Abstract

According to one invention, high image quality of an IP conversion video is realized by improving the performance of film mode detection even if film mode detection inside a local region and film mode detection outside the local region are independently carried out for a combined/edited video where videos of different frame frequencies are inserted into the local region and the other region of one screen, respective. According to another invention, video data (24) is divided into blocks by a block dividing control section (31). An edge enhancement computing section (17) and a local region detecting section (18) detect the boundary edge between the local region (25) and the background region (26). According to this detection, a combined video judging section (32) determines the local region (25) and the background region (26). Any block including an edge is excluded from the judgment object of the film mode detection.
