According to a preset measurement value calculation rule, each measurement value of the access point is calculated to obtain a comprehensive measurement value of the access point, and then selected according to the obtained comprehensive measurement value of each access point and the network selection condition.
- the base station determines whether the integrated measurement value of each access point has a comprehensive measurement value that is greater than a predetermined threshold, and if not, selects the cellular network currently camped on by the mobile terminal as The mobile terminal processes the service, and if yes, selects an integrated measurement value among the integrated measurement values that are greater than the predetermined threshold, and the radio access network to which the access point corresponding to the integrated measurement value belongs is the network that processes the service. .
