Provided is a medical platform service providing system for supporting idle personnel and multinational patients, the system comprising: user terminals for applying for treatments and receiving treatments online; medical team terminals which allow the treatments to the user terminals and connect to the user terminals; and a platform service providing server including a construction unit, which collects education, career, and qualifications from at least one of the medical team terminals to construct a pool of personnel, a request unit, which requests the medical team terminals for treatment when the user terminals apply for treatment, and a connection unit, which connects the user terminals and the medical team terminals when the medical team terminals allow the treatment.

국내외 마이데이터 산업은 정보주체의 권리 행사에 따라 본인정보 통합조회, 신용·자산관리 등의 개인데이터를 안전하게 활용할 수 있는 서비스를 제공하고 있다. 마이데이터 및 개인데이터와 관련하여 가장 심각한 문제는 개인정보유출 및 프라이버시(Privacy) 침해다. 현대 사회는 각종 첨단 정보통신기기의 광범위한 보급으로 의도하지 않은 개인에 관한 모든 것이 포착되고 기록될 수 있다. 한국은 개인정보보호법, 전자서명법, 정보통신망법, 신용정보법 등을 통해 개인데이터의 수집·유출·오용·남용으로 인한 프라이버시 침해를 방지하고 있으며, 해외 주요 선진국도 프라이버시 보호를 위한 법제도적 장치를 강화하고 있다. 전 세계의 환자, 의료진, 약국 및 배달기사를 연결하고 그 질병 데이터를 수집하기 위해서는 각국의 규제상황 및 입법상황에 기초해야 하는데, 한국의 경우 개인정보보호법에 의거하여 개인의 정보를 조회하기 위해서는 개인의 동의가 필요하고, 유럽의 경우 GDPR(General Data Protection Regulation)에 의거, 미국은 결론적으로 사전동의 없이 활용이 가능하다. 미국의 경우 주마다 다르지만 미국 U.S.C.52a(a)에 따르면 개인정보는 교육, 금융거래, 진료 경력, 범죄 이력, 고용 경력 등을 포함한 정보로 이름, 개인식별번호, 지문·성문, 사진 등 개인 식별 상징 등 특별히 개인을 식별할 수 있는 것을 포함하는 것으로, 정보주체의 자기결정권이란 개념이 존재하지 않기 때문에 개인정보에 대한 문제 발생시 정보를 만들고 사용한 사람이 피해자에게 보상을 해야하는 민사상의 문제이며 이 과정에서 국가가 전혀 개입하지 않는다. 이때 각국의 상황이나 입법규제에 따라 다르지만, 진료기록을 이용하는 본 발명의 플랫폼인 주체는 국내에 있으므로 국내법을 적용받는다는 가정 하에 동의가 필요하다고 전제하고 설명하기로 한다.In order to connect patients, medical staff, pharmacies, and delivery drivers around the world and collect disease data, it must be based on the regulatory and legislative situations of each country.
