Abstract

 基地局において、ハンドオーバする端末のランダムアクセス信号を優先して生き残るようにする。  ハンドオーバ要求受信手段(1a)は、ハンドオーバ元基地局(2)からハンドオーバ要求を受信する。端末数取得手段(1b)は、ハンドオーバ要求の受信に応じて、ランダムアクセス信号を送信している端末数を取得する。送信パワーオフセット値算出手段(1c)は、端末数取得手段(1b)が算出した端末数に基づいて、当該基地局(1)にハンドオーバする端末(3)のランダムアクセス信号の送信パワーオフセット値を算出する。送信パワーオフセット値送信手段(1d)は、ハンドオーバ元基地局(2)を介して、送信パワーオフセット値を端末(3)に送信する。
