- An uplink radio resource is allocated to each user equipment (User Equipment, UE for short) by an Evolved NodeB (eNB).
- eNB Evolved NodeB
- the multiple access technology used by E-UTRAN is Orthogonal Frequency Division Multiplexing Access (OFDMA) technology.
- RRC Radio Resource Control
- the Radio Resource Control (RRC) layer of the LTE system sends an RRC message to implement many processes such as establishing an RRC layer link, configuring system parameters, and transmitting UE capability parameters between the UE and the eNB.
- the RRC message of the downlink is sent on a Physical Downlink Shared Channel (PDSCH).
- PDSCH Physical Downlink Shared Channel
- Some common parameters related to the system, such as the cell frequency point and the cell system bandwidth, are sent by the eNB to all intra-cell UEs in the broadcast message, and the broadcast message is sent on the Physical Broadcast Channel (PBCH). of.
- PBCH Physical Broadcast Channel
- the LTE system formulates uplink transmission resource allocation for users.
- a special control message is used to allocate resources and provide services to each UE according to its own needs, to achieve better multiplexing performance in uplink transmission, and to fully utilize system bandwidth in a flexible and efficient manner.
- the control message dedicated to the resource allocation of the PUSCH is sent by the eNB to the UE, and the resource allocation control message is also referred to as an uplink grant (UpLink Grant, UL Grant for short), and the UL Grant is in the physical downlink control channel. (Physical Downlink Control Channel, referred to as PDCCH) is sent.
- PDCCH Physical Downlink Control Channel
- the LTE system requires the UE to report the status of the data stored in the buffer. The report is reported to the eNB in the form of a Buffer Status Report (BSR).
- BSR Buffer Status Report
- the Logical CHannel (LCH) is set to have different priorities.
- the LCHs are divided into four logical channel groups (LCGs).
- the BSR reports the groups of the UEs. The serial number and the information of the amount of data to be transmitted of all LCHs in the group. Since the BSR is an important reference information for the eNB to perform reasonable radio resource scheduling for the UE, the LTE system specifies various types and transmission rules of the BSR. According to the events that trigger the BSR, the BSR is divided into a regular buffer status report (Regular BSR), a periodic buffer status report (RTB), and a padding status report (Padding BSR). Among them, the trigger conditions of Regular B SR include:
- the upper layer with high priority logical channel can transmit data, and its priority is higher than the existing LCH data in the UE buffer;
- BSR retransmission timer ( RETX - BSR - TIMER ) times out, and there is data that can be transmitted in the UE buffer.
- the trigger condition of the Periodic BSR is: If the BSR period timer (PERIODIC BSR TIMER) times out, the Periodic BSR is triggered.
- the trigger condition of the Padding BSR is: if there is neither a Regular BSR to be sent nor a Periodic BSR to be sent, and the number of bits used for padding in the allocated uplink PUSCH resource is greater than or equal to the BSR MAC Control Element (Control Element, referred to as The sum of the sizes of CE and its sub-header triggers the Padding BSR.
- the Padding BSR is a padded BSR that complements the Regular BSR and the Periodic BSR. In contrast, the Regular BSR and the Periodic BSR can be classified as unfilled BSRs.
- the Padding BSR can let the eNB obtain the UE buffer LCG data change in a timely manner.
- Regular BSR and Periodic BSR are encapsulated as media access control layer protocol data units.
- a MAC CE in the Media Access Control Protocol Data Unit (MAC PDU for short).
- the Padding BSR is padded in the padding bits (Padding) of the MAC PDU.
- the MAC PDU is sent on the PUSCH.
- the foregoing MAC PDU is as shown in FIG. 1.
- One MAC PDU is composed of one MAC header (header), zero or more MAC CEs, and zero. Or a plurality of MAC Service Data Units (SDUs) and optional padding bits (Padding).
- the MAC header is composed of multiple MAC sub-headers, and each MAC sub-header corresponds to the MAC CE, MAC SDU or Padding arranged after the MAC header in the order of arrangement, as shown in FIG. 2 and FIG. 3.
- the MAC sub-header of the BSR MAC CE corresponds to Figure 3 and is in the R/R/E/LCID format, where R is a reserved bit and E is an extended bit, indicating that there are other sub-message headers after the sub-message header.
- the LCID contained in the MAC sub-header is the type of the corresponding MAC CE or MAC SDU or Padding. The LCID of the above line is explained as follows.
- the Padding BSR can only transmit using the Padding bit of the MAC PDU.
- BSR formats There are two types of BSR formats defined by the LTE system. As shown in Figure 4 and Figure 5, the BSR format shown in Figure 4 is called the short BSR format or the Truncated BSR format. The BSR format shown in Figure 5 is called Long BSR format. The BSR is carried by the PUSCH. When the UE triggers the BSR, and only one LCG has data to be transmitted, the UE reports the BSR in a short BSR format. When the BSR triggered by the UE is a Regular BSR or a Periodic BSR, and multiple LCGs have data to be transmitted, the UE ⁇ The BSR is reported in the long BSR format.
- the UE uses the truncated BSR. Format to report Padding BSR.
- the BSR of a single LCG is represented by 6 bits.
- the value of the 6 bit is used as a sequence number in the BSR buffer size levels table. The details of the table are as follows:
- Index Buffer Size value Index Buffer Size (BS) value [bytes] [bytes]
- buffer data amount value (bytes) (buffer data amount value) (bytes) (buffer data amount value) (bytes)

