　端末装置からサーバへのアクセスを管理するアクセス管理装置であって、前記端末装置から前記サーバへのアクセス要求を受信する受信部と、前記受信部が受信したアクセス要求の中から、前記アクセス要求をした端末装置の抽選を行う抽選部と、前記抽選部によって当選した端末装置に対し、前記サーバにアクセスするための接続先情報を送信する抽選結果送信部とを有する。
