Abstract

A user terminal receives a predetermined first offset value from an intra-cell as announcement information. The user terminal receives a predetermined second offset value from a surrounding cell as announcement information. The user terminal measures the transmission levels of the intra-cell and the surrounding cell. The user terminal compares a value obtained by adding the first offset value to the transmission level of the intra-cell with a value obtained by adding the second offset value to the transmission level of the surrounding cell and performs a cell selection according to the comparison.
