Definitions
- a radio access network element ie, a base station transmits cell common information to a terminal through a cell system message, including public information configuration information and common control information, for example, a random access resource, a paging channel, and an access control. Information, etc.
- the random access resource is a resource of a random access channel.
- the random access channel resource is configured to configure one or more physical random access channels every thousand radio frames, each of which is physically random.
- the access channel includes multiple uplink synchronization codes (preamble).
- the mobile terminal When the mobile terminal initiates random access, the mobile terminal randomly selects the physical random access channel and the preamble code in the channel to perform a random access procedure.
- the network access network element may be based on the network.
- the number of access requests adjusts the number of random access resources configured in the cell to avoid insufficient or waste of random access resources.
- Access control is a very important control of mobile terminals accessing wireless networks.
- the radio access network element broadcasts the following access control parameters in the cell system message: indication information of whether a specific type of service is allowed to access, access control probability factor of a specific or all services, access of a specific or all services Control waiting time, etc. Before the mobile terminal needs to initiate wireless access, obtain the above by reading the system message.
- the radio access network element controls the access network density of the mobile terminal by adjusting the above access control parameters.
- M2M Internet of Things
- the number of mobile terminals Huge the connection between the originating and the network is sudden. For example, when a region recovers from a power failure, all M2M terminals in the region will initiate a request to connect to the network to register with the network. Bringing a large number of network connection requests. Or in a monitored M2M application, a large number of M2M terminal sensors simultaneously trigger the same event and initiate a wireless connection request almost simultaneously.
- MBMS Multimedia Broadcast Multicast Service
- the terminal feedback service receives status information.
- the terminals are simultaneously triggered to initiate a wireless connection request.
- the wireless network can reserve enough resources and a small access control probability factor, but since the above situation is only an unexpected situation, the resources reserved for most of the time cannot be fully utilized, and A smaller access probability factor will result in unnecessary access delays for the mobile terminal.
- the wireless network access network element is sent by using a system message, and the system message is updated according to the following manner: As shown in FIG. 1 , in the LTE system, a system message change period (BCCH modification) is defined in the cell. Period ), the radio access network element sends one or more paging messages in the previous system message change period to indicate that the mobile terminal system message needs to be updated. At the beginning of the next system message change cycle, the scheduled system message is sent.
- BCCH modification system message change period
- the mobile terminal learns the update of the system message by receiving the paging message, and starts receiving the updated system message in the next system message change period.
- a cell defines a main system information block (MIB), and the MIB carries a value tag and system message update time information, and the system information update time information indicates a specific start time of the system message change.
- the radio access network element first transmits the MIB, indicates the above information, and then starts transmitting cell information on the cell radio interface at the time of the above system information update time.

- the system message change period is an integer multiple of the paging cycle, that is, on the time axis.
- a system message change cycle contains one or more paging cycles.
- the radio access network element can send a paging message in one or more paging cycles included in a system message change period.
- the mobile terminal receives the paging message according to the paging occasion defined by the system.
- SIB1 system information block 1
- the value tag information of the system message is also carried, the identifier indicates the change information of the system message, and the mobile terminal can according to the value tag in the current system message block and the system reserved by the mobile terminal.
- the comparison of the value tag values of the message to know whether the current system message has changed.
- the wireless The access network element needs to notify all mobile terminals by paging before the system message actually changes, that is, the radio access network element notifies the system message change at least one paging cycle in advance.
- the system message needs to be changed. The boundary of the maximum system message block transmission cycle is changed to prevent the old system message block from being updated without being sent.
- the wireless network access network element dynamically changes the system message to reconfigure the resource and access control information for the mobile terminal that specifically generates the above connection requirement when a massive burst connection request occurs, the following problems will occur:
- the above system message update may trigger all the terminals in the cell to update the system message, if the configuration information that needs to be updated is only for the cause For some mobile terminals of traffic (for example, only 40 pairs of all M2M terminals, or a specific group of M2M terminals), it is completely unnecessary for all terminals to update system messages.
- the system message update mechanism in the related art has a large limitation on dynamically configuring resource allocation and access control parameter adjustment for a large amount of bursty traffic, so that the wireless access network cannot timely report traffic according to the service.

1、 eNB和 UE通过协议约定: UE在接收到所述的寻呼消息后, 该寻呼消 息携带的接入控制信息立即、 或从下一个寻呼周期开始生效, 而结束生效时间 可以按照以下方式之一进行指示: ( 1 ) eNB 通过显示的信令指示所述接入控制信息停止生效。 该显示的信 令可以通过寻呼消息中携带信令指示实现;
( 2 ) eNB 通过系统消息或寻呼消息指示所述寻呼消息携带的接入控制信 息的有效时间长度, 该有效时间长度优选的为寻呼周期的个数, 或以秒或分种 为单位的时间长度;
1、 在寻呼消息中携带有特定的群组标识( Group ID )和其对应的接入控制 信息, 即属于该 group的 UE将读取该接入控制信息并使用; 2、 在该寻呼消息指示该接入控制信息适用于所有接收到该寻呼信息的 UE 或不指示该接入控制信息与某个 Group关联, 即所有接收到寻呼消息的 UE都 适用;
3、 在该寻呼消息中指示或通过协议约定该接入控制信息只适用于某个类 型的 UE, 例;;口物联网 (M2M ) 的 UE; 4、 在该寻呼消息中指示该接入控制信息适用于处于特定状态的 UE, 例如 正在进行随机接入, 或准备进行随机接入的 UE;
5、 该寻呼消息指示适用该接入控制信息的业务类型信息, 例如根据业务 的实时性要求、 或数据量大 d、或优先级分别指示;