- the LTE-A system is an evolved version based on the LTE release 8 system. It introduces many new technologies to meet the basic requirements of IMT-Advanced.
- One of the important technologies is Carrier Aggregation (CA). Due to the current shortage of wireless spectrum resources, the spectrum resources owned by mobile operators in the world tend to be scattered, and IMT-Advanced requires higher peak rate indicators (100 Mbps for high mobility and 1 Gbps for low mobility).
- CA Carrier Aggregation
- the current 20MHz bandwidth of the LTE standard cannot meet the requirements of IMT-Advanced, so it needs to be expanded to higher bandwidth, such as Frequency Division Duplex (FDD).
- FDD Frequency Division Duplex
- TDD Time Division Duplex

- the total number of configurations is less than or equal to the total configuration of Downlink (DL) CCs.
- Each CC corresponds to a Hybrid Automatic Repeat Request (HARQ) entity and a transport channel.
- HARQ Hybrid Automatic Repeat Request
- There is a separate PDCCH on each DL CC to indicate resource allocation on the CC or resource allocation on other CCs, which is divided into a downlink resource allocation (DL assignment) or an uplink grant (UL grant).

- the DL PCC and the UL PCC form the primary serving cell (PCell) of the UE, and the PCell provides security and NAS mobility information, synchronization, access, system information, paging, etc., and the UE randomly connects. Entry can only be done through PCell.
- the UL PCC is configured with a PUCCH resource that transmits signaling such as HARQ ACK/NACK (Acknowledgement/No Acknowledgment), Scheduling Request (SR), and Channel Quality Indicator (CQI).
- HARQ ACK/NACK Acknowledgement/No Acknowledgment
- SR Scheduling Request
- CQI Channel Quality Indicator
- the DL SCC and its associated UL SCC form a secondary serving cell (SCell).
- SCell provides higher bandwidth and data throughput as the added radio resources, and the SCell may not include the UL SCC configuration.
- UL PCC and DL PCC are associated by information indicated by System Information Block 2 (SIB2); UL SCC and DL SCC are associated by SIB2 or dedicated signaling such as information indicated by RRC signaling; UL SCC can also be associated with DL SCC or DL PCC
- SIB2 System Information Block 2
- RRC-CONNECTED RRC Connected (RRC-CONNECTED) state of the UE must maintain a DL PCC and a UL PCC configuration. From the perspective of UE power saving and CC management, the eNB can pass the MAC.
- the CE activates/deactivates a certain DL SCC, and the DL PCC cannot be activated/deactivated.
- the UE does not monitor the PDCCH, does not receive the PDSCH, does not perform CQI related measurements, does not receive system information, supports mobility related measurements, turns off the baseband and/or radio frequency part modules, and performs corresponding RF frequencies on the DL SCC in the deactivated state. Point adjustment. Whether the UL SCC needs to support the activation/deactivation function and the corresponding UE behavior, such as whether to stop transmitting the reference signal (Sounding Reference Signal, SRS for short) or PUSCH data on the corresponding UL SCC, is currently under discussion.
- SRS Sounding Reference Signal
- the LTE standard buffer data volume level table (abbreviated as BSR table in this paper) can only represent the maximum 150K data in fine-grained manner, and all other services larger than 150K belong to the same BSR level, that is, if the BSR table of LTE is still used, then The high-throughput LTE-A service will make it impossible for the network to distinguish the UE from the 150K to 1500K buffer state, resulting in an inefficient allocation of resources. Therefore, 3GPP adds at least one new BSR table based on the BSR table of LTE to meet the requirements of the buffer state of 150K to 1500K accurately under the LTE-A large service throughput. - LTE-A CA supports at least two buffer data volume level tables (ie, BSR tables), BSR tables used by LTE systems (first data volume level table, represented by BT0), and LTE- The BSR table (second data volume rating table, indicated by BT1) used by the A system to support high data rates.
- BSR tables buffer data volume level tables
- first data volume level table represented by BT0
- LTE- The BSR table second data volume rating table, indicated by BT1
- the UE selects the BSR table according to the CC configuration and/or the wireless condition, and reports the BSR according to the selected BSR table.
