Abstract

An apparatus and a method for determining a Radio Access Technology (RAT) supporting a high-speed data service in a mobile communication system are provided. The method includes periodically broadcasting, at a Radio Network Controller (RNC), system information which comprises an RAT list and an RAT access threshold; examining, at a User Equipment (UE), neighbor RATs supporting the high-speed data service using the RAT list; and determining an RAT to connect a Mobile Origination (MO) call by comparing an energy to noise ratio (Ec/N0) of the examined RAT signal with the RAT access threshold.
