (Level 3, Radio Resource Control, RRC) and to start messaging, if t cannot successfully read the MAC ID or the serving cell and the target cell belong to a different L-2 cluster.
7. A system (1) according to any of the preceding claims; characterized by the electronic device (2) which is configured to switch to a level 3, radio resource control (RRC) cell until it can read the MAC address, in the event that it cannot read the MAC address.
8. A system (1) according to any of the preceding claims; characterized by the electronic device (2) which is configured to successfully complete L-2 MAC HO and to install a radio data carrier in the new cell.