- the UE can identify the corresponding BSR table without any ambiguity by explicitly identifying the BSR MAC CE or by using a preset rule to enable the eNB to receive the BSR.
- Solution 1 The UE selects the BSR form according to the UL CC configuration. Specifically, it may be: when the UE is configured with one UL CC, BT0 is selected; when the UE is configured with more than one UL CC, BT1 is selected.
- the solution is based on the idea that when the UE is configured with only one UL CC, it cannot achieve a higher uplink data rate than the LTE Rel-8 single carrier and obtain a larger uplink grant, so the BSR can still be calculated using BT0.
- BT0 can also be used in the case of MIMO.
- multiple UL CCs it is generally the UE's traffic demand or eNB scheduling requirements, which requires high data rate support, and may obtain a larger uplink grant. Therefore, BT1 can be used for more accurate scheduling.
- the UE selects a BSR form according to wireless conditions.
- the wireless condition may refer to a downlink path loss (DL pathloss) measurement result, or a channel quality indicator (CQI) measurement result, or a power headroom report (PHR) value.
- DL pathloss downlink path loss
- CQI channel quality indicator
- PHR power headroom report
- the downlink path loss measurement result may be one of the following: a downlink path loss measurement result of the DL PCC, and a minimum value or a maximum value or an average value of the downlink path loss measurement result in the DL CC associated with all UL CCs configured by the UE.
- the association between the UL CC and the DL CC may be based on the SIB2 indication or the RRC indication or the downlink path loss measurement. Test or timing to measure the reference in advance.
- the downlink path loss measurement result may be reported at the same time.
- the radio condition is the channel quality indicator (CQI) measurement result: when the CQI measurement result is lower than the preset CQI measurement result threshold, the UE selects BT0; when the CQI measurement result is higher than the preset CQI measurement result threshold, The UE selects BT1.
- the CQI measurement result may be one of the following: a CQI measurement result of the DL PCC, a minimum or maximum value or an average value of CQI measurement results in the DL CC associated with all UL CCs configured by the UE, and any configured by the UE.
- the association relationship between the UL CC and the DL CC may be based on a SIB2 indication or an RRC indication or a downlink path loss measurement reference or a timing advance measurement reference.
- the CQI measurement result may be reported at the same time.
- PHR power headroom report
- the PHR value can be simultaneously extracted.
- the solution is based on the idea that when the radio conditions are not good, it can not achieve a higher uplink data rate than the LTE Rel-8 single carrier and obtain a larger uplink grant, so the BSR can still be calculated using BT0.
- BT0 can also be used in the case of MIMO.
- the radio conditions are good, the UE may obtain a larger uplink grant, so using BT1 can be more accurately scheduled.
- Scheme 1 and Scheme 2 may be used in combination, for example, when the UE is configured with multiple CCs and the radio conditions are good, BT1 is used; otherwise, BT0 is used. Still other various possible combinations are considered to be within the scope of the present invention.
- the UE selects according to the selected
- the BTO or BT1 calculates the buffer quantity level, generates a BSR MAC CE, and reports the BSR on the UL CC with the uplink resource.

- the BSR triggered here may be a Regular BSR, a Periodic BSR, or a Padding BSR, and the BSR format is selected according to the rules of the corresponding protocol.
- the embodiment 1 reported by the LTE-A CA BSR selects a BSR table according to the configuration of the CC.

- the order of each step in this embodiment is only an implementation possibility. There are other various order possibilities, and the UE can select which BSR table report to use according to the above-mentioned wireless conditions of the currently configured or activated UL CC.
- Step 801 The UE configures 2 UL CCs.
- Step 102 The UE configures a radio condition threshold; the threshold is based on a PHR value, and the CC on which the UE is based is a UL PCC or all UL CCs or a designated UL CC or UE;
