- CHO is defined as a handover that is executed by the UE when one or more handover execution conditions are met.
- the UE starts evaluating the execution condition (s) upon receiving the CHO configuration, and stops evaluating the execution condition (s) once a handover is executed.
- the following principles may apply to CHO:
- the CHO configuration contains the configuration of CHO candidate target cell (s) generated by the candidate target gNB(s) and execution condition (s) generated by the source gNB.
- An execution condition may consist of one or two trigger condition (s) (e.g., CHO events A3/A4/A5, CondEvent A3/A4/A5) .
- An execution condition can be called as a CHO execution condition.
- For one candidate target cell one CHO execution condition can be configured.
- RSRP and RSRQ can be configured simultaneously for the evaluation of CHO execution condition of a single candidate target cell.
- the UE can select a candidate target cell whose CHO execution condition is fulfilled as a target cell, and perform a CHO execution towards or to the target cell, e.g., synchronization with the target cell and/or access to the target cell.
- CHO i.e. from the time when the UE starts synchronization with target cell
- UE does not monitor source cell.

- MN generates a MN RRC reconfiguration message containing a RRC conditional reconfiguration element that consists of CPA execution condition (generated by the MN) and SN RRC reconfiguration message (generated by the candidate target SN) .
- CPA execution condition may consist of one or two trigger condition (s) (e.g., CHO events B1/A4, CondEvent B1/A4) .
- trigger condition e.g., CHO events B1/A4, CondEvent B1/A4
- MN sends the generated MN RRC reconfiguration message to a UE.
- UE Upon receiving the CPA related RRC reconfiguration message, UE starts evaluating if the CPA execution condition is fulfilled (e.g. if the measured radio link quality of one candidate target SN is better than a threshold) .
- the UE can select a candidate PSCell whose CPA execution condition is fulfilled as a target PSCell, and perform a CPA execution towards or to the target PSCell, e.g. UE starts accessing the corresponding target PSCell or target SN.
- Inter-SN CPC can be either initiated by the MN or the source SN.
- Source SN could initiate the inter-SN CPC by sending a SN change required message to MN containing inter-SN CPC related information.
- MN Upon receiving the SN change required message triggering inter-SN CPC, or MN initiating inter-SN CPC, MN sends SN addition request to multiple candidate target SNs.
